Cantiere Giovani includes as partners important foreign organizations from Europe, Asia and Latin America: Federación de Asociaciones Juveniles de Gijón (Spain); Gençtur (Turkey); Vive México (Mexico) e Solidarités Jeunesses Vietnam (Vietnam). The project born from the need, in a difficult context as young gathering, to give more importance to participation’s role in the civil society in the processes of development and reconciliation. The general objective is to further civil society organizations’ networking involved in youth sector and work with non formal education models. Cantiere Giovani, in co-operation with the partner organizations, aims at creating the guidelines about new models of non formal education starting from the experience of the Youth Centre “Il Cantiere”. Project’s main actions 1_Survey It has been carried out a survey about best practices and non formal educational models adopted by organizations working in the youth field and policies. The activity starts creating a list of active organizations in the young and non formal education field, in every country involved in the project. This list is a very good starting point to promulgate the project more than to develop more the associative network. The second phase of the action consisted in a cognitive survey above all qualitative. In the course of this one, have been realized: a) A list of civil society’s organizations writing that work with young people and deal with young policies (best cases) b) Qualitative interviews addressed to important representatives and opinion leader in youth policies sector 06 c) Focus groups in the partner countries involving : - young users afferent to services and not to survey, about young participation and European active citizenship problems - experts in youth field about new needs pointed out interviews and about possible intervention to realize - youth organizations’ co-ordinators and educators about local youth policies strength and weakness points, network’s skill, non- formal education methodologies sharing: best practices and preminence experiences in the youth sector and data analysis and report realization containing survey results. 2_Web site with intranet area: www.nonformaleducation.net Through the project, has been realized a web site with log in area that allowed to the network beneficiaries to be continually in relation between them. 3_Publication containing survey’s results They’ll be published 2000 books with attached cd rom. 4_Conference with civil society, political and institutional representatives, european and international committed in youth field Finally the project organised a conference addressed to citizens, in particular young people, to local political and technical representatives committed to youth policies, to young organizations representatives and institutional representatives at National and International level. During the conference informations and acquired knowledges in the survey have been presented becoming point of debate and new proposals. 07 What is Non-Formal Education (NFE) Introduction From the late 60's to the early 70's Non-formal Education rightfully entered the international education debate, particularly connected with Lifelong Learning. By 'Non-formal Education' we mean the education practices developed outside the context of education linked with institutions. In particular, the main characteristics of Non-formal Education are: giving importance to the needs of disadvantaged groups, having clear objectives, and flexible methodology. The grouping of the various forms of education distinguishes the following: Formal Education: this is the education developed in institutional, structured contexts, that starts from infant school and finishes with university. Academic and specialist studies of a technical or professional nature also count as part of formal education if they take place in institutions. Informal Education: this is the aspect of education that comes from life, through various social contexts in which individuals develop relationships with others and with themselves: Family, peer groups, and mass media are all factors and contexts for informal education. Non-formal Education: this concerns organised educational activities, outside the context of institutions. These activities have defined, clear objectives and target groups. Non-Formal Education The typology of non-formal education activities is very different and varied. The contents range from numeracy and literacy education for adults and children, to health education, intercultural education, art, and political, gender and social awareness. In poor countries, and/or countries with strong state ideologies, Non-formal Education has been and is used as a tool to overcome and stamp out widespread illiteracy and to extend the integration of official, religious or political ideology. Non-formal Education is also an instrument for the development of professional skills, which in turn contributes to the development of the country. 08 As a result this leads to a significant difference in content and objectives of Non-Formal Education in western and eastern countries, and between poor and/or non-democractic countries. Structural differences between Formal and Non-Formal Education On comparing Formal and Non-formal Education, several structural differences emerge. In terms of objectives, Formal Education is general and takes place over an extended period of time, whilst Non-formal Education is short-term and specific. In terms of time, Formal Education is based on long cycles, and requires a full-time commitment; Non-formal Education on short cycles and with a part-time commitment. The content of Formal Education is standardised, academic and input-centred; that of Nonformal Education is geared towards the individual, it is practical and “output centred”. The general structure of formal education is hierarchical, with external management, rigidly structured, teacher-centred, detached from the social context and based on institutions. That of Non-formal Education functions with democratic self-control, it has a flexible structure, is learner-centred, and is based on the community in which it is strongly rooted. It can be seen as related to the concepts of recurrent and lifelong learning. Tight suggests that whereas the latter concepts have to do with the extension of education and learning throughout life, non-formal education is about 'acknowledging the importance of education, learning and training which takes place outside recognized educational institutions'. Fordham (1993) suggests that in the 1970s, four characteristics came be associated with non-formal education: - Relevance to the needs of disadvantaged groups. - Concern with specific categories of person. - A focus on clearly defined purposes. - Flexibility in organization and methods. 11 The idea of Non-Formal Education As Fordham (1993) relates, in 1967 at an international conference in Williamsburg USA, ideas were set out for what was to become a widely read analysis of the growing 'world educational crisis' (Coombs 1968). The conclusion was that formal educational systems had adapted too slowly to the socio-economic changes around them and that they were held back not only by their own conservatism, but also by the inertia of societies themselves. It was from this point of departure that planners and economists in the World Bank began to make a distinction between informal, non-formal and formal education. At around the same time there were moves in UNESCO toward lifelong education and notions of 'the learning society' which culminated in Learning to Be ('The Faure Report', UNESCO 1972). The range of initiatives and programmes that have adopted the title 'non-formal' are many and various. They include literacy and basic education for adults and young people, political and trade union education, 'catching-up' programmes for school drop outs, pre-school education for young children, political and trade union education and various kinds of educational work linked with development initiatives including agricultural extension and training programmes and health education. Many of these programmes apparently met with considerable success. In this respect Russia, Cuba, Tanzania, Somalia, Ethiopia and Nicaragua were often quoted as having organised successful mass campaigns - particularly in respect of literacy. By the mid 1970s a number of non-socialist countries were beginning to turn to the idea of mass non-formal education. It was clear that there remained a large scale and apparently growing problem of illiteracy and also clear that economic and social development depended on bringing about changes in many people's thinking. Contrasts between 'formal' and 'non-formal' programmes Simkins (1976) analysed non-formal education programme in terms of purposes, timing, content delivery systems and control, and contrasted these with formal educational programmes. 12 The website: nonformaleducation.net A website that talk about and permit to discuss about non formal education, to compare experiences and methodologies in this field. In particular, the website collects: - best practices - how the organizations work in this field - results - difficulties - reached and to reach objectives - monitoring instruments - differences between non formal and formal education - differences between non formal and informal education The site aims at giving response to: the lack of analysis and comparison about non-formal education activities realized by non institutional organizations; and to the need to exchange with institutions and education bodies about the work realized in this field. It’s addressed to: - organizations that want to interact about non-formal education comparing their experience in this field; - institutions that want to project and compare their experience with those ones work in this area; - education bodies that occupy theirselves about non-formal education. The website aims in a short-term at: 1_ creating a network of organizations that work in non-formal education field, starting from Not One Less project that realizes: a) interviews questionnaire to disseminate also through this website; b) survey about benchmarking, good practices and non formal educational models used by organizations and institutions; c) publication with cdrom downloadable throughout the website and addressed to institutions, as useful comparison methodological instrument. 2_ creating an open platform for all organizations involved and not involved in the project 13 to discuss about Non formal education. Furthermore, the long-term website objective is to involve more organizations, institutions and all interested bodies to future ideation and realization of conferences/projects about non formal education. How to use the site This site aims at creating opportunities of interaction, exchange and development for organisations, institutions, youth workers, trainers and researchers who work in non-formal education field. Through subscribing you can: - participate in the survey on NFE - access the organisations database - download the material published by the site users - publish (upload) material related to the NFE - participate in the forum on NFE. 14 Annex 1: Interviews In the next pages we present the reports about the interviews done in the countries of the partner organisations. For better disseminating the results of the project, some of them are transcripted in the original language and then in English. The interviews and the list of interviewed organisations and individuals are included in the attached cdrom. 15 Interviews: Italy_Cantiere Giovani Conclusioni della ricerca La ricerca è stata condotta sul territorio nazionale, con particolare attenzione all'area campana. Le associazioni oggetto del campione operano tutte nell'ambito delle politiche giovanili, alcune si occupano di minori a rischio devianza o affetti da dipendenze, altre di scambi e volontariato internazionale. Il seguente questionario è lo strumento usato nelle interviste: 1_Come si chiama e in che campo opera la tua organizzazione? 2_Qual è il tuo ruolo all’interno dell’organizzazione? 3_Cosa intendi per educazione formale, non formale e informale? 4_Quali sono gli obiettivi che la tua organizzazione intende raggiungere attraverso l’utilizzo di tecniche di educazione non formale e informale? 5_La necessità dell’educazione non formale ed informale (perché sono utilizzate?) 6_Punti di forza e debolezza dell’educazione non formale ed informale nelle vostre attività 7_Quali sono le condizioni, i luoghi, le metodologie? Qual è il contesto in cui è meglio applicata l’educazione non formale e informale? 8_Relazioni e valori dell’educazione formale, non formale ed informale 9_Quali sono i soggetti che dovrebbe essere coinvolti nell’educazione non formale ed informale (solo i giovani o anche gli insegnanti, gli adulti)? 10_Credi che ci siano età o categorie più adeguate per un target group per le attività di educazione non formale? Se si, quali età e quali categorie? 11_Quali sono le differenze osservate nei target groups? 12_In che modo possiamo capire i bisogni del target group o del contesto? 13_Come si possono migliorare i risultati quantitativi e qualitativi delle vostre attività di educazione non formale? 14_In che modo l’educazione non formale ed informale entra nelle politiche giovanili locali e nazionali? 15_In che senso dovrebbero orientarsi le politiche giovanili locali e nazionali per promuovere l’educazione non formale? 16_Cosa dovrebbero fare le organizzazioni non governative per sviluppare l’educazione non formale? In linea generale, è emersa una concezione piuttosto omogenea dell'idea di educazione non formale e delle relazioni che intercorrono tra essa e quella informale e la più istituzionale educazione formale. Le risposte sono diventate assai più eterogenee quando si sono toccati punti come le strategie per comprendere e interpretare i bisogni del contesto in cui si va ad operare e le modalità per implementare i risultati delle attività di educazione non formale da parte delle associazioni. Altrettanto varia si è dimostrata essere la percezione della presenza e dell'interesse da parte delle istitu- 16 zioni rispetto alle politiche giovanili, mentre più frequente è stato il riferimento a una contrapposizione evidente con la più snella e funzionale politica comunitaria. Nello specifico, l'educazione formale è considerata dalla stragrande maggioranza delle associazioni intervistate un'educazione strutturata, che si svolge prevalentemente in sedi istituzionali e attraverso metodologie frontali; rispetto all'educazione non formale e informale, è emerso che le associazioni che meno hanno investito in formazione specifica e che lavorano con un personale relativamente più adulto, non sempre distinguono nettamente i due ambiti, identificando con “non formali” tutte quelle attività condotte al di fuori del contesto scolastico, strutturate anch'esse, ma maggiormente soggette ad essere modificate in itinere e a seconda delle esigenze del target. Le associazioni che lavorano nell'ambito internazionale, e in particolare quelle i cui formatori e operatori provengono da esperienze di progettazione europea (Youth in Action, Forum della Gioventù), hanno invece mostrato una notevole padronanza dei due concetti, identificando con l'educazione non formale tutte quelle attività che prevedono la volontarietà della persona a prendere parte alla formazione, quasi mai frontale e fortemente incentrata sull'apprendimento collettivo e cooperativo e su forti dinamiche di gruppo. L'educazione informale è invece identificata con l'apprendimento diffuso, meno consapevole, che passa attraverso i media e i rapporti umani. Rispetto alla domanda relativa alla reale necessità dell'educazione non formale, e agli obiettivi che questa intende raggiungere, c'è molta condivisione sull'esigenza di processi bottom up, che partano da una progettazione condivisa delle attività a seconda delle esigenze del target e sulla necessità di perseguire il senso di legalità, di solidarietà reciproca e di creare intorno ai ragazzi un contesto protetto - anche se non isolato o decontestualizzato dal quotidiano - in cui possano sviluppare capacità e risorse personali, aumentare la loro autostima ed essere protagonisti del loro stesso processo di apprendimento. Assolutamente condivisa è anche l'idea che l'educazione non formale debba essere affiancata a quella formale, per completarla, e in alcuni casi per sopperire ad alcune sue carenze, come l'incapacità di rispondere alla complessità dei bisogni dei ragazzi che vivono in contesti assai problematici o delle loro aspettative nei confronti dell'educazione, amplificate dalla grande quantità di stimoli mediatici e culturali cui sono sottoposti negli ultimi anni. I punti di forza sono stati riassunti da tutte le associazioni intervistate condividendo ampiamente la grande accessibilità, l'elasticità e il contesto informale in cui sono inscritte le attività di educazione non formale; la dimensione sociale dell'apprendimento, il learning by doing, tutte caratteristiche che comporterebbero un clima disteso e stimolante per il ragazzo e che, secondo i risultati di ricerche sociologiche, determinerebbero una percentuale di assimilazione dei contenuti di gran lunga superiore rispetto all'educazione formale. La riflessione sui punti di debolezza è stata sviscerata attentamente, da tutti gli intervistati. Le risposte sono state piut- 17 tosto eterogenee, ma alcuni