Bu süreçte ne gibi de¤ifliklikler olacak özellikle Avrupal› oyuncular›n Türkiye’ye bak›fl› ve Türk oyuncular›n Avrupa’daki hareketleri ba¤lam›nda ne gibi de¤iflmeler bekliyorsunuz? AB üyeli¤i yolundaki süreçlerde asl›nda flimdi bafll›yor. Bizim tarama ad› alt›nda duydu¤umuz aflamalar ülkenin bütün yap›s›n› inceleyerek nerde farkl›l›k var, nas›l halledilmeli, bunlar›n bak›laca¤› çok ciddi aflamalard›r. Tar›mda, devlet isleyifli konusunda pek çok tart›flmalar olacakt›r. Ekonomik anlamda bak›ld›¤›nda flu anda AB’ne girmekten öte globalleflmemiz ve yabanc› sermayenin Türkiye’ye gelmesi aç›s›ndan ev ödevimiz olan belli konular var. AB’ye girmek demek ekonomik aflamalar› onlar›nkine uygun hale getirmek demek, orda çal›flan AB’linin, burada çal›flabilece¤i koflullar› A BUSINESS LEADER Osman Dinçbafl: “Foreign investment is a stepping stone on the road to Accession” Since our focus in this issue of the Leaders is on the European Union, we would welcome your views as to what impact the accession process is likely to have on the perception of European companies visà-vis Turkey and likewise those of Turkish businessmen vis-à-vis Europe. The accession process actually involves a series of steps, at each stage of which, the candidate country is subjected to close scrutiny in respect of the obligations it is required to meet. Agriculture is one area, in particular, where there is likely to be serious discussions over the role of the State. Hukuki anlamda, mevduat anlam›nda bazen ülkeler birbirleri aras›nda yar›fla girebiliyorlar. Hatta Paflabahçe Bulgaristan’da yat›r›m yapt› siz de orada dan›flmanl›k yapt›n›z. Evet do¤ru. Hangi ülke daha fazla avantaj veriyordan ziyade, konumu önemli. Büyük miktarda sermaye söz konusu oldu¤u zaman kolaylaflt›r›c› ad›mlar at›l›yor. Bunlar genelde istisnai durumlar. E¤er bir ülkeye küçük veya orta ölçekli yabanc› sermaye geliyorsa o ülke yabanc› sermayeye aç›k demektir. Çünkü küçük veya orta ölçekli yabanc› sermaye daha az korunmaktad›r ve daha az istisna sa¤lanmaktad›r. Bunun sa¤lanmas› laz›m. Örne¤in Frans›z bir f›r›nc› ‹talya’da dükkân açabilecek durumdaysa ayn› f›r›nc› Türkiye’de de dükkân açabilecek duruma gelmiflse yabanc› sermaye giriflinde AB ile ayn› koflula gelmifliz demektir. Bu uzun bir yol, bizim mevzuat›m›zda pek çok dü- zeltilecek konu var özellikle vergi aç›s›ndan bakt›¤›m›z zaman iyiye do¤ru at›lan ad›mlar› görüyoruz fakat ad›mlar at›ld›kça vergi mevzuat›m›z karmafl›k hale geliyor. Bunun topluca gözden geçirilmesi veya basite indirgenmesi gerekiyor. and the inflow of foreign direct investment before even contemplating about becoming a full member of the EU. Joining the EU implies that a country has harmonised its economy with that of the existing members which in turn translates as the movement of labour whereby anyone from the EU can come over here and freely exercise his or her right to work wherever he or she wishes to. Bunlar›n basite indirgenmesi laz›m; daha rahat anlafl›labilir olmas› laz›m. Kanun koyucunun koydu¤u maddelerin daha sonra uygulamada yoruma çok fazla aç›k olmamas› gerek. Bunlar hep sorun ç›kart›yor. Avrupa toplulu¤una giderken ifl dünyas› aç›s›nda bakt›¤›n›z zaman mevzuat›n uygunlu¤a getirilmesi en önemli ödevimizdir. Mevzuat›n Türkiye’de okunmas›, sindirilmesi, uygulama için ad›mlar at›lmas› çok büyük bir aflama. infrastructure that would enable foreign capital inflow. I should add that when I say, foreign capital, I do not use this term to mean huge multi-million dollar investments that people tend usually to think of. There is tremendous competition among countries that are striving to attract foreign investment. Once a country succeeds in bringing in foreign SMEs, only then can one say that a country has in earnest opened itself to foreign investments. Large-scale projects that involve substantial amounts in investment are invariably granted a package of incentives anyway. It’s whether similar protection or incentives are provided to the SMEs that determine whether a particular country welcomes foreign investments or not. Admittedly, this is not something that can be achieved overnight. It involves significant legislative steps where in fact large strides have been taken. On the other hand, one has to be wary of the fact that in the process the relevant laws do not become a quagmire of complex minutiae. Foreign investors are most put off by uncertainty. For instance, if a foreign businessman were to rest safe in the knowledge that for the