temi sono stati condivisi da una stragrande maggioranza, in particolare i problemi legati ai fondi, che determinano un'endemica debolezza dell'educazione non formale laddove si concreta in pochi interventi “spot”, che restano fini a se stessi e non sortiscono gli effetti desiderati, quelli della sostenibilità e della riproducibilità, restando così “oasi nel deserto”. Altrettanto condivisa è la percezione di uno scarso riconoscimento del ruolo di educatore, mediatore, training da parte delle istituzioni, che comporterebbe non solo uno svilimento della professionalità e quindi delle retribuzioni, che determinano una precarietà pressocchè continua, ma anche una generale difficoltà nell'avvalersi di operatori che abbiano una formazione adeguata. Molti, tra gli intervistati, hanno sottolineato come alcune caratteristiche proprie dell'educazione non formale, l'elasticità e la varietà di percorsi formativi attraverso cui si arriva a lavorare con essa, possono diventare uno svantaggio se questa determinano un “improvvisarsi” operatore. Piuttosto condiviso si è anche rivelato il problema della mancanza di spazi, di strutture adeguate, che comporterebbero un ripensare e riaggiustare continuamente il tiro delle attività dedicate ai ragazzi, e costituirebbero quindi un grosso limite in questo senso. Interventi singoli hanno ritenuto opportuno includere nei limiti dell'educazione non formale anche le resistenze personali e di sistema, i pregiudizi, il pericolo che il training diventi una figura troppo centrale togliendo protagonismo ai ragazzi, o che, al contrario, i ragazzi superino il labile confine che separa il mediatore dall'amico, e che la confidenza che si pure si ricerca possa trasformarsi in eccesso di esuberanza e in alcuni casi in maleducazione. Altro intervento isolato, e piuttosto singolare, quello per cui uno dei punti di debolezza dell'educazione non formale, soprattutto quando applicata in quartieri difficili, sarebbe la mancanza di adeguata preparazione culturale da parte degli stessi beneficiari degli interventi, che non sarebbero pronti ad accogliere gli input in modo adeguato. Rispetto al miglior contesto in cui l'educazione non formale debba essere applicata, è emerso un accordo generale sulle scuole, in primis, e sui quartieri più disagiati, fermo restando che non esisterebbero contesti in cui tale metodologia educativa non sarebbe applicabile. Solo uno, tra gli intervistati, ha ritenuto essere più facile lavorare in provincia piuttosto che in una grande città, essendo la realtà più circoscritta e quindi i diversi target più facilmente identificabili. Parlando dei valori e delle relazioni che intercorrono tra educazione formale, non formale e informale, la larghissima maggioranza ha riflettuto sul fatto che le prime due abbiano il comune 'obiettivo di formare ma che ad essere differenti sarebbero le metodologie per conseguire tale obiettivo. Opinione diffusa è che molto spesso, a rendere inconciliabili educazione formale e non formale, non sarebbero le caratteristiche intrinseche di entrambe, ma le resistenze e i pregiudizi di coloro che ci lavorano. I valori sono evidentemente differenti laddove l'educazione formale è rimasta ancorata a convinzioni legate all'apprendimento troppo anacronistiche e non più rispondenti alle necessità dei ragazzi, che richiedono un'alta specializzazione e molto spesso attività ad hoc. 18 Il tema dei soggetti che dovrebbero essere inclusi all'interno delle attività di educazione non formale ha trovato pareri piuttosto discordanti, salvo l'idea di considerare i giovani, cui tutti hanno dato l'assoluta priorità. Una buona metà degli intervistati ha sostenuto la necessità di coinvolgere tutti, dai genitori agli insegnanti agli anziani: tutti coloro che concorrono alla vita del ragazzo, per creare intorno a lui una rete sicura, un network, che non disperda il senso delle attività non formali riducendone l'efficacia ad azioni isolate e portate avanti da pochi “esperti”. In molti hanno accentuato la necessità di includere gli insegnanti, che dovrebbero lavorare di pari passo e sostenere l'educazione non formale, essere aperti e predisposti al cambiamento, a mettere in discussione i propri metodi educativi in funzione di un'azione sinergica più efficace. Solo qualcuno ha specificato che, tra i ragazzi, sarebbe più indicato lavorare con un target prescolare, visto che già a partire dai 7-8 anni, specialmente per i ragazzi che vivono in condizioni particolarmente disagiate, si dovrebbe lavorare nello specifico su attività di prevenzione specifica o secondaria. D'altra parte, rispetto alle differenze osservate tra le diverse fasce d'età e tra i diversi target, gli intervistati si dividono tra coloro che ritengono non ci siano differenze rilevanti, e che tutti allo stesso modo riescano a recepire il senso delle attività non formali e a elaborarle personalmente, e coloro che ritengono sia più facile lavorare con ragazzi più piccoli, perchè più “gestibili”, e più ricettivi a stimoli anche molto differenti da quelli abituali. Una grande variabilità nelle risposte si è avuto discutendo del modo in cui si possa capire il bisogno di un target group o del contesto in cui si va ad operare. Molte associazioni che si occupano di temi specifici (centri di aggregazione giovanili, immigrazione), si avvalgono di sportelli appositi, istituiti per dar voce e rispondere a esigenze dirette degli interessati. Coloro che lavorano più a stretto contatto con realtà problematiche, in quartieri a rischio, o con minori segnalati, concordano sulla necessità di una conoscenza previa del territorio assolutamente approfondita e sul dialogo continuo, in contesti sia formali (come la sede dell'associazione, o nell'ambito di riunioni settimanali) che informali (visite a casa, condivisione della realtà “di strada”, momenti di confronto con i parroci della zona), con i ragazzi e le loro famiglie. Temi già affrontati, come quello della mancanza endemica di fondi, sono riemersi e stati largamente condivisi quando si è parlato di come implementare i risultati quantitativi e qualitativi dell'educazione non formale, assieme all'esigenza di un maggiore e più continuativo dialogo con le istituzioni, la scuola. Le associazioni costrette a lavorare in spazi poco adeguati hanno lamentato un'esigenza di strutture più consone alla realizzazione delle attività. Interessante è stata l'osservazione di alcuni tra gli intervistati, una minoranza in realtà, che hanno sottolineato l'importanza della visibilità, idea poco perseguita dalle associazioni, normalmente impegnate nella realizzazione delle attività, ma che darebbe una grossa mano alla diffusione e alla conoscenza dell'educazione 19 non formale tra le istituzioni – ragionevolmente più propense ad investire in quel settore – e tra i cittadini, che abbatterebbero i propri pregiudizi rispetto a quanto è nuovo e va al di là del solco abituale dell'educazione formale. Alla domanda relativa al modo in cui l'educazione non formale entrerebbe nelle politiche nazionali e locali gli intervistati hanno reagito in due modi diversi: le associazioni maggiormente coinvolte nella progettazione regionale hanno riconosciuto piccoli passi avanti, e solo nell'ultimo decennio, da parte delle istituzioni nell'aprirsi al riconoscimento dell'esigenza di un approccio nuovo e più completo; le associazioni che si occupano meno di progettazione, nazionale ed europea, e che sono più radicate in contesti geografici fortemente connotati (quartieri a rischio, aree di forte immigrazione), hanno lamentato una totale assenza di Stato e di interesse da parte delle politiche giovanili nei confronti dei temi del non formale. Tutti, d'altra parte, interrogati sul modo in cui le istituzioni dovrebbero migliorare la loro efficacia nel predisporre strumenti per lavorare attraverso l'educazione non formale, hanno risposto che le stesse istituzioni dovrebbero sforzarsi di capire, di ricercare quali siano e come funzionino le attività delle associazioni che operano nel terzo settore e di renderle pubbliche, e solo dopo esserne venuti a conoscenza, averle comprese, finanziarle nel modo che meritano e di cui necessitano. In ultimo, la riflessione sulle stesse associazioni, e su cosa esse debbano fare per sviluppare ulteriormente l'educazione non formale, ha determinato la considerazione unanime di investire di più sulla formazione, cercare contatti più proficui e continuativi con le istituzioni, soprattutto con la scuola, e sforzarsi di costruire reti che possano determinare circoli virtuosi di ricadute positive sui ragazzi e sul territorio in generale. E' stato molto condivisa anche l'esigenza di un monitoraggio e una valutazione più serrati, per non perdere di vista gli obiettivi ed aggiustare la mira degli interventi di volta in volta, magari coadiuvati di un supervisore esterno che mantenga un punto di vista obiettivo e professionale sia sui progetti che sugli operatori. 20 Research Report The research was conducted on national territory, with particular attention to the area of Campana. Samples of Associations have covered all operating within the framework of youth policies, some dealing with deviant children at risk or suffering from addiction, trade and other international volunteers. In general, there was a fairly homogeneous conception of the idea of non-formal education and the relationships that exist between it and the informal and more formal institutional education. The answers have become much more diverse when they touched the points, as strategies to understand and interpret the needs of the context in which we go to work and how to implement the results of non-formal education by the associations. The same range has proved to be the awareness of and interest on the part of institutions compared to youth policy, while more frequent was the reference to a clear contrast with the more streamlined and functional policy. 21 Specifically, formal education is seen by the vast majority of organizations like that one which surveys education structure, which takes place predominantly in institutional settings and through the front approaches; compearing with non-formal and informal education, it was found that the associations that have invested less in specific training and working with staff that relatively more adult, not always clearly distinguish the two areas, identifying with “non formal” all activities conducted outside the context of school, structured, but more likely to be modified pipeline and depending on the needs of the target. Associations working in the international arena and in particular those whose trainers and trainees come from experiences in European projects (Youth in Action, Youth Forum), have instead shown a remarkable grasp of both concepts, identifying with non-formal education all activities involving the voluntaree of a person to take part in training, strongly focused on the collective and cooperative learning and cooperative and with strong group’s dynamics. Informal education is instead identified with learning spread, less conscious, which passes through the media and human relations. Relative to the question about the real non-formal education’s need, and the objectives it intends to achieve, there are much more thing which must be done in bottom-up process, starting from a shared planning of activities according to the needs of the target and need to pursue the meaning of law, mutual solidarity and creating a protected environment around the children even if it isn’t isolated or decontextualized by the newspaper - in which they can develop skills and personal resources, increase their self-esteem and be players in their own learning process. Absolutely shared it is the idea that non-formal education should be combined with those formal, complete, and in some cases to cover some of its shortcomings, such as the inability to respond to the needs of children who live in very problematic conditions or their expectations of towards education, amplified by the large amount of media and cultural stimuli which have undergone in recent years. The strong points were summarized by all associations surveyed broadly share the great accessibility, flexibility and the informal context in which are inscribed the activities of nonformal education, the social dimension of learning, learning by doing, all features that would lead to a cordial and stimulating for the child and, according to the results of sociological research, lead to a rate of assimilation of content much higher than formal education. The reflection points of weakness was dissected carefully by all respondents. The responses were quite heterogeneous, but some issues were shared by an overwhelming majority, parti22 cularly the problems related to funding, resulting in weakness un’endemica non-formal education where it is practical action in a few “spots” that remain for themselves and not have the desired effect, those of sustainability and reproducibility, it is such”oasis in the desert.” Equally welcome is the perception of insufficient recognition of the role of educator, mediator training by the institutions, which would entail not only a demeaning the professionalism and then paying, resulting in an almost continuous insecurity, but also a general difficulties in making operators who have proper training. Many among those interviewed, stressed that some characteristics of non-formal education, flexibility and variety of training courses through which you get to work with it, can become a disadvantage when it involves a “sudden” operator. Rather it is shared also revealed the lack of space, adequate facilities, which would entail a rethink and readjust constantly within range of activities dedicated to children, and thus constitute a major limitation in this regard. Speeches individuals have seen fit to include in non-formal education also limits the resistance system and personal, prejudice, the danger that the training becomes too central a figure to the children by removing protagonists, or, conversely, the boys are more than fleeting boundary that separates the mediator by his friend, and that the confidence that you will also research can become excessive exuberance and in some cases rude. Other isolated actions, and rather unusual, the one for which one of the weaknesses of nonformal, especially when applied in difficult districts, would be the lack of adequate cultural preparation by the same beneficiaries of assistance, which would not be ready to accept inputs properly. Compared with the best environment in which non-formal education should be applied, there was a general agreement about the schools, primarily, and the most disadvantaged neighborhoods, understanding that there would be no context in which this educational methodology would not apply. Only one, among those interviewed, considered to be easier to work in the province rather than in a big city, being actually more limited and therefore different targets more easily identifiable. Speaking of values and relationships that exist between formal, non-formal and informal education, the overwhelming majority thought that the first two have a common objective of training but that they have different methods for achieving this goal. Very often general opinion is that making an incompatible formal and non formal education is not intrinsic features of both, but the resistance and prejudice of those which are working there. The values are clearly different when formal education has remained beliefs related to learning too anachro23 nistic and no longer meet the needs of children, who require a high specification and often ad hoc activities. The theme of the subjects that should be included in the activities of non-formal education has found quite divergent opinions, except the idea of considering young people, which all gave their first priority. About half of respondents supported the need to involve everyone, from parents to teachers to the elders, all who contribute to the life of the boy around him to create a secure network, a network that does not dispel the sense of non-formal reducing its effectiveness and to isolated acts carried out by a few “experts”. Many have emphasized the need to include teachers, who should work alongside and support the non-formal education, be open and ready to change, to discuss their own methods of education terms of synergistic action more effective. Only some have stated that among the boys would be more appropriate to work with a target pre-school, from 7-8 years, especially for children living in particularly difficult conditions, it should work specifically on prevention activities specific or secondary. On the other hand, with regard to the differences observed between different age groups and between different targets, respondents are divided between those who believe there are significant differences, and that all alike are able to incorporate the effect of activities formal and personal computer, and those who believe it is easier to work with smaller boys, because they are more “manageable”, and more receptive to the stimules which are very different from usual. A great variability in the responses has been discussing the way that you can understand the need for a target group or the context in which it is operating. Many associations that deal with specific issues (youth centers, immigration), makes useing of special counters established to give voice and respond to direct needs of those concerned. Those who work more closely with problems of reality in neighborhoods at risk, or with fewer reported, agree on the need for prior knowledge of the area completely thorough and continuous dialogue, both formal contexts (such as the headquarters of the association, or in weekly meetings) and informal (home visits, sharing of reality “street”, moments of confrontation with the priests of the area), with the boys and their families. These been sults need 24 subjects, such as the endemic shortage of funds, have emerged and widely shared when we were talking about how to implement the reof quantitative and qualitative non-formal education, along with the for greater and more continuous dialogue with the institutions, school. The associations are forced to work in a space barely adequate complained about a need for structures more suited to the implementation of activities. Interesting was the observation of some of the respondents, a minority in fact, who stressed the importance of visibility, an idea pursued by the associations slightly, usually isengaged in construction activities, but which would give a big hand in the dissemination and knowledge non-formal education institutions - are reasonably more likely to invest in that sector - and between individuals, that knock down their own prejudices than it is new and goes beyond the usual groove of formal education. Asked on how the non-formal education would enter into national policies and local respondents reacted in two ways: associations more involved in regional planning have recognized small steps forward, and only in the last decade by institutions open in the recognition of a new, more comprehensive approach, the associations dealing with less planning, national and European levels, and are more strongly rooted in diverse geographical features (at-risk neighborhoods, areas of high immigration), claimed a total absence of state and interest of the youth policy in relation to issues of non-formal. All, however, questioned the manner in which the institutions should improve their effectiveness in providing tools to work through non-formal education, replied that the same institutions should strive to understand, to find what they are and how they work the activities of associations working in the third sector and make them public, and only after having learned about, you understand them, finance them in the manner they deserve and they need. Finally, reflection on the associations themselves, and what they should do to further develop of non-formal education has led to the unanimous view of investing more on training, look for more profitable and ongoing contacts with the institutions, especially with the school and efforts to build networks that could lead to virtuous circles of positive effects on children and on the territory at large. En general los participantes consideran la educación formal como estructurada, obligatoria, planificada y desarrollada en los centros educativos e instituciones. Está supervisada por el gobierno y certificada. Por otro lado, la educación no formal también tiene una estructura y objetivos, pero no está institucionalizada. Está desarrollada por asociaciones y se hace durante el tiempo libre. Muchos de los participantes destacaron que es una educación en valores y experiencia propia del grupo. No es obligatoria, lo que la diferencia de la educación formal, mientras la estructura y planning es lo que marca la diferencia entre educación no formal e informal. La educación informal es la que se gana con nuestras relaciones con otra gente, con familia o amigos, en nuestra vida social. Algunos participantes destacaron que la mayoría de veces no somos conscientes de que estamos aprendiendo. Hablando de los objetivos, la mayoría de los participantes cree que el objetivo principal de la educación no formal es promover valores, mientras en el caso de la educación formal son los conocimientos. Según algunos entrevistados es difícil destacar objetivos claros de la educación no formal, porque dependen de la experiencia de cada uno. Lo importante es que enseña a la gente analizar la información y crear propia opinión. Un participante añadió que el objetivo más importante de la educación informal es que la persona obtenga habilidades sociales y aumente la capacidad de obtener empleo. Los objetivos de la educación informal no están muy claros, lo importante es que podemos aprender de cualquier experiencia, aunque no seamos concientes de ello. Todos los participantes creen que esos tres tipos de educación son necesarios y que lo importante es que complemen- 26 tan uno al otro. Agunas opiniones consideran que actualmente las instituciones no pueden satisfacer las necesidades de todos. Alguna gente piensa que tienen que se complementar uno al otro, porque la educación es un proceso integral y porque tienen el mismo fin: el desarrollo personal y la integración social. Hablando sobre los puntos fuertes y débiles, los mayores puntos débiles de la educación no formal destacados por los participantes eran la necesidad de reconocimiento, generalización, inestabilidad (de personas u recursos), dependencia de administración pública, dificultades con las evaluaciones de las actividades y el hecho que alguna gente lo vende como un producto. Las fortalezas más destacadas por los participantes fueron el gran número de posibilidades, temas, lugares y recursos, el hecho de que sea muy económico y por lo tanto accesible a todos, el trabajo en grupo, habilidad de adaptación, posibilidad de tomar decisiones y responsabilidades, metodología dinámica y flexibilidad. Un participante subrayó que la mayor fortaleza puede ser la mayor debilidad, como por ejemplo con el tema de voluntariado, no solo de participantes, si no también de formadores, porque puede causar poca profesionalidad. En el caso de la educación informal la mayor ventaja es que podemos aprender de cualquier cosa, mientras las mayores debilidades son la ausencia de estructura y la posibilidad de perderse en la información. La educación no formal puede desarrollarse en cualquier lugar gracias a su flexibilidad y habilidad de adaptación, siempre teniendo en cuenta la actividad que queremos hacer. En esta investigación participaron asociaciones que desarrollan sus actividades de educación no formal en centros escolares, en espacios abiertos o naturaleza, en sus propias oficinas o espacios…. o combinación de todos esos. La metodología debería ser participativa, democrática y la que creara un ambiente confortable. La mayoría de los participantes cree que cada día hay una relación más cercana entre la educación formal, no formal e informal, lo que es bueno, aunque algunos entrevistados subrayaron que esto puede causar mayor estructuralización de la educación no formal. La relación no esta equilibrada, porque la educación no formal todavía no tiene la importancia que debería en opinión de los entrevistados. En general los valores de la educación formal están bastante limitados a conocimiento, mientras educación no formal tiene una gran posibilidad de valores que promover, dependiendo de actividad y objetivos de cada asociación. Los valores son por ejemplo entendimiento, tolerancia y aceptación de los demás o la capacidad de tomar responsabilidad y decisiones. Educación no formal permite mejor desarrollo personal. “Todo el mundo debería estar involucrado en la educación no formal” destacó un entrevistado, todos somos participantes- hoy igual somos los profesores, pero mañana podemos ser estudiantes. En general todos los participantes en la investigación creen que no hay una edad o grupo destinatario más apropiado para la educación no formal, porque consideran a la educación como un proceso de toda la vida, aunque algunos subrayaron que también depende de la propia actividad y objetivos de la asociación. Lo más importante para entender las necesidades de los grupos de- 27 stinatarios es hacer análisis y evaluación de cada actividad, para que la podamos adaptar mejor a las necesidades. Para mejorar la calidad y cuantidad de las actividades la mayoría de los preguntados respondió que necesitarían más recursos humanos. Como las asociaciones trabajan principalmente en bases de voluntariado, los miembros no siempre tienen tiempo para todo, y también tienen que dedicar mucho tiempo a la administración en lugar a las actividades. Otros factores que influyen la calidad de actividades fueron la implicación insuficiente de los centros escolares e instituciones públicas, necesidad de análisis y evaluaciones profundas de las actividades, recursos económicos y técnicos, importancia de buena preparación de voluntarios, mejor comunicación externa e interna y cooperación. En general los participantes afirman que sí que hay algún impacto de la educación no formal en las políticas juveniles, algunos creen que es mayor otros que no tanto, pero la mayoría de los preguntados opina que la situación en Gijón es bastante buena. Las asociaciones necesitan más apoyo y colaboración del gobierno local y de otras instituciones públicas. Algunas personas afirmaron que la distribución de apoyo económico no es muy eficaz. Las políticas juveniles deberían reconocer más la educación no formal y deberían involucrarse más en los proyectos, invertir en la formación y preparación e interesarse en las actividades de las asociaciones. Deberían adaptarse más a la realidad de las asociaciones, porque se pierde demasiado tiempo en la burocracia y administración. En caso de las organizaciones no gubernamentales, deberían ser más autocríticas y no solo quejarse. No deberían temer de cambiar, deberían estar más abiertas y flexibles. Esa flexibilidad implica también adaptación a las demandas de instituciones públicas y administración. Al mismo tiempo es muy importante tener los objetivos claros y saber como conseguirlos. Las asociaciones deberían ser más realistas con sus actividades y no escribir enormes proyectos con objetivos inalcanzables. In general the participants consider the formal education (FE) as structured, planned, obligatory, scheduled and developed in education centres and institutions. It’s supervised by the government and in the end a person is given a certificate. On the other hand, the non formal education (NFE) has also structure and objectives, but it’s not institutionalized. It’s developed in associations and in a free time. Many participants pointed out that it’s an education of values a proper experience of the group. It’s not obligatory, which is another thing that differences it from FE, meanwhile the structure and planning is what makes the difference between non formal and informal education (IFE). IFE is what we gain through our relationships with other people, with our family and friends, in our social life. Some of the participants pointed out, that mostly we’re not aware that we’re learning. About the aims, that NFE is trying to reach, the most of the participants thinks that the main target is to promote values in general; meanwhile in case of FE it is to raise the knowledge. According to some interviewers, it’s difficult to point out clearly objectives, because they depend on the experience of each one, the important thing is that it teaches the people to analyse the information and create own opinion. In opinion of one participant, the main tar29 get of NFE is to obtain social abilities and to raise the capacity of each person to get employment. The aims of IFE are not very clear, important thing is, that we can learn from anything, even if we’re not conscious of it. All of the participants think that those three types of education are necessary and the important thing is that they complement each other. There were some opinions that in those days the institutions can’t satisfy the needs of each person. Some people think that they have to complement each other, because education is an integral process and because in the end they have the same target- personal development and social integration. Talking about strong and week points, the main week points of NFE that pointed out the participants, were the need of recognition, generalization, instability (of people and of resources), dependency of public administration, difficulties with evaluation of activities and the fact, that many people sell it as a product. The main strong points of NFE is the wide amount of possibilities of subject, places and resources, the fact, that is very economic and therefore accessible to everybody, team work, the ability of adaptation, possibility to take responsibility and decisions, dynamic methodology and flexibility. One participant pointed out, that the strongest points can be the weakest at the same time, as it is in case of the fact, that it’s based in volunteering, not only of participants, but also of formators, because it can cause unprofessionality. In the case of IFE, the main advantage is that we can learn from anything, meanwhile the main disadvantages are the absence of structure and the possibility to get lost in information. The flexibility and adaptability of NFE permits to develop it in any place. All of the participants confirm that there is no place which is most appropriate for NFE, although they think it also depends on the activity. There were associations that develop their activities in school centres, open spaces, nature,… or combination of all. The main points in methodology that should be implied, would be participation, democracy and creation of good ambient. Many participants think that there is closer relationship among FE, NFE and IFE each day, which is good, although some of them pointed out that this fact might cause stronger structuralization of NFE. This relation is not equal, because NFE is still not given the importance that it should have. In general the values of FE are limited to knowledge, meanwhile NFE has wide possibilities of values it can promote, depending on activity and targets of each association. The participants pointed out were for example understanding, tolerance and acceptation of 30 others or capacity of taking responsibility and making decisions. NFE permits more personal development. Everybody should be involved in NFE, as pointed out one responder, we’re all participants- today we might be teachers, but tomorrow students. And in general all respondents think, that there is no appropriate age or target group for NFE either and the consider education as a life long process, although some of them pointed out, that it also depends on proper activity and objectives that the association wants to obtain. To understand the needs of the target group the most important thing is to make analysis and to make evaluation of each activity, so that we can better adapt it to the needs. To improve the quality and quantity of the activities of associations, the most of respondents express they would need more human resources. As the associations work mostly on voluntary basis, the members don’t have always enough time for everything, and they have to spent a lot of time managing administration instead of dedicate their time to activities. Other factors were insufficient implication of education centres and public institutions, need of deeper analysis and evaluation of activities, material and financial resources, importance of preparation of volunteers, better intern and extern communication and cooperation. 31 Interviews: Turkey_Gençtur 1_ Okul dışı eğitim, örgün eğitim ve yaygın eğitimle ne demek istiyorsunuz? Yaygın/örgün eğitim genele hizmet ettiği için çoğunlukla tek tip bir öğrenme anlayışını benimsemiş ve kendini devam ettirme/sürdürme kaygısı taşıyan devlet ideolojisinin eğitim yöntemidir. Eğitim sırasında pratiği azdır, daha çok bireye yaşamını sürdürmede elde edeceği tecrübeler için metot verir. Okul dışı eğitim ise daha dar etki alanında daha küçük grupları, farklılıkları kucaklayabilen, eğitim alan ile verenin yapısına göre değişiklikler gösterebilen bir eğitimdir. En önemli özelliği yaşamın içindedir. Kısaca okul bir yöntem verir ama yaşam boyu öğrenme yaşamın bizzat kendisidir. İkisi birbirini tamamlar. Sivil toplumun temel işlevi okul dışı eğitimdir. Toplumdaki dezavantajlı gruplara eğitim olanaklarını ulaştırmayı, eşitsizliği ve uçurumu ortadan kaldırmayı amaçlar. 2_ Yaşayarak öğrenme, okul dışı eğitim ve yaygın eğitimle ulaşmak istediğiniz hedefler neler? Çeşitli metotlarla, herhangi bir sebepten toplum dışına itilmiş bireylerin toplumla bütünleşmesini sağlamak. Ekonomik yoksulluğu, engelli oluşu, merkeze-bilgiye uzak oluşu veya belki kadın oluşu sebebiyle dezavantajlı olan yani akademik eğitimden faydalanamayan insanlar için bir köprü olmak, olanaklar sağlamak ve onları geliştirmek 3_ Okul dışı eğitim ve yaşayarak öğrenmeye neden ihtiyaç duyarsınız? Yaygın/örgün eğitim bireye yaşayabilmesi için bir metot verir. Günlük yaşamımızda biz bireyler bu metodu, çevremizden görerek ve okul dışı eğitimle edindiğimiz tecrübelerle birleştirerek uygularız. Yani her iki öğrenme biçimi birbirini tamamlayan iki önemli unsurdur. Toplumun büyük bir kesimi bütün dünyada kamu hizmetlerinden yararlanma imkanına sahip değildir. Kamu hizmetlerinden; eğitim imkanlarından yararlanamayan bu kesimdir, STK’ya ve okul dışı eğitime ihtiyaca neden olan. 4_ Sizin etkinliğinizde yer alan okul dışı eğitim ve yaygın eğitimin güçlü ve zayıf olduğu noktalar nelerdir? Sivil toplum bilincinin yeterince algılanamadığı ülkelerde ciddi bir sıkıntı vardır. Kamunun size bakışında bir yanlışlık var. Kendisinin yapması gereken işleri bir başkasının ele almasını bir alternatif hareket olarak görür. Kamu zihniyetini değiştirmeye çalışmak en büyük sorun ve Türkiye için bir zayıf nokta. Çünkü biz uzun süreli ve sürdürülebilir olması adına tüm eğitimleri kamuyla birlikte yapmak zorundayız. Okul dışı eğitimi bir müfredat haline getirmek bunu bir kamu politikası haline getirmek. İkinci büyük eksiklik müfredat geliştirme ve herkese ulaşma konusunda yaşanabiliyor. Gençlere yönelik okul dışı eğitim konusunda bir deneyim veya birikim yok. Biz kendi müfredatımızı geliştirirken kendi yanlışlarımızdan bir şeyler öğrenerek devam ediyoruz. İlk olmamızın avantajı ise bu konuda önyargısız olan topluma bir çok mesajı ilk ulaştıran olmayı olumlu da buluyoruz. 