next 10 years his liability in respect of tax payable would be limited to 60%, he would at least know Leaders June 2005 • 23 L‹DERL‹K “E¤er bir ülkeye küçük veya orta ölçekli yabanc› sermaye geliyorsa o ülke yabanc› sermayeye aç›k demektir. It must be said, though, that such uncertainties are gradually being eradicated. Would it be fair to say that we are still some way away from the ideal climate for investment? True, but we should not underestimate our achievements. You need not look too far back to see how far we’ve come in a relatively short period of time. For instance, it was a criminal offence for Turkish citizens to carry on them or attempt to exchange foreign currency. The government at the time, which abolished the crime of exchanging foreign currency, preserved the possession of foreign currency as a crime. In effect, if someone managed to make his way into a bank with some foreign currency on him, there were no problems but if that same person would have been caught in the street by the police while in possession of foreign currency he would have committed a criminal offence. Though this may now come somewhat as an anomaly at which we can simply smile, it was, I can assure you, no laughing matter at the time. Frankly, there are many things that are being done in the positive sense in Turkey and everyone is doing their best to take part in this transformation. E-State and the overhaul in the tax regime are just a few of examples. However, such steps must be taken in a concerted fashion so as to achieve a smooth transition. You are one of the foremost authorities on foreign investment. Is the latter in fact any different than that of local investment? After all, irrespective of nationality, both are about capital investment. And equally, both are susceptible to flow in and out of the country, depending on whether the conditions happen to be amenable to their interests or not. Where the investment in question happens to be extremely mobile, it becomes devoid of its function as capital. O zaman hükümet Türk vatandafllar›n› yabanc› para bozdurmas›n› suç olmaktan ç›kartt› fakat tafl›may› suç olmaktan ç›karamad›lar polis e¤er yolda yakalarsa suçtu. Ama bankaya girerseniz suç de¤ildi. ‹flin do¤rusu flimdi bunlar bize flaka gibi geliyor. fiu anda yaflad›klar›m›z da umar›m bir kaç sene sonra bize flaka gibi gelir. Do¤ru yönde gidifl oldu¤unu görüyoruz ama zorlu olacakt›r. Bu çok ciddi bir yeniden yap›lanma projesi. Türkiye’de vergi idaresinde çok büyük bir altyap› de¤iflikli¤i oluyor, e-sisteme geçtiler dolas›yla oradaki insanlar da birfleyler yapmak istiyor. Herkes birfleyler yapmak istiyor fakat bunu koordineli ve ahenkli yapmak en önemli sorun. Yabanc› sermaye ile de çok içli d›fll›s›n›z. Yabanc› sermayeden kast›m›z hep yabanc› diyoruz ama yabanc› olan ne? Yani sonuçta yerli sermaye de ayn› flartlara tabi ve sermaye olabilir derecede organize bir yap›s› varsa, zaten o da sizin koflullar›n›z› be¤enmedi¤i zaman yurtd›fl›na gidiyor. Burada yabanc› sermaye derken kastetti¤iniz veya genel olarak kastedilen sizce nedir? Milliyeti mi yoksa kal›c› olmas› m› yoksa hareket edebilir olmas› m›? Hareket edebilir olmas› zaten sermaye özelli¤ini kaybettirir. Yabanc› sermaye dedi¤imiz hareketlerin, ülkeye öngörülebilir bir uzunluk için gelmesi gerekir. S›cak para yat›r›m de¤ildir, o k›sa vadeli finansal fayda hedefleyen bir harekettir. Bizim burada kastetti¤imiz fley o de¤il. Temelde ürün veya servis üretmeye yönelik olarak iflletmeler açmaya ve çal›flt›rmaya yönelik olarak Türkiye’ye getirilen ve bu amaçla harcanan para yabanc› sermaye dedi¤imiz. Türkiye’nin bence ekonomik anlamda en büyük s›k›nt›lar›ndan bir tanesi sermaye yetersizli¤idir. Türk insan› ticarete son derece aç›kt›r, iyi fikirleri vard›r, ticaret yapmay› severler, üretim yapmay› severler. Ortak sorun paran›n olmay›fl›, AB’de de herkeste para yok ama AB’de bunu ortadan kald›racak sistemler var. Bankac›l›k sisteminin yard›mc› olmas› bu konuda bize göre daha farkl›. Yeni aç›lan flirketler için finansman bize göre çok daha esnek ve kolay sa¤lanabiliyor. Türkiye’de de var ama tabi Avrupa’daki kadar s›k kullan›ml› ve rahat bulunabilir de¤il. Türkiye’de sermayenin bulunmas› sorunu var. Bunun çözülmesi gerekiyor. Ve A BUSINESS LEADER “Giriflimcili¤in Türkiye’de flartlar› daha zordur. Dolay›s›yla bu insanlar›n gerçekten desteklenmesi sosyal bir sorumluluktur.” Türkiye’de sermayedar diye söz edebilece¤imiz gruplar son 5-10 y›lda sermayedar anlam›n› dolduracak