32 5_ Şartlar, mekân ve metodolojiler nasıl olabilir. Yaygın ve resmi olmayan eğitimi en iyi nerede uygulayabiliriz? Saha çalışması çok önemli bizim için. Topluma rağmen toplum için çalışan bir kuruluş olmayı uygun görmüyoruz, her aşamada onlarla beraber karar veriyoruz. Toplumla birlikte toplumu dönüştürebilirsiniz bunu da ancak sahada çalışarak yapabilirsiniz. Uluslararası deneyimleri, kararları ve uygulamaları ülke şartlarına göre uyarlıyoruz. Küresel düşünüp yerel uygulamaya çalışıyoruz. En çok kullandığımız metodoloji akran eğitimi; sahadaki gençlerin kapasitesini geliştirip eğitmen konumuna getirerek. Ama tabi ki gençlik çalışanlarının, gençlik konusundaki akademik çalışmaları ve deneyimleri faydalanıyoruz. Yerel düzeyde de yerel yönetimlerle ortaklıklar kuruyoruz. Çünkü kamu politikaları değiştirmeye çalışıyoruz. Okul dışı eğitimin yaygınlaşması için asıl hedefimiz insanlarda bilgi ve birikimini, imkanları olmayanlarla paylaşacak zamanı ayıracak bilinç oluşturmak. İstediğiniz kadar müfredatınız olsun bu mekanizma kurulmazsa uygulayamazsınız. 6_ Okul dışı eğitim, yaygın eğitim ve örgün eğitimin ilişkileri ve değerleri nelerdir? Birbirlerini tamamlarlar. Biri metot verirken diğeri pratik sağlar. Eğer öğrenme, süre ve çeşitlilik anlamında kişinin ve toplumsal, ekonomik ve aynı zamanda eğitsel kaynakları ile bir toplumun tüm yaşam süresini kapsıyorsa anlamlıdır. Bütün bunlar birbirine çok bağlı ve ayrılamaz. Örneğin artık üniversitelerde sosyal sorumluluk projelerine çok önem veriliyor. Okul eğitimleri bazen ezbere dayalı, amaç; var olan mekanizma içinde onun mezun olmasını sağlamak. Ama biz okul eğitimlerine farklı bir bakış açısı geliştirmeye çalışıyoruz; düşünen, sorgulayan, özgür bireyler oluşturmak için okul ve okul dışı eğitimler arasında bağlantı kurmaya çalışıyoruz. 7_ Okul dışı eğitim ve yaygın eğitime kimler katılmalıdır? (sadece gençler mi yoksa öğretmenler ve yetişkinler mi?) Yaşam boyu devam edeceğinden herkes katılmalıdır. Çünkü hayat sürekli gelişiyor ve değişiyor buna kapılarınız kapatırsanız yaşam kalitenizi bozar ve süresini kısaltırsınız. 8_Okul dış eğitim için hedef kitlesinde belirli bir yaş grubu ve ya kategori var mıdır? Cevabınız evetse hangi yaş ve kategori? Hedef kitlemiz için belirli kategoriler vardır. Bu kategoriler bulunduğu yaşa ve duruma göre değişiklik gösterir. Cinsiyet ayrımı yapılmıyor. Farklı yaş grupları ile çalışma yapıldığında bu gruplara yönelik STK ile işbirlikleri yapılıyor. 9_ Hedef kitlesinde görülen farklılıklar nelerdir? Aynı olan tek şey yaş grupları. Onun dışında her şey farklı. Eğitim düzeyleri, ekonomik düzeyleri, kültürleri, etnik kökenleri farklı. Bazen bu farklılıklar ciddi sorunları beraberinde getirse de biz deneyimimizle olması gerekenin bu olduğunu düşünüyoruz. Gelecekte nasıl yaşamak istediklerine şimdiden beraber karar vermeliler. Siyasi bir taraf olmadan kimseyi kategorize etmeyiz.Bizi ilgilendiren sadece onun genç olması ve sorundan etkileniyor olması. 33 10_ Hedef kitleyi ve istenen şartları nasıl anlarız? Resmi Kurumlar ile yapılan işbirlikleri veya STK nın yönlendirmesi olmadan gencin kendi sorunun kendi çözebilecek şekilde gelişimine katkı verilmesi şeklinde 2 farklı yaklaşım tarzı tespit edilmiştir. 11_ Okul dışı eğitimde nitelik ve nicelik nasıl arttırılabilir? Nicelik olarak arttırmak kısmen daha kolay. Nitelikten anlaşılan, ciddi bir müfredat geliştirilmesi ve sürdürülebilirliğinin sağlanması için kamu ortaklıklarının ve kurumsal düzenlemelerin yapılması gerektiğidir. Bu konuda ciddi, kapasitesi geliştirilmiş bir eğitim uzman topluluğunun oluşturulması lazımdır. Bu niteliği arttırırsanız sağlam bir sistem oturtursanız yararlanıcıların ve eğitim sağlayıcılarının niceliğinin arttırılması da kolaylaşır. Türkiye’de STK’lar çoğunlukla spontane çalışıyor ve kendini savunduğu grubun temsilcisi zannederek toplum mühendisliğine savunuyor. Sürdürülebilir olması için STK’ların temel hizmeti farkındalık yaratmak, müfredatlar geliştirmek ve kendi hakkını savunacak bireyler yaratmak olmalı, onun adına kararlar vermek değil. 12_ Okul dışı eğitim ve yaşam boyu öğrenimin yerel ve ulusal gençlik politikalarına etkisi nedir? Resmi ideolojiye karşın okul dışı eğitim, gelişime ve değişime daha açıktır. informal eğitim ile daha özgür düşünme ile daha geniş bakış açısı getirilebilir. Bu geniş bakış açısı da politikaların değişiminde etkili olabilir. 13_ Yerel ve ulusal gençlik politikalarında okul dışı eğitimin geliştirilmesi için neler yapılmalı? Yaygın/örgün eğitime yön verenler ile informal eğitim yapanlar birlikte çalışmalılar. Çünkü yapıları gereği informal eğitim içinde olanlar yeniliklere daha açıktırlar ve kolay uygulayabilirler. Bu özellikleri yaygın eğitim politikalarına yön verenlere gelecek için ışık tutacaktır. Bilgi toplumları, yaşam boyu öğrenme becerilerine sahip bireylere ihtiyaç duymaktadırlar. Yaşam boyu eğitimi gerçekleştirmek sadece okullarda edinilen bilgi ve beceriyle sınırlı kalmamalıdır. Gençlerin beklentileri, düşünceleri, hayalleri sürece dahil edilmiyor. Sadece karar alma sürecine dahil etmek o kişilerin bakış açısının yansıtıldığı anlamına gelmiyor. Çünkü farkındalık sahibi olmayan, bilgili olmayan gencin istemesi gerekenleri savunması beklenemez. Okul dışı eğitimle yapılmaya çalışılan gençlerin kendileriyle ilgili konular ve kararlar hakkında eğiterek onları kapasiteli duruma getirmek. O konuda yeterli kapasiteniz yoksa karar alma süreçlerine fiziki olarak dahil olmanız yetmez. Kamudaki okul dışı eğitime karşı olan tabular kırılmalı. Demokratikleşme için bu kaygıların giderilmesi şart. Kaygıların azalması için Siyasal olmayan hakikaten sorun bazlı olan STK’ların bu olumlu modelleri geliştirilmesi gerekiyor. Kamu, sivil toplum ve özel sektör ilişkilerinin gelişmesi gerekiyor. Bunun için güven ortamı en önemlisi. Güven ortamının oluşmasıyla yasal mevzuatların değişmesi çok daha kolay. Tüm bu Ortaklıklarla birlikte kurulan sistemler herkese daha fazla şey kazandırıyor, en önemlisi hedef gruba çok şey kazandırıyor. Kamuda bazı köklü değişiklikler için muhatap bir birim oluşturulması gerekiyor. Türkiye’de bir gençlik politikası yok. Bu politika çerçevesinde gençlik konusunda 34 uzman bir kadronun bu havuzda toplanması gerekir. 14_Hükumet dışındaki kuruluşların, okul dışı eğitimi geliştirmesi için neler yapmaları gerekir? Yaşam süreklidir ve gelişim gösterir bu sebepten her zaman yeni ihtiyaçlar ve bu ihtiyaçları karşılayacak yeni eğitimler gerekir. STK lar her zaman öncü olarak toplumunun önünde yer almalıdır, Uluslar arası süreci ve gündemi çok iyi takip etmeliler. Karar alma süreçlerine uluslar arası düzeyde de dahil olmalılar. Ülke politikaları içinde de çok daha aktif rol almalılar. Ama en önemlisi kendi kapasiteleri geliştirmeleri ve uzun süreli müfredatlar geliştirecek bir hazırlık süreci geçirmeliler. Sorunun giderilmesine yönelik sürdürülebilir kurumsal düzenlemeler yapmalılar. Çıkar grubu, siyasal grup ya da lobi grubu olarak çalışmaktan kaçınmalıdırlar. Bu şekilde çalışan topluluklar gerçek anlamda çalışan STK’lara da çok ciddi zararlar verebiliyor. STK sorun eksenlidir, herkese eşit uzaklıktadır, siyasal veya dinsel tercih yapma lüksü olmayan, temsil yetkisi olmayan, hedef kitlesiyle beraber kararlar almaya çalışan bir kuruluştur. 35 1_What do you mean about non-formal, formal and informal education? Formal education is generally serves for government ideology which wants to sustain its existence with development of one type invidiuals. Practice is less during education and it gives methods for individuals life. Non formal education can capture more little groups, differences and it changes with structure of receivers and teachers. It is most important aspect is it is in the life. Briefly, school gives a method but life long learning is life. Either complete themselves. The basic function of civil society is non-formal education. Reason for existence is being aware of the gap, for example, the public's insufficiency on this issue or a segment who can not take advantage of public opportunities. Aims to bring educational opportunities to disadvantaged groups in society and to fill the gaps and eliminate the inequality. 2_What are the aims that you want to reach with non formal and informal education? With different methods to integrate individuals, who are outside of society whatever its reason, with society. To be a bridge to disadvantaged people who can not benefit from the academic training because of economic poverty, disability, being away from the centre or information, and maybe being a woman, also to provide opportunities and develop them. 3_ Necessity of non formal and informal education (why do you need them?) Formal education gives method to individuals. In our daily life,as a individual we use this method with seeing from our neighbourhood and experiences comes from non formal education. So, both teaching methods are important to complete each other. A large segment of society all over the world does not have the possibility to benefit from public services. This segment who needs NGOs and non-formal education, can not take advantage of opportunities of public services, and formal education. 4_ Strength and weakness points about non formal and informal education about your activities In the countries in which awareness of civil society is not well perceived there will be a serious problem. There is a mistake in the state's view. When an NGO is doing the jobs ,which should be done by the state, it is seen sometimes an alternative action by the government. A major problem is to try to change the governments’ mindset and it is a weak point for Turkey, because we have to do all educations with public for being long-term and sustainable. It should be made the non-formal education turn into a curriculum and to make it a public policy. The second major deficiency is developing a strong curriculum and access to everyone. There is no deep knowledge and experience on non-formal education for young people. We develop 36 our own curriculum and learn something from our own mistakes. The advantage of being the first is we are the first who transmit many messages to our unprejudiced society on this issue. 5_ What are the conditions, place, and methodologies? Where is it better applying non formal and informal education? Field work is very important to us. Despite being an organization that works for the society in the name of the society without their participation, we decide with them at every stage. You can convert the community with the community and that can be done by working on the field. International experiences, decisions and practices are tailored to country circumstances. We're trying to think global and act local. Mostly, we are using peer education methodology, by developing the capacity of the young people we place them as instructors. But of course we benefit from youth workers academic studies about youth and their experience. Establishing partnerships with local governments at the local level is going well, because we're working to change the public policy. For spreading the non-formal education, our main goal is to create awareness and sharing of knowledge and experience, sparing time for the ones who has no opportunities. Even if you’ve your curriculum ready, you can not apply it, unless the whole mechanism is not well established. 6_Relations and values of non formal, informal and formal education Learning is meaningful if it covers all the life time of a society with its social, economic and educational resources and all life time of a single person with the variety and period of time. All of these are very attached to each other and inseparable. For example, nowadays the social responsibility projects in universities are very popular and important. Formal education is sometimes based on only memorization and teachers’ aim is simply to ensure the students’ graduation in the existing mechanisms. We are trying to develop a different perspective on education, which helps make the individuals be thinking, questioning and free; by establishing connections between formal and non-formal education 7_ Who should be involved in non formal and informal education (just youngsters or also teachers, adults)? It continue through all life,so everyone should participate. Because, life is always developing ve if you close your doors to this,you harm your life quality and make it shorter. 8_Who should be involved in non formal and informal education (just youngsters or also teachers, adults)? 37 In every organisation therei s target group. We believe NGOs should be experts in certain fields. Our curriculum is corresponding to that issue and not only our beneficiaries but also our professional workers are mostly young. To resolve some issues related to youth, actors can be different sometimes. While developing a curriculum for schools, some teachers must also be trained for developing a new perspective. When there is an issue which especially about girls and if there is problem with the family, family should also benefit from the education. 9_ Do you think there are right ages or categories for a target group for non formal education activities? If yes, which age or category? Young groups is our target group. In case of a different project development we get support from other organizations. Or NGO's should coop with other organisation to having network and/or solidarity to have more powerfull influence. 10_ Which are the differences seen in the target group? The only thing which is the same is age group. Apart from that everything is different. Education levels, economic levels, cultures, ethnic origins may differ. Sometimes these differences lead to serious problems. They should decide how to live in future, now and together. We are not a political side; we can’t categorize anybody or sort them in groups. The only thing that we are interested in is whether they are young and affected by this problem. 11_ How can we understand which are the target group and context needs? We find general problems and needs of our region which we work. After that,when we start to work with youth, we observe their needs and wants one on one. I think that in every subject work should be this way. Collecting foreknowledge from necessary authorities and after that, we make suitable observations about their special situations and commented with experts support about youngs ,who we are communicated. The main thing that we are working on is making our target group be able to make their own decisions and defend their rights by involving them in all the processes on field to make them understand what they need 12._How can you improve the quality and quantity results of your non formal activities? Increasing the quantity is partially easier than the quality. What quality means to me is to establish public partnerships and institutional regulations for developing a serious curriculum and ensuring its sustainability. In order to achieve it, it should be collected a community of education specialists with enhanced capacity. Increased quality and a good system will also 38 increase the quantity of education providers and the beneficiaries. NGOs in Turkey often work spontaneously and they try to behave like social engineers assuming that they are the representative of the group they defend. To be sustainable, basic services of the NGOs are to create awareness, develop curriculum, and to create individuals able to defend their rights, instead of making decisions on behalf of them. 13_ What is the impact of non formal, informal education in the local and national youth policies? Against formal ideology, non formal education is more open to development and changing. With informal education it can bring more free thinking and more broad perspective. This broad perspective can be effective in changing politics. In Turkey the reason for beginning this journey is to create a policy at a global level. Young people's expectations, thoughts and dreams are not included in the process. Just to be participated in decision-making processes does not mean that perspectives of these people are really involved. Because of unawareness and lack of knowledge of a young person it can not be expected from him/her to defense what should be asked of. What we have tried to make by non-formal education is to increase their capacity for issues and decisions related to them. If you do not have enough capacity, it is not enough to be included in physical processes for decision making. 14_What should the local and national youth policies do to develop non formal education? Developers of formal education should work with informal educators. Because of their structure, people ,who are in informal education, more open for innovation and can use it easily. This feature shows light to developers of formal educators for future. Knowledge societies need individuals who have life long learning abilities. Life long learning should not stay only in knowledge and abilities learnt in school. The taboos of the state against the non-formal education must be broken. For democratization, these concerns must be resolved. To reduce anxiety, non-political based and problem based NGOs need to develop these positive models. Government, civil society and private sector need to develop better relationships. The most important thing to achieve it is environment of trust. Creating an environment of trust would make the change of legislations much easier. These systems established with all these partnerships makes everyone gain and the most importantly target group gains a lot. For some fundamental changes, it is required to establish a contact unit in the assembly. Turkey needs to have a youth policy. Under this 39 policy, a team of experts in youth issues that must be assembled. 15_ What should the non governmental organizations do to develop non-formal education? Life is permanent and developed because of this reason, everytime new needs and educations to satisfy these needs required. Civil Society Institutions always to be in the vanguard of society. International process and the agenda should be followed very well. Involvement to decisionmaking processes must be in at the international level. Much more active role in politics of the country should be taken. But most importantly, their capacity must be improved to develop curriculum and long-term process of preparation should be spent. Sustainable institutional regulations for questions to be resolved, should be made. It should be avoided from working as an interest group, a political group or a lobby group. Organizations working in this way have given serious damages to the NGOs working with the real meaning. NGO must be problem-centered. Everyone is equal for NGOs and they are organizations which try to make decisions with the target group, don’t have the power of attorney and do not have a chance to make political or religious preferences. 40 Interviews: Mexico_Vive México Ing. Obeth Hernandez (Instituto Tecnológico de Morelia) The interviewed person expressed that the formal, non-formal and informal education are very important, because, even when the formal education is the basis, the two others help and support the person’s formation as whole, since given the nature of the formal education it can not fulfil all the aspects of the person, which can be fulfilled by the non-formal and informal education. He said also that is necessary a better approach between institutions and organizations working with both ways of education in order to develop the affinity between them. He thinks that nowadays the youth policies don’t focus on these ways of education and he considers a necessity that they will be taken in consideration. He has pointed that for the non-formal and informal education there is no a specific age and social background, but the young people are the most receptive. Lic. Ricardo Barrasa (Instituto Tecnológico de Morelia) The interviewed expressed that all kinds of education are important, but in the specific case of the formal, non-formal and informal education they are focused on a full education of the individuals, since formal education, for its rigid nature, doesn’t focus on necessary matters in the development of the individuals as they don’t fit in the academic programs, but still necessaries to the people’s learning and for a better development into the society. He emphasized that the formal education institutions should have more links between non-formal and informal education institutions to generate projects and activities for the benefit of the young population education. He considered that there is no age for being toucehd by the non-formal and informal education and it is accessible for all social backgrounds. Biologa Norma Carrazco (Colegio de Estudios Científicos y Tecnológicos del Estado de Michoacán) The interviewed said that is very important for the formal education to interact with the nonformal and informal education as it is necessary to strength the knowledge that provides the formal education. Reason by what the institution she represents looks forward to implement non formal and informal education activities to support the youngsters’ formation, giving them the opportunity to achieve a better development for their future. She said that the problem to implement these activities is often the lack of knowledge about what the nonformal and informal education means. She has pointed that all the time she has participated in non-formal education projects, the participants, youngsters, teachers and communities has been enriched with the outcomes, not foreseen by the formal education. She considered that the non-formal and informal education should be open to all social backgrounds and all age 41 ranges, and all the society should take part in this kind of activities Licenciado (Colegio de Estudios Científicos y Tecnológicos del Estado de Michoacán) The interviewed has pointed that all three kinds of education are important and is necessary the support of each one to the others to achieve a better education, that the formal education institutions should be in contact more often with the non-formal and informal education to create a more efficient education regarding the present challenges, because a youngster that is involved by these forms of education is a better person, prepared with a wider vision of the world. He pointed that the young people are the most sensitive segment of the population to the non-formal and informal education, since they are more open to this kind of projects, as they are more open to participate in a wide range of activities. In his opinion the youth policies includes in fact non-formal and informal education programs. Lic. Nelly Sastre Gasca (Instituto de la Juventud Moreliana) The person requested expressed that according with the programs of the institution she represents, a Youth Institute, the formal, non-formal and informal education works very tightly and they are very necessary, as is involving them that it can be achieved a full and satisfactory formation of the youngsters, the main focus group of her organization. She pointed that the governmental institutions have more financial possibilities to create projects, so that the nongovernmental organizations working in this field should to look forward to work tightly with the governments, since it can contribute to create more activities. Lic. Jorge Vázquez Magallan (Instituto de la Juventud Moreliana) The interviewed person has pointed that is necessary to have formal, non-formal and informal education as a base for the youth development and the youth policies should consider these aspects in the future to achieve a better understanding between the organizations working in the non-formal and informal education and the institutions working in the formal education field. She expressed that youth policies should be more influenced by the non-formal and informal education to achieve a support coming from the organizations working in this field, since very often there are no resources to carry out projects. She said that the non-formal and informal education is for everybody, not just for the young people, but the young people can get more benefits for their future. 42 Lic. Fernanda Calderón (Instituto de la Juventud Moreliana) The interviewed said that the formal, non-formal and informal education have an equal important as they are very necessary for a full education of the youth and for a true growing, and for the young people the non-formal and informal education is an attractive option to learn some knowledge that the formal education doesn’t even regard but very necessaries for being prepared for the challenges that they can be confronted by their societies. She expressed that the local and national youth policies look forward to accomplish this purpose proposing strategic plans and within the institution she represents the non-formal and informal education have a major place as they work tightly with many organizations specialized in this field. According to her, the young people segment is the one more sensitive to the non-formal and informal education, but everybody, adults and teachers should participate in. Feedback In general, all the interviewed have agreed about how important are all the three kinds of education, especially about the interaction between them and the support that provides each other and about the necessity of working tightly to achieve a full education of the young population. They have agreed about how important is working all together to stress the importance and the benefits we can get from the formal, non-formal and informal education and about the importance of working tightly between formal, non-formal and informal education institutions to create projects and share new ideas and experiences. Youth policies, as they have concluded, should regard for all kinds of education to achieve more sustainable and efficient educative policies. Finally, for the non-formal education is necessary that all, youngsters, adults and teachers, everybody, be involved in. 43 Interviews: Vietnam_Solidaritès Jeunesses Vietnam 1_What are the aims that you want to reach with non-formal and informal education? Active in times and places for studying. Especially, non-formal education could help students get knowledge naturally and effectively. In addition, it is cost saving Non-formal and informal education follows the requirement of today’s job market. Qualcuno giustifica la non conoscenza del termine con il fatto che non vada a scuola, qualcun altro si sforza di immaginare una persona che si impegna, che si dà da fare, ma non va oltre. La reazione più comune, tra i ragazzi, è quella di scuotere il capo senza aggiungere altro. Qualche stimolo alla discussione fa comprendere per linee generali il significato di “cittadinanza attiva”, e la domanda successiva, relativa a quello che può essere un modello di cittadino attivo, si ha la stessa reazione della domanda precedente. Nessuno si esprime, tranne un ragazzo che immagina che il sindaco della città possa incarnare in qualche modo la simbologia del cittadino attivo. Subito gli altri si dicono d'accordo, ribadendo lo stesso concetto con motivazioni scarne, evidentemente poco convinti. Si cerca di introdurre il discorso relativo al sentirsi parte o meno della società. Tutti i ragazzi rispondono di si, senza saper argomentare tale risposta. Anche in seguito a un tentativo di stimolare la loro riflessione in questo senso, le risposte rimangono le stesse, non viene aggiunto o specificato nient'altro. La domanda successiva riguarda il potere dei giovani di cambiare la società, e ancora cala il silenzio. Solo dopo poco qualcuno azzarda che per cambiare le cose non sarebbe sufficiente la forza di uno solo. Nessuno controbatte a quest'affermazione, e la discussione langue. Più direttamente, i ragazzi vengono interpellati sugli spazi in cui si sentono maggiormente a proprio agio e sui mezzi che utilizzano per esprimersi al meglio. D'istinto, subito uno risponde che è il Centro di aggregazione il posto in cui si trova meglio, in cui si diverte. Un altro annuisce ma non aggiunge altro, tutti gli altri tacciono. L'ultima domanda attiene a cosa si potrebbe migliorare nella vita dei ragazzi, e questa è l'unica parte della discussione che determina più di una risposta. All'inizio spinti da qualche sollecitazione, concordano sul fatto che sarebbe bello avere più spazi per giocare a calcio; qualcun altro aggiunge più discoteche e, provocatoriamente, più “pasticche”, suscitando l'ilarità degli altri, che lo approvano. Un altro ragazzo afferma di volere che al posto del Comune venisse costruita una discoteca, perchè le leggi imposte dalle istituzioni, come “non rubare, non ammazzare”, non gli piacciono. Quest'intervento suscita di nuovo l'ilarità di tutti gli altri. Qualcuno azzarda che, se potesse cambiare le cose, vorrebbe 48 più lavoro, ma il tema non viene approfondito, e il dibattito si conclude. Report Focus Group Società “Politiche giovanili locali: i punti di forza e di debolezza delle istituzioni formali” 16 giugno 2009, Scuola Elementare “Gianni Rodari” - Cesa (Napoli) Il primo argomento toccato nel focus è il ruolo delle istituzioni formali, qual’è e quale dovrebbe essere. Il primo intervento premette come senza un sostegno adeguato da parte delle istituzioni, il ruolo della scuola può essere solo assai limitato. Nello specifico, ruolo fondamentale è quello di riconoscere le esigenze del giovane e stargli vicino nel delicato momento della crescita; un ruolo di “prevenzione primaria”, specifica uno psichiatra tra i partecipanti all’incontro. La scuola avrebbe dunque anche un altro fondamentale ruolo, quello di “insegnare ad imparare”, le nozioni scolastiche quanto le esperienze di vita. Uno dei due rappresentanti istituzionali sottoscrive in pieno il primo intervento, aggiungendo che la cornice istituzionale all’interno della quale agisce la scuola dovrebbe essere costituita da politici relativamente giovani, ma soprattutto “reattivi”, per comprendere meglio le esigenze e garantire alla scuola le migliori condizioni funzionamento. A determinare una spaccatura nella discussione è l’intervento di un attore che organizza laboratori teatrali nelle scuole, e che afferma che la scuola non può perseguire alcun ruolo tra quelli che si prefigge, non foss’altro per l’anacronismo dei suoi programmi e per la chiusura mentale dei suoi insegnanti. In parte ad avallare quest’affermazione, la riflessione di un altro rappresentante istituzionale, che lamenta obiettivi poco chiari della scuola italiana, anche dovuti ai frequenti cambi di governo, negli ultimi anni, evidentemente forieri di priorità ministeriali a volte anche diametralmente opposte. Questo avrebbe determinato una confusione di ruoli e di obiettivi, concorrendo a rendere la scuola poco competitiva e in certo senso poco credibile, laddove sarebbe invece importante rinnovarne contenuti ed obiettivi, più adeguati ai tempi. La reazione sdegnata di un’altra partecipante, psicologa, denuncia un parlare per luoghi comuni che non rende giustizia all’efficienza della scuola italiana, che al contrario ha obiettivi e ruoli ben chiari, come l’essere punto di riferimento con le sue regole ben determinate, per i ragazzi, che al suo interno si sentono tutelati e invogliati a mettersi in gioco e ad apprendere. Rispetto all’analisi dei punti di forza delle istituzioni formali, si mette subito in evidenza come la scuola sia una delle sedi privilegiate per individuare nei ragazzi disturbi di tipo bio-psicosociale con un tempismo maggiore rispetto quanto non possa avvenire in altri contesti. Qualcun altro sostiene che un punto di forza può essere identificato nell’utilizzo 49 del “modulo”, cioè nella divisione delle materie per competenze degli insegnanti, il chè determinerebbe una pluralità di punti di vista e un arricchimento della capacità critica dello studente. Un’insegnante sottolinea l’importanza della condivisione con gli studenti del loro vissuto familiare, inevitabile e derivante dal rapporto quotidiano tra alunno e docente, condivisione che però dovrebbe essere maggiormente considerata, approfondita, proprio per far si che la scuola possa conseguire l’obiettivo già citato di arrivare a fare prevenzione di tipo primario. Qualcuno sottolinea come la scuola italiana non sia classista, razzista, ma viene subito rimbeccato da diverse osservazioni che ne correggono il tiro: la scuola italiana non è razzista, ma le politiche sociali si stanno orientando verso un cambiamento proprio in senso opposto. Un’altra provocazione viene lanciata nella discussione: punto di forza della scuola è quando riconosce i suoi limiti, quando ammette di non avere gli strumenti adatti per gestire i bisogni dei ragazzi. Di qui la discussione si sposta sui limiti effettivi delle istituzioni di educazione formale, a partire dall’incapacità, molto spesso, di lavorare in rete, sia con altre scuole che con realtà associative del territorio; questa osservazione mette d’accordo tutti, che aggiungono commenti relativi ad esperienze personali piuttosto scoraggianti in questo senso. Un altro punto su cui c’è ampio consenso è il fatto che si debba lavorare molto di più sulla persona, sullo studente, oltre che sulla formazione e l’aggiornamento dei docenti. Un aspetto collaterale rispetto a quest’osservazione è la necessità di valorizzare maggiormente la partecipazione dei ragazzi anche in sede di valutazione, per uscire dall’impasse in cui un giudizio negativo possa apparire allo studente o alla sua famiglia come un giudizio sulla persona invece sulla preparazione e determinare conflitti interiori e frustrazioni nello studente e nella sua famiglia, determinando tra essi e l’istituzione scolastica uno scollamento e una visione antagonistica. Andando a riflettere su come, invece, dovrebbero rispondere le istituzioni formali ai bisogni dei giovani, c’è accordo unanime su un intervento in particolare, secondo cui bisognerebbe che le istituzioni iniziassero semplicemente ad accorgersi dell’esistenza dei giovani, per poi immaginare una progettazione condivisa e basata sulle loro esigenze reali, e non supposte tali. Ancora, nessuno ha da obiettare quando si parla di uno sforzo orientato al lavoro in rete, che persegua obiettivi più ampi e sostenibili proprio per il bene del ragazzo. La discussione si sposta sulle differenze di metodi utilizzati dall’educazione non formale e da quella formale, laddove qualcuno ammette di non