flekilde oluflmaya bafllad›. Daha önce Türkiye’de pek çok KIT‘in olma sebebi de bu, K‹T’lerin yapt›¤› üretimi yapacak sermaye yoktu. Ve bu yüzden de Devlet üstlendi bu durumu. Özetle yerli fonlama yetersiz oldu¤u için yabanc› sermayeye muhtac›z. Bizim sorunumuz fonlama, Türkiye’deki banka fonlamas› çok pahal›, banka fonlamas› d›fl›nda özkaynak yetersiz, dolay›s›yla sizin 2 tane kayna¤›n›z var: ya yabanc› bankadan fonlarla sa¤layacaks›n›z ya da yabanc› sermaye sa¤layacaks›n›z. Giriflimcili¤in Türkiye’de flartlar› daha zordur. Dolay›s›yla bu insanlar›n gerçekten desteklenmesi sosyal bir sorumluluktur. Bu anlamda biz ciddi olarak giriflimi destekliyoruz. Son dönemlerde Türkiye özellefltirme politikalar›n› ve özellefltirmesini nas›l buluyorsunuz? Özellefltirilen kurumlar› düflünürsek, Bir Arap sermayesi popülasyonu geliflti, önceden de var m›yd› yoksa flimdilerde mi gözümüze bat›yor. Petrolün fiyat›n›n artmas›yla m› çok fazla fiyatlar verilmeye baflland›? San›r›m, herhangi bir araflt›rmay› baz almadan konuflursam, bas›ndan takip etti¤im kadar›yla son zamanlarda sadece Arap de¤il Rus sermayesi de çok hareketli. Dedi¤iniz gibi petrol gerçekten petrol sahibi ülkelere ciddi anlamda ek de¤er getirecek fiyatlara gelmifl durumda ve bu fonlar›n da bir flekilde kullan›lmas› gerekiyor. Bu nedenle Ruslar› ve Araplar› ciddi olarak aktif görüyoruz uluslararas› piyasalarda. Özellikle 11 Eylül sonras›nda Arap sermayesi bat› dünyas›nda oluflmufl olabilecek muhtelif imaj sorunlar›n› düflünerek daha genifl perspektifte yat›r›m yapmay› tercih etti. Çünkü Türkiye zaten bunun d›fl›nda her sermayedar›n yat›r›m radar›nda vard›; buna Arap sermayesi dahil. Petrol fiyat›n›n bu kadar art›fl› ile Ruslar ve Araplar fonlar› de¤erlendirmek için yerler ar›yorlar. Türkiye de gelecek vaad eden bir yer oldu¤u için sonuçta buraya gelmeleri çok normal. hot money and foreign investment. The latter involves a degree of commitment for a foreseeable future in the country where it is invested. Essentially, when I mention foreign investment I mean foreign capital that has been brought into Turkey with a view to establishing enterprises or plants that are geared to manufacturing or providing services. Hot money, on the other hand, is a short-term investment whereby short-term financial gain is targeted. Turks are a people of natural disposition for trade and commerce. We have many good ideas and enjoy manufacture. However, our most serious obstacle is the lack of sufficient funds and capital. True, this a problem that is commonly shared by members of the Bo¤aziçi’den 84 iflletme mezunusunuz, Bo¤aziçi size neler katt› bir de¤ifliklik görüyor musunuz? Bo¤aziçi ile hala ilgileniyor musunuz? Ben okulunu gerçekten çok seven bir mezunum. Gerçi son 1-2 y›l çok ilgilenemedim. Ben mezun oldu¤um y›llarda, Bo¤aziçi gibi bir kiflisel geliflim kayna¤› pek yoktu. Dünyaya bak›fl olsun, vizyon gelifltirme olsun, kiflili¤inizi gelifltirme olsun, bu konularda imkan sa¤lama aç›s›ndan Bo¤aziçi o y›llarda tekti. Ders ald›¤›m bütün hocalar›ma ben çok müteflekkirim. Tabii, ben çok sosyaldim, kat›ld›¤›m bütün kulüpler bana çok fley katt›. 80’li y›llarda bu tip fleyler yoktu Türkiye’de. Hala s›n›f arkadafllar›n›zla bir a¤›n›z var m›? Evet, bir kaç farkl› grup var bulufltu¤um ve orada edindi¤imiz ortak deneyimler, orada kazand›¤›m›z dostluklar hiçbir fleye de¤iflilmez. < European Union but there you have countermeasures in place that redress the balance such as the banking system that often provides assistance to new businesses, whereas in Turkey although such facilities exist to a certain degree, they are not as flexible and readily available as in the EU. You graduated from Management at Bogazici University in 1984. What do you think your experience as a student there might have had on you; and, secondly are you still in touch with your former classmates? I am a graduate who is truly attached to his Alma Mater. To be honest, I have been a little distant over the last two years. At the time when I was a student, Bogazici was probably one of the very few institutions that allowed for individual development and that encouraged a global perspective. I am truly grateful to all my lecturers. I was quite an out-going socialite and was a member of several student clubs, which again was a rarity in Turkey in the 80s. Membership of these clubs has certainly had a profound and favourable effect on the development of my personality and character. < Leaders June 2005 • 25