vedere differenze strutturali di metodo, e che dipende solamente dal singolo educatore e dai metodi che personalmente decide di utilizzare. Uno degli assessori presenti ammette che l’educazione non formale sia avvale di attività più pratiche creative, volte a una maggiore interazione con i ragazzi. A completare quest’osservazione, un’altra, da parte dello psichiatra, sulle tecniche di inclusione sociale che sarebbero proprie dell’educazione 50 non formale, insieme ad approcci transculturali, che aiuterebbero a sbarazzarsi di quei condizionamenti sociali e quei pregiudizi in cui sono immersi i ragazzi e che sono propri della società contemporanea. Parlando poi delle politiche giovanili, e di chi dovrebbe essere coinvolto nella loro elaborazione, i membri del focus rappresentanti delle istituzioni sembrano avere idee molto chiare: sarebbe necessario includere tutti i soggetti sociali nella progettazione, i giovani, le associazioni e le istituzioni. Sarebbe interessante anche un coinvolgimento delle scuole, dei dirigenti scolastici, se non fosse che molto spesso questi sono troppo legati a concezioni tradizionali della scuola e non sono abbastanza aperti a concepire diversi i bisogni dei ragazzi. Appare ovvia conseguenza riflettere su cosa, in definitiva, dovrebbero fare le istituzioni per andare incontro al meglio a queste esigenze mutate e per sviluppare l’educazione non formale. Sono ancora gli assessori che prendono la parola, e che lodano l’iniziativa di progetti come Scuole Aperte e auspicano un maggiore contatto con i giovani, che sia il già costituito Consiglio Comunale dei Ragazzi o una rete apposita, dedicata al confronto e al dibattito, tutti mezzi per responsabilizzare e rendere i giovani cittadini attivi nel vero senso della parola. Un’ultimo spunto proviene dall’attore, che propone di considerare seriamente la possibilità di deleghe a ragazzi dai 18 anni in su, e che si auspica che sempre più giovani possano sedere alle poltrone degli assessorati alla Cultura e alle Politiche Giovanili. Report Focus Group Operatori Sociali “Come i metodi di lavoro nell’educazione non formale e informale rispondono ai bisogni dei giovani” 20 giugno 2009, Centro Astalli Sud - Grumo Nevano (Napoli) La discussione si apre con una riflessione sul ruolo delle istituzioni formali. Sembra si concordi sull’affermazione per cui le istituzioni non formali andrebbero a colmare i vuoti del welfare, e che anzi, proprio il cattivo funzionamento dei servizi avrebbero determinato l’esigenza di avvalersi di strutture alternative, come appunto organizzazioni, cooperative e associazioni. Qualcuno trova opportuno specificare che il ruolo delle associazioni non è quello di “sostituire”, ma di “affiancare” le istituzioni di educazione formale, perchè queste ultime detengono in ogni caso e una professionalità un’esperienza che nell’ambito del terzo settore non sono ancora così diffuse. Si entra maggiormente nel vivo della discussione, e appaiono maggiormente coinvolti i partecipanti al focus quando si introduce il tema dei punti di forza delle istituzioni non formali. Una volontaria pone l’accento sull’egoismo del fare del bene, meccanismo che innesca un circolo virtuoso di benefici sia per se stessi che per gli utenti. 51 Sembra essere opinione piuttosto condivisa il fatto che la “volontarietà”, rispetto alla motivazione economica del lavoro in qualsiasi altro contesto, sia di per sé valore aggiunto nelle attività delle associazioni. Inoltre, una delle peculiarità dell’educazione non formale, quella di operare attraverso apprendimento collettivo e cooperativo e dinamiche di gruppo, permetterebbe di tirar fuori, tanto dal volontario quanto dall’utente, risorse attinenti alla sfera degli interessi e delle inclinazioni personali, della creatività e delle capacità espressive, non contemplate dall’educazione formale. Quando si tocca il tema dei punti deboli dell’educazione non formale, sebbene non sia uno svantaggio strutturale dell’educazione non formale in sé, un volontario cita il problema dello scarso lavoro in rete tra le associazioni, e della “gelosia”, della scarsa condivisione di esperienze maturate sul territorio da parte di realtà presenti da più tempo, ad esempio, col risultato che le attività restano fine a se stesse, non si determina un reale arricchimento o un perseguimento soddisfacente degli obiettivi, e soprattutto, in alcuni casi, questo tipo di atteggiamento può comportare addirittura un intralcio al lavoro di altre associazioni. Un’altra partecipante specifica che questo tipo di atteggiamento, sebbene da condannare, può essere determinato dalla difficoltà di ottenere fondi, il chè determina un continuo tentativo, da parte delle associazioni, di portare avanti le attività nel proprio piccolo con il solo scopo di perseguire l’obiettivo minimo che un finanziamento limitato impone. La discussione procede cercando di individuare i metodi per intercettare le esigenze del territorio, del target group su cui l’educazione non formale va ad agire. Subito si fa riferimento al fatto che centri che si occupano di problemi specifici (dipendenze, immigrazione, minori), e che si sono costituiti evidentemente rispondendo a esigenze specifiche del territorio, vengono fatti oggetto di richieste dirette da parte di coloro che li frequentano. Non sono molti gli spunti di riflessione su questo tema, e pare che ognuno concordi su quest’affermazione di tipo generale. Pare esserci maggiore condivisione, e la discussione si rianima, quando si cita il problema dell’interesse delle istituzioni a contemplare nelle proprie politiche giovanili, tanto a livello locale quanto nazionale, temi di educazione non formale. Uno scoramento generalizzato determina interventi assolutamente pessimistici, come chi afferma che lo Stato non è percepito se non in senso antagonistico dai ragazzi, specie nel territorio in questione (area nord di Napoli), che offre molto poco. Qualcuno ricorda come in passato siano stati fatti tentativi, seppur formali, di considerare politiche giovanili che fos- 52 sero più aperte al rinnovamento e a un’educativa di tipo innovativo, ma non c’erano i mezzi né le competenze per assecondare questo timido tentativo. Un vivo scambio di idee è poi determinato dalla riflessione sulle relazioni tra educazione formale, non formale e informale e sui valori che le animano. Una dei partecipanti sostiene che, sebbene gli obiettivi siano comuni, e si identifichino in un arricchimento culturale della persona, le diverse metodologie dei diversi tipi di educazione segnano inevitabilmente percorsi differenti, e le differenze di forma diventano differenze di contenuto: i ragazzi che prendono parte ad attività di tipo non formale riusciranno più efficacemente a conseguire la realizzazione personale data dalla conoscenza approfondita non solo dei concetti, ma anche di se stessi, delle proprie inclinazioni. A questo intervento ne segue un altro, in parte oppositivo, in cui si sostiene che non solo gli obiettivi che animano i tre tipi di educazione sono gli stessi, ma che anche i contenuti culturali sono “pur sempre contenuti culturali”, e che è solo il modo di perseguirli che determina una distinzione tra i diversi tipi di educazione e, al massimo, una maggiore curiosità nel ragazzo che ha seguito percorsi di educazione non formale. Un’altra volontaria sottolinea invece che è radicalmente differente tanto la metodologia quanto l’obiettivo che si raggiunge utilizzando l’uno o l’altro tipo di educazione: un laboratorio interculturale, ad esempio, non solo utilizza modalità che sono proprie del “non formale”, ma allarga la visione socio-culturale di coloro che vi prendono parte, giungendo quindi a un risultato maggiore dal punto di vista dell’arricchimento personale. L’ultimo tema toccato è cosa le associazioni dovrebbero fare per permettere uno sviluppo maggiore e sostenibile dell’educazione non formale. Nonostante qualcuno noti come negli ultimi anni le associazioni si stiano aprendo verso le scuole - perseguendo l’obiettivo di fare rete, non solo tra loro, ma anche con le istituzioni formali – si condivide la necessità di rendere maggiormente visibili le attività, in modo da incuriosire e avvicinare senza pregiudizi tutti coloro che continuano ad avere remore sulla serietà o la professionalità di questo tipo di interventi, istituzioni e non. Rispetto all’analisi dei punti di forza delle istituzioni formali, si mette subito in evidenza come la scuola sia una delle sedi privilegiate per individuare nei ragazzi disturbi di tipo bio-psicosociale con un tempismo maggiore rispetto quanto non possa avvenire in altri contesti. Qualcun altro sostiene che un punto di forza può essere identificato nell’utilizzo del “modulo”, cioè nella divisione delle materie per competenze degli insegnanti, il chè determinerebbe una pluralità di punti di vista e un arricchimento della capacità critica dello studente. Un’insegnante sottolinea l’importanza della condivisione con gli studenti del loro vissuto familiare, inevitabile e derivante dal rapporto quotidiano tra alunno e docente, condivisione che però dovrebbe essere maggiormente considerata, approfondita, proprio per far si che la scuola possa conseguire l’obiettivo già citato di arrivare a fare prevenzione di tipo primario. Qualcuno sottolinea come la scuola italiana non sia classista, razzista, ma viene subito rimbeccato da diverse osservazioni che ne correggono il tiro: la scuola italiana non è razzista, ma le politiche sociali si stanno orientando verso un cambiamento proprio in senso opposto. Un’altra provocazione viene lanciata nella discussione: punto di forza della scuola è quando riconosce i suoi limiti, quando ammette di non avere gli strumenti adatti per gestire i bisogni dei ragazzi. Di qui la discussione si sposta sui limiti effettivi delle istituzioni di educazione formale, a partire dall’incapacità, molto spesso, di lavorare in rete, sia con altre scuole che con realtà associative del territorio; questa osservazione mette d’accordo tutti, che aggiungono commenti relativi ad esperienze personali piuttosto scoraggianti in questo senso. Un altro punto su cui c’è ampio consenso è il fatto che si debba lavorare molto di più sulla persona, sullo studente, oltre che sulla formazione e l’aggiornamento dei docenti. Un aspetto collaterale rispetto a quest’osservazione è la necessità di valorizzare maggiormente la partecipazione dei ragazzi anche in sede di valutazione, per uscire dall’impasse in cui un giudizio negativo possa apparire allo studente o alla sua famiglia come un giudizio sulla persona invece sulla preparazione e determinare conflitti interiori e frustrazioni nello studente e nella sua famiglia, determinando tra essi e l’istituzione scolastica uno scollamento e una vi56 sione antagonistica. Andando a riflettere su come, invece, dovrebbero rispondere le istituzioni formali ai bisogni dei giovani, c’è accordo unanime su un intervento in particolare, secondo cui bisognerebbe che le istituzioni iniziassero semplicemente ad accorgersi dell’esistenza dei giovani, per poi immaginare una progettazione condivisa e basata sulle loro esigenze reali, e non supposte tali. Ancora, nessuno ha da obiettare quando si parla di uno sforzo orientato al lavoro in rete, che persegua obiettivi più ampi e sostenibili proprio per il bene del ragazzo. La discussione si sposta sulle differenze di metodi utilizzati dall’educazione non formale e da quella formale, laddove qualcuno ammette di non vedere differenze strutturali di metodo, e che dipende solamente dal singolo educatore e dai metodi che personalmente decide di utilizzare. Uno degli assessori presenti ammette che l’educazione non formale sia avvale di attività più pratiche creative, volte a una maggiore interazione con i ragazzi. A completare quest’osservazione, un’altra, da parte dello psichiatra, sulle tecniche di inclusione sociale che sarebbero proprie dell’educazione non formale, insieme ad approcci transculturali, che aiuterebbero a sbarazzarsi di quei condizionamenti sociali e quei pregiudizi in cui sono immersi i ragazzi e che sono propri della società contemporanea. Parlando poi delle politiche giovanili, e di chi dovrebbe essere coinvolto nella loro elaborazione, i membri del focus rappresentanti delle istituzioni sembrano avere idee molto chiare: sarebbe necessario includere tutti i soggetti sociali nella progettazione, i giovani, le associazioni e le istituzioni. Sarebbe interessante anche un coinvolgimento delle scuole, dei dirigenti scolastici, se non fosse che molto spesso questi sono troppo legati a concezioni tradizionali della scuola e non sono abbastanza aperti a concepire diversi i bisogni dei ragazzi. Appare ovvia conseguenza riflettere su cosa, in definitiva, dovrebbero fare le istituzioni per andare incontro al meglio a queste esigenze mutate e per sviluppare l’educazione non formale. Sono ancora gli assessori che prendono la parola, e che lodano l’iniziativa di progetti come Scuole Aperte e auspicano un maggiore contatto con i giovani, che sia il già costituito Consiglio Comunale dei Ragazzi o una rete apposita, dedicata al confronto e al dibattito, tutti mezzi per responsabilizzare e rendere i giovani cittadini attivi nel vero senso della parola. Un’ultimo spunto proviene dall’attore, che propone di considerare seriamente la possibilità di deleghe a ragazzi dai 18 anni in su, e che si auspica che sempre più giovani possano sedere alle poltrone degli assessorati alla Cultura e alle Politiche Giovanili. 57 Focus Group Youth Workers Topic: “Come i metodi di lavoro nell’educazione non formale e informale rispondono ai bisogni dei giovani” 20 giugno 2009, Centro Astalli Sud - Grumo Nevano (Napoli) La discussione si apre con una riflessione sul ruolo delle istituzioni formali. Sembra si concordi sull’affermazione per cui le istituzioni non formali andrebbero a colmare i vuoti del welfare, e che anzi, proprio il cattivo funzionamento dei servizi avrebbero determinato l’esigenza di avvalersi di strutture alternative, come appunto organizzazioni, cooperative e associazioni. Qualcuno trova opportuno specificare che il ruolo delle associazioni non è quello di “sostituire”, ma di “affiancare” le istituzioni di educazione formale, perchè queste ultime detengono in ogni caso e una professionalità un’esperienza che nell’ambito del terzo settore non sono ancora così diffuse. Si entra maggiormente nel vivo della discussione, e appaiono maggiormente coinvolti i partecipanti al focus quando si introduce il tema dei punti di forza delle istituzioni non formali. Una volontaria pone l’accento sull’egoismo del fare del bene, meccanismo che innesca un circolo virtuoso di benefici sia per se stessi che per gli utenti. Sembra essere opinione piuttosto condivisa il fatto che la “volontarietà”, rispetto alla motivazione economica del lavoro in qualsiasi altro contesto, sia di per sé valore aggiunto nelle attività delle associazioni. Inoltre, una delle peculiarità dell’educazione non formale, quella di operare attraverso apprendimento collettivo e cooperativo e dinamiche di gruppo, permetterebbe di tirar fuori, tanto dal volontario quanto dall’utente, risorse attinenti alla sfera degli interessi e delle inclinazioni personali, della creatività e delle capacità espressive, non contemplate dall’educazione formale. Quando si tocca il tema dei punti deboli dell’educazione non formale, sebbene non sia uno svantaggio strutturale dell’educazione non formale in sé, un volontario cita il problema dello scarso lavoro in rete tra le associazioni, e della “gelosia”, della scarsa condivisione di esperienze maturate sul territorio da parte di realtà presenti da più tempo, ad esempio, col risultato che le attività restano fine a se stesse, non si determina un reale arricchimento o un perseguimento soddisfacente degli obiettivi, e soprattutto, in alcuni casi, questo tipo di atteggiamento può 58 comportare addirittura un intralcio al lavoro di altre associazioni. Un’altra partecipante specifica che questo tipo di atteggiamento, sebbene da condannare, può essere determinato dalla difficoltà di ottenere fondi, il chè determina un continuo tentativo, da parte delle associazioni, di portare avanti le attività nel proprio piccolo con il solo scopo di perseguire l’obiettivo minimo che un finanziamento limitato impone. La discussione procede cercando di individuare i metodi per intercettare le esigenze del territorio, del target group su cui l’educazione non formale va ad agire. Subito si fa riferimento al fatto che centri che si occupano di problemi specifici (dipendenze, immigrazione, minori), e che si sono costituiti evidentemente rispondendo a esigenze specifiche del territorio, vengono fatti oggetto di richieste dirette da parte di coloro che li frequentano. Non sono molti gli spunti di riflessione su questo tema, e pare che ognuno concordi su quest’affermazione di tipo generale. Pare esserci maggiore condivisione, e la discussione si rianima, quando si cita il problema dell’interesse delle istituzioni a contemplare nelle proprie politiche giovanili, tanto a livello locale quanto nazionale, temi di educazione non formale. Uno scoramento generalizzato determina interventi assolutamente pessimistici, come chi afferma che lo Stato non è percepito se non in senso antagonistico dai ragazzi, specie nel territorio in questione (area nord di Napoli), che offre molto poco. Qualcuno ricorda come in passato siano stati fatti tentativi, seppur formali, di considerare politiche giovanili che fossero più aperte al rinnovamento e a un’educativa di tipo innovativo, ma non c’erano i mezzi né le competenze per assecondare questo timido tentativo. Un vivo scambio di idee è poi determinato dalla riflessione sulle relazioni tra educazione formale, non formale e informale e sui valori che le animano. Una dei partecipanti sostiene che, sebbene gli obiettivi siano comuni, e si identifichino in un arricchimento culturale della persona, le diverse metodologie dei diversi tipi di educazione segnano inevitabilmente percorsi differenti, e le differenze di forma diventano differenze di contenuto: i ragazzi che prendono parte ad attività di tipo non formale riusciranno più efficacemente a conseguire la realizzazione personale data dalla conoscenza approfondita non solo dei concetti, ma anche di se 59 stessi, delle proprie inclinazioni. A questo intervento ne segue un altro, in parte oppositivo, in cui si sostiene che non solo gli obiettivi che animano i tre tipi di educazione sono gli stessi, ma che anche i contenuti culturali sono “pur sempre contenuti culturali”, e che è solo il modo di perseguirli che determina una distinzione tra i diversi tipi di educazione e, al massimo, una maggiore curiosità nel ragazzo che ha seguito percorsi di educazione non formale. Un’altra volontaria sottolinea invece che è radicalmente differente tanto la metodologia quanto l’obiettivo che si raggiunge utilizzando l’uno o l’altro tipo di educazione: un laboratorio interculturale, ad esempio, non solo utilizza modalità che sono proprie del “non formale”, ma allarga la visione socio-culturale di coloro che vi prendono parte, giungendo quindi a un risultato maggiore dal punto di vista dell’arricchimento personale. L’ultimo tema toccato è cosa le associazioni dovrebbero fare per permettere uno sviluppo maggiore e sostenibile dell’educazione non formale. Nonostante qualcuno noti come negli ultimi anni le associazioni si stiano aprendo verso le scuole - perseguendo l’obiettivo di fare rete, non solo tra loro, ma anche con le istituzioni formali – si condivide la necessità di rendere maggiormente visibili le attività, in modo da incuriosire e avvicinare senza pregiudizi tutti coloro che continuano ad avere remore sulla serietà o la professionalità di questo tipo di interventi, istituzioni e non. Sarebbe utile lavorare di più sul campo, inoltre, più a stretto contatto con i target di riferimento, e investire incessantemente sulla formazione, proprio per conferire sempre maggiore professionalità agli operatori che operano nel settore. 60 Focus Groups: Spain_Federación de Asociaciones Juveniles de Gijón Focus Group Jóvenes Soto de Ribera (Asturias) Los y las jóvenes que participaron en esta entrevista son tod@s de un pueblo llamado Soto de Ribera. Desde hace ya un tiempo organizan muchas actividades y recientemente formaron una asociación juvenil llamada Xorrecer Ribera, para promover actividades juveniles en su entorno. Aquí están algunas de sus opiniones: Hablando sobre ciudadanía activa… Es la participación de la población en actividades o eventos. Es toda esa gente que trabaja o coopera con la sociedad, como voluntarios, médicos, educadores… Todas las personas que están en la disposición de trabajar por la comunidad. Todos aquellos implicados en actividades sociales, disponibles a ayudar o apoyar a la gente en cualquier cosa. Y el modelo de ciudadano activo es… Es una persona que tiene la fuerza y ganas de participar en la sociedad. Debería tener alguna formación y debería conocer y preocuparse por los problemas sociales. Sería alguien que sabe convencer y tiene algunas ideas competitivas. Debería estar iniciativo y participativo. ¿Qué significa “ser parte de la sociedad”? Todos somos parte de la sociedad y tenemos nuestro papel en ella. Todos podemos participar en ella para hacerla mejor, y siempre deberíamos tener la ambición de mejorarla. Dentro de la sociedad existes microsociedades, que son muy distintas, algunas son mejores y algunas mucho peores. Deberíamos estar conscientes de los problemas sociales que hay en la sociedad. En mi sociedad me siento bien, pero luego en la tele, en las noticias se pueden ver cosas malas, como la guerra en Irak o los niños que no tienen nada para comer o no pueden obtener la educación. Lugares donde puedo expresarme… Hay muchas posibilidades como podemos expresarnos, pero nos falta un sitio donde poder quedar y hablar. Podemos quedar solamente en el parque o en casa de alguno de nosotros. Al final la única posibilidad que tendremos será movernos a Oviedo (la capital de Asturias)-. Si tuviera el poder… 61 Eso depende de cada caso, todos necesitamos diferentes cosas. Podríamos organizar todas las actividades que nos gustaran. Haría un centro social y campo de fútbol, o centro de deportes. Focus Group Sociedad Gijón (Asturias) En esta entrevista participaron las personas que tienen una voz importante en ámbito juvenil y educacional: _Jordán Suárez Garea, presidente de Federación de Asociaciones Juveniles de Gijón (Conseyu de la Mocedá de Xixón) _María González, profesora técnica del departamento de la orientación del instituto de secundaria Mata Jove en Gijón _Pablo García, presidente de la asociación Mar de Niebla, responsable del Centro de Iniciativas Juveniles _Marcos Juez Tarano, en representación del departamento de Juventud de Ayuntamiento _Javier Cortina, coordinador de Juventud de Izquierda Unida _Arantxa Margolles Beran- secretaria general de Juventudes Socialistas de Gijón ¿Cuál es el papel de las instituciones formales y centros educativos? María, la representante del instituto, expresó la opinión que la educación formal tiene un concepto claro, que es transmitir conceptos o enseñanzas regladas, y por otra parte tiene o debería tener el componente de transmisión de valores y derechos humanos. En los tiempos que corren la educación formal no cubre todas las demandas y necesidades de la gente. Pero por otro lado, en la educación formal también hay contenidos transversales que se supone que tienen una metodología y didáctica concreta. El problema con el profesorado es que bastante tienen ya con pedagogía, con saber educar, como para saber además repartir los conocimientos de la educación sexual, educación cívica, resolución de conflictos; se esta exigiendo también a los profesores que sean unos “superhéroes” de conocimientos. De todos modos cree, que la educación formal y no formal deberían convivir también en entorno escolar, y que además cada vez se hace más. Marcos destacó las positivas de la enseñanza reglada, que son los de transmitir los conocimientos, que es accesible, gratuita e igual para todos, pero por otra parte no que educa en valores, no prepara el individuo para la vida en la sociedad- allí es donde falla un poco el sistema. Varios participantes estaban de acuerdo que la educación formal es muy limitada, y lo que no entra dentro, se considera que no es válido y se excluye. Mientras en la educación no formal todos somos válidos, no se requiere nada previamente. Además en el sistema escolar el alumno se pierde y no sabe para que los sirven los conocimientos que 62 adquiere, mientras en la education no formal conoce la importancia práctica de los conicimientos, y sobre todo lo elige según sus motivaciones e intereses. Otro hecho importante, que destacó Pablo, es que si el alumno no cumple los requisitos, se considera como fracaso, y no es así. Educación no formal sí que busca otros límites, otros valores, y además puedes orientar a la persona de una forma mucho más personalizada. El sistema de la educación formal no permite realmente a conocer el alumno. Para los profesores no es importante la transición vital de los alumnos, sino solamente que aprendan ciertos contenidos, pero por otro lado hay profesores muy implicados. La representante de instituto opinaba, que el sistema educativo va demasiado rápido, y el contacto personal con el alumno se perdió, también el contacto entre alumno y tutor. Aunque en general todos los entrevistados estaban de acuerdo de que la educación formal y no formal deberían convivir mejor, Jordán también destacó otro punto de vista, que la educación no formal, a la diferencia de la formal, es continua a lo largo del día, no solamente en determinadas horas, y que no podemos exigir que sean completamente entremezcladas, pues las asociaciones que se dedican a la educación no formal tampoco trabajan todos los temas, sino tienen ciertos objetivos, cierta orientación. También Marí cree que hay que tener cuidado que la educación no formal no este absorbida por la formal, porque así perdería sus sentido y su función. Había una discusión sobre si quitar la materia educativa sería beneficiario o no para el alumno. Por un lado, Javier Cortina opina que habría que reducir la materia, porque muchos de los conocimientos no nos sirven para el futuro y los olvidamos en el momento que aprobamos el examen, y habría que hacer la materia más “humanista”. Por otro lado, Arantxa cree que quitando o reduciendo la materia no beneficia a los alumnos, porque ahora el contenido de enseñanza es menor que hace años, cuando la educación era menos accesible pero mucho más intensiva, y se ve que los alumnos de hoy salen menos formados. ¿Cuál es la metodología de la educación formal y no formal? La educación formal tiene metodología muy reglada y objetiva, mientras la no formal tiene que ser más subjetiva y amplia, no te exige conseguir cierta marca, simplemente la usas y la disfrutas. El ámbito cambia también. Otro punto importante es que la educación no formal no es obligatoria, es mucho más interactiva y dinámica, tiene una metodología reflexiva o autoreflexiva. Son los participantes que marcan el programa. Otro tema importante era la entrada de empresas privadas en la educación no formal, mediante talleres o charlas pueden a la vez promocionar sus productos. Allí se ve el poder de la educación no formal. 63 ¿Creéis que las instituciones formales responden a las necesidades de los y las jóvenes? Por un lado intentan flexibilizar el sistema, no es solamente cuestión de éxito o fracaso, sino intentan dar respuesta a todo el mundo y dar alternativa a cada persona. Las instituciones deberían dejar de hacer reformas y más reformas, y empezar a generar recursos. Es importante que haya mucho más actividades complementarias, hasta que este sistema educativo también esté atractivo para el joven. A la vez María cree que hay que dar más autonomía a los centros, porque no todos son iguales ni tienen la misma manera de trabajar. Desde las instituciones se intenta interrelacionar diferentes sistemas, tanto con asociaciones y entidades juveniles como con instituciones sociales, y empieza funcionar bastante bien. Pero lo fundamental es escuchar a los jóvenes. ¿Qué deberían hacer los representantes de políticas juveniles para desarrollar la educación formal? Deberian tomar la educación como inversión en el futuro de la gente, y los políticos no se dan cuenta de eso. Es importante la implicación de todos los sectores educativos. Habría que ver como se controlan todos los procesos y como va el dinero a los centros, y como se distribuye dentro del centro. Los recursos tienen que estar usados de una manera mejory optimizados. También es importante fomentar la participación en los centros y convencer a los y las jóvenes que se impliquen en la vida de sus centros. Hay que organizarse para buscar las vías para cambiar lo que no nos guste. Es importante decirlos, como hay que participar y conseguir cosas, que hay formas de implicarse, porque muchas veces no tienen ni idea de las posibilidades que tienen. Pero sí que hay cambios muy positivos, por ejemplo se hacen cursos de mediadores y hay bastante interés. ¿Cuáles son los puntos fuertes y débiles de la educación formal? La educación formal tiene un punto fuerte que es igual y accesible para todos, todo el mundo tiene su plaza. Su “corsé” también puede ser una ventaja, porqué así tiene unos objetivos claros y marcados. Otros positivas son la planificación y organización. Es una educación fundamental. Focus Group Trabajadores Sociales ¿Cuál es la función de las instituciones no formales? 64 Una de las funciones es trabajar y transmitir diferentes valores, inquietudes, formas de hacer las cosas que quizás desde las instituciones formales no se hacen. Educación no formal debería así complementar la formal, porque trabaja con diferentes contenidos y usa recursos distintos y por lo tanto facilita el acceso a personas a las que no llegaría a través de la educación formal. Otra función destacada es la importancia de la educación en el tiempo libre, la pedagogía del ocio y animación sociocultural. La educación no formal debería basarse en las necesidades y experiencias propias de las personas. ¿Cuáles son los puntos fuertes de las instituciones no formales e informales? Uno de los puntos fuertes principales es la forma de ser y trabajar. Las entidades ponen mucha importancia a los objetivos que intentan conseguir y además las personas que trabajan desde las instituciones no siempre dependen exclusivamente de trabajo remunerado. Otro punto fuerte es que se cree mucho en la participación activa de los participantes. La educación no formal usa una metodología muy participativa y dinámica, lo que permite realmente involucrar a los participantes en la actividad. Está abierta a las opiniones, ideas o cualquier expresión de las personas. La educación no formal se dedica también a varios temas desde un punto de vista no evaluativo, a diferencia de la educación formal, pero con un gran impacto social y personal. Además usa recursos alternativos. A veces no se necesitan tantos medios, por lo que este tipo de educación es accesible para todo el mundo. Otros de sus puntos fuertes son la flexibilidad, la capacidad de adaptación a las circunstancias de los usuarios y la gran variedad de temas que puede abordar. ¿Y los puntos débiles? Todos los participantes señalaron la problmática de la estabilidad en el tiempo de los proyectos, que suelen ser causados por razón de la rigidez de la administración y del propio sistema. Las instituciones no formales muchas veces dependen del voluntariado, porque normalmente no se dan subvenciones para personal, solamente para las actividades. El voluntariado es bueno, por un lado, porque la gente trabaja por motivación, pero por otro lado eso también puede causar inestabilidad o improfesionalidad. El problema es que muchas veces las personas, que gestionaron el proyecto se marchan, lo que puede causar que el proyecto ya no funcione de la misma manera. Otras veces las personas se desaniman precisamente por los procesos administrativos o porque el proyecto era rechazado. Por lo cual hay que trabajar el relevo en las entidades de manera que las cosas no dependan de una única persona, hay que transmitir los buenos aprendizajes y así enriquecer los proyectos. 65 ¿Cómo podemos entender las necesidades del grupo destinatario? Lo fundamental es escuchar al grupo. La metodología de la educación no formal es muy participativa, lo que permite que los usuarios puedan expresar mejor sus sentimientos y opiniones. Otro punto importante es hacer las evaluaciones contínuas durante y después del proyecto y analizar los resultados. También es importante hacer análisis de grupo antes del comienzo del proyecto, tenemos que tener claro a que grupo nos vamos a dirigir, para poder adaptar las actividades a sus necesidades. En general podemos entender las necesidades del día al día en los proyectos, programas o actividades, y tenemos que intentar cubrirlas. ¿Cuál es el impacto de la educación no formal e informal en las políticas locales y nacionales de los jóvenes? En general todos los entrevistados expresaron su satisfacción con la situación actual del asociacionismo y la actitud hacia las actividades no formales en Gijón, aunque siempre se puede mejorar y no hay que cesar en continuar avanzando. Una participante expresó la opinión que a nivel nacional cada vez se trabaja más el tema de la educación no formal, pero que es un punto que debe ser más trabajado de manera participativa, es decir si se hacen políticas para jóvenes debemos ser los propios jóvenes quienes las hagamos. Hay que intentar que nos impliquemos pero no de manera significativa en un determinado momento, sino de manera contínua, para conseguir vernos reflejados en las políticas juveniles. Otra opinión era que el impacto es más bien contrario y que son las políticas las que marcan qué tipo de programaciones se priman en cada caso, dando en muchas ocasiones continuidad a programas que pierden su sentido social pero que son efectivos políticamente. Es importante la implicación de las administraciones, porque son ellas las que deciden que proyectos se van a apoyar y a cuales no, por eso deberían conocer mejor la realidad de las asociaciones, su trabajo y objetivos, como también su manera de trabajar. ¿Cuáles son las relaciones y valores de la educación formal, no formal e informal? Lo que las tres tienen en común es el interés y el fin de educar, lo que difiere a unas de otras es el método, el cómo. Pero finalmente todas son complementarias y en el fin de educar lo ideal sería que tanto la educación formal como la no formal e informal, estén unidas y bordasen la educación de manera conjunta para lograr a educar. 66 Se pueden abordar los mismos temas desde todos los ámbitos, trabajando sobre la educación en valores y para la salud en todo su amplio espectro. El valor de abordar la misma materia desde diferentes frentes está en que se puede hacer de una forma más implícita o explícita en función de cada referente y momento de trabajo. Lo que diferencia a la educación no formal de la formal es que aborda muchísimos más valores que puede transmitir a los participantes. ¿Qué deberían hacer las organizaciones no gubernamentales para desarrollar la educación no formal? Todos los participantes expresaron la necesidad de fomentar la colaboración entre las entidades que trabajan en el campo de educación no formal, porque así se pueden hacer mejores proyectos y pueden aprender unos de los otros, de las experiencias de los demás. Otra idea fue mejorar los canales de financiación para que se asegure la diversidad y la continuidad en las programaciones. No hay que olvidarse de las evaluaciones de los proyectos, es un punto muy importante y muchas entidades no le dedican suficiente espacio. Tendrían que trabajar desde una perspectiva más inclusiva, menos directiva a la hora de evaluar e implementar las programaciones. Las organizaciones deberían ponderarse a si mismas y al importante trabajo que realizan, para que sea más visible el trabajo que hacen. Además de basarse en hacer unos proyectos y actividades de calidad para lograr lo anterior, no conformarse con lo mínimo y jamás hacer cosas por hacer. 67 Focus Group Youngsters Soto de Ribera (Asturias) The young people that participate in this interview session are all from a small village called Soto de Ribera. They make lots of activities and they recently formed a young association called Xorrecer Ribera, to promote youth activities in their surroundings. Here are some of their opinions: Talking about the active citizenship: It is a participation of people in events or activities. People that work or cooperate in society, like volunteers, doctors, educators… All those persons, which are in the disposition to work. Everybody implicated in social activities, to help or support people in anything. The model of active citizen: It’s a person that has strength and willing to participate in society, he should have some formation and should know and take care of social problems. It would be a person who knows to convince and has some competitive ideas. He or she should have been initiative and participative. Being part of society: We are all part of society and we have our role in it. We can all participate in it to make it better, and we should always have the ambition improve it. There are like little societies inside of the society, and they are very different, some of them are much worst. We should be aware of the social problems that are in the society. In my society I feel good, but in news on TV you can see some bad things, like war in Iraq or children that have nothing to eat or don’t get education. Places for expression: There are many possibilities how we can express, but here we have no place, where we could meet young people and speak. We could meet in park or in house of one of us. In the end the only possibility we will have, would be to move to Oviedo. If I had a power… 68 It depends of case, everybody needs different things. We could organize all the activities that we like. Social centre and football camp or sport centre. Focus Group Society Gijón (Asturias) In this interview participated people that has an important view in youth and educationa fields: _Jordán Suárez Garea, president of Federation of Youth Associations of Gijón (Conseyu de la Mocedá de Xixón) _María González, tecnique professor of orientation department in secundary institute Mata Jove _Pablo García, president of the Association Mar de Niebla, responsible of Youth Initiative Centre _Marcos Juez Tarano, in representation of Youth Department in the Town Hall _Javier Cortina, coordinator of Youth of United Left Party _Arantxa Margolles Beran- representat of Youth Socialist of Gijón What is the role of formal institutions and educational centres? María, representing the institute, expressed the opinion that formal education has a clear concept, which is to transmit concepts or teaching, which are regulated, and on the other hand it has, or should have the component of transition of values and human rights. In those times formal education doesn’t reach the needs and demands of people. But on the other hand there also are transversal concepts that are supposed to have a methodology and didactic more concrete. The problem is that teachers have quite enough of pedagogy, yet they should know also to give the knowledge of sexual or civic education, or conflict resolution; there is also a demand on professors to e some “superheroes” of knowledge. After all she thinks that formal and non formal education should coexist and that each time there’s more done in this field. Marcos pointed out advantages of regulated education that are to transmit the knowledge and that t is accessible, charge free and equal for everybody, but on the other and it doesn’t educate in values and it doesn’t prepare the individual for life in society- this is where he system fails a little bit. 69 Various participants agreed that formal education is very limited and that what’s not inside of it, is considered as not valid and is excluded. Meanwhile in on formal education we all are valid; there are no previous requirements. And also in school environment the student gets a bit lost and he or she doesn’t know what is all this knowledge for, while in non formal education he or she understands the practical meaning, and above all chooses it according to motivations and interests. Another important fact, that pointed out Pablo, is that if the student doesn’t fulfil the requisites, it is considered as total fail, but it’s not like that. Non formal education is looking for other limits, other values and it permits to orientate the person with much more personalize way. The system of formal education doesn’t permit to really know the student. For teachers the vital transition of the student is not important, they only care about they learn certain contents, but there are very implicated teachers as well. The representative of the institute thinks that educational system is very quick and the relation between student and teacher is lost, as well as the relation among student ad tutor. Although in general all the interviewed that formal and non formal education should coexist together, Jordán also pointed out other point of view, that non formal education, different to non formal education, is continuous through all the day, not just in determinated hours, and we can’t demand they would be completely mixed; the association that work in non formal education don’t work with all the themes either, but they have certain objectives, certain orientation. There was a discussion if taking off a part of some learning matters would be beneficiary or not for the student. On one hand Javier Cortina thinks that reducing the learning subject would be necessary, because a big part of what we learn doesn’t serve us for the future and we forget it straight away, and it’s necessary to make learning more “humanistic”. On the other hand Arantxa thinks that reducing subjects doesn’t benefit the student, because know the learning contents are quite smaller than years ago, when education was less accessible and more intensive, and that it’s obvious that the students now are less formed. Which is the methodology of formal and non formal education? Formal education has a very regulated and objective methodology, while the non formal one has to be more subjective and wide, it doesn’t need you to reach certain point, you just use it 70 and enjoy it. The environment is different also. Another important fact is that non formal education is not obligatory, it’s much more interactive and dynamic and it has reflexional and auto-reflectional methodology. They’re the participants that mark the programme. Another important subject was the entrance of private enterprises into the non formal education, which through workshops and discussions can promote their products. Here you can see the importance of non formal education. Do you think that formal institutions respond to needs of young people? On one hand they try to make the system more flexible, it’s not the question of success or fail, but they try to give answers to everybody and to give alternatives to every person. Institutions should stop making reforms all the time and start to generate resources. It’s important to have much more complementary activities, until this educational system would also be attractive for a young person. On the same time María thinks that it’s important to give autonomy to educational centres, because they’re not all the same and they don’t have the same way of work. Institutions are trying to make relation among more systems, just like youth associations or social institutions, and it starts function quite well. But the basic thing is to listen to young people. What should do the representatives of youth politics to develop formal education? They should see the education as an inversion into the future of people, but the politics are not aware of this. The implication of all educational sectors is important. We should see how all the processes are controlled and how the money is distributed to the centres and inside of the centres. Resources should be used better in better way and optimized. Also it’s important to foment the participation in the centres and convince young people to get more implicated in the life of their centres. They should get organized so that they can change what they don’t like. It’s important to tell them how to participate and reach things, that there are forms of implication, because many times they don’t even have the idea of the possibilities they have. But there are some positive changes, for example there are mediators 71 curses and there s quite a big interest. What are the strong points and weak points of the formal education? Formal education has a strong point that it’s equal and accessible to everybody, and everybody has a place. It’s limits can also be an advantage in some point, because thanks to this it has very clear and marked objectives. Another positives are the planning and organization. It’s a fundamental education. Focus Groups Social Workers What is the function of non formal institutions? One of the functions is to develop and transmit values, preoccupations and forms of doing things the way that formal education doesn’t do them. Non formal education should complement the formal one, because it works with different contents and uses different resources, and it is accessible to person that wouldn’t have the access through the formal education. Another pointed function was the importance of the education in free time, the pedagogy of free time and sociocultural animation. Non formal education should be based on needs and proper experiences of the persons. What are the strong points of non formal and informal institutions? One of the main strong points is the way of how it works. Organizations put great importance to the objective they want to reach and on other hand people that works in the organizations normally don’t depend exclusively on remunerated job. Another strong point is that it puts the importance on the active participation of the participants. Non formal education uses a very participative and dinamic methodology that really permits to include the participants into the activity. It’s open to opinions, ideas o any expression of people. Non formal education develops subjects that, from one point of view, are not evaluable, which difference it from formal education, but they have a great social and personal impact. Also it uses alternative resources. Sometimes you don’t need so many resources, which makes it accessible to everybody. Other strong points are the flexibility, good adaptation and a 72 variety of subjects. And weakness points? All the participants expressed the problem of instability and maintenance of the projects that are often caused because of the rigidity of the administration and proper system. Non formal organizations often depend on volunteering, because normally the subventions are not to maintain personal, but the activities.. Volunteering is good, on one hand, because people work with motivation, but on the other hand it can cause instability and improfesionality. The problem is that people that were carrying out the project, leave, and then the project doesn’t develop the same way. Other times people loose their motivation because of long administrative process or because the project is not admitted. How can we understand the needs of target groups? Fundamental thing is to listen to the group. The methodology of non formal education is very participative, which allows to the participants to express their feelings and opinions. Other important point is to make continuous evaluations during and after the project, and to analyse the results. Also it’s important to make an analysis of group before the start of the project, we have to have clear which group we’re working with, so that we can adapt the activities to their needs. In general it’s possible to understand the needs also during the project, activities and programme, and we have to try to cover them. Which is the impact of non formal and informal education on local and national youth policies? In general all the interviewers expressed their satisfaction with actual situation of associationism and the attitude towards non formal activities en Gijón, although it always can be improved and we always should try it. One participant expressed an opinion that on national level the theme of non formal education is getting more developed, but it’s a point that should be developed more and in participative manner, which means, if there are policies for young people, it should be young people that make these policies. 73 We should be implicated more continuously, not just in punctual actions. Another opinion was that the impact is the other way round, that youth politics marc what kind of projects are preferred, and many times they give continuity to programmes that are politically effective, but they loose their social sense. The implication of politics is very important, because it’s them who decide which project is going to be supported and which not, that’s why they should know better the reality of the associations, their activities and objectives and the way of work. Which are the relations and values of formal, no formal and informal education? They all have in common an interest and purpose to educate, what differs them is the way how they reach them. But in the end they are complementary and for the purpose to educate the ideal would be that they would be joined together. It’s possible to develop different subjects from different environments, working about the education in values or in health in the entire wide spectre. What differs the non formal education from the formal one is that it joins much more values and transmits them among the participants. What should the non governmental organizations do to develop non formal education? All the participants expressed the need to create better collaboration among the organizations that work in the field of non formal education, because this way we can make better projects and we can learn from each other, from our experiences. Other idea was to improve the way of financiering so that there would be more diversity and continuity of the programmes. We shouldn’t forget about the evaluations of the projects, it’s a very important point and many entities don’t dedicate it much space. Organizations should be more proud of themselves and their work, so that their job would have more visibility. Çoğunlukla imkanları el verdiğince spor yapıyorlar; basketbol, voleybol, rugby takımları var veya kurmaya çalışıyorlar. Hepsi kitap okumayı seviyordu, okudukları belliydi konuşmalarından. Okul dışında kendilerine rol biçmekte ne kadar zorlandıkları aşikârdı. Derslerin ağır yükü, devlet okullarındaki sosyal imkân eksikliği en büyük şikayetleriydi. Sosyal yönlerini besleyecek, onları her alanda aktif olarak içine katan, yaşarak öğrenebilecekleri bir sistemdi istedikleri. Geleceklerini net bir şekilde göremiyor ve kendilerini yeterince güvende hissetmiyorlardı. SORULAR Aktif vatandaşlıktan ne anlıyorsunuz? Ege: Aktif olarak ülke için bir şeyler yapmaya çalışmak. Emir: Ülke kalkınması için vergi seçimlerde oy kullanmak Bilge: Devletin verdiği imkanlardan yararlanmak, eksikleri devlete bildirmek ve devletin sağladığı imkanları kullanmak, kullanabilmek Ezgi: Olmayan haklarımız ve ihtiyacımız olduğunu düşündüğümüz haklar için mücadele etmek. Ömer: Devletin yapmadıklarını zorla yaptırmak mesela bilinçlendirmek için insanlara yararlı olacak bir eylemi yaptırmakta aktif vatandaşlıktır. Öykü: Kendi çıkarlarımız için değil de doğru olduğuna inandığımız ölçüde hakkımızı kullanmak olabilir. Topluma ait/bağlı olmak sizin için ne ifade ediyor? Ezgi: toplum için bir şeyler yapmak ona aitsen toplumun yararı için bir şeyler yapmak mesela erkekler için askere gitmek zorunlu olması şart değil isteyerek yapmak çok basit bir hakkı bile Kerim: Toplumun bir ferdi olmak, milletimize ve devletimize yardım etmek, çarkın içinde yer almak. Ezgi: Bizim haklarımız özgürlüklerimiz ve özgürlüklerimiz için bir şeyler yapmak burjuva sınıfı için değil halk için. 75 Size göre örnek alınacak aktif vatandaşlık nedir? Ege: Kendi görüşüne uygun sivil toplum kuruluşlarının öngördüğünü yapmalı Bilge: Kendi içinde tutarlığı olmalı, toplum içinde yaşayan her bireyin kendine göre doğruları olmalı. Devletin verdiği bir karar ona uymuyorsa bırakmalı, aktif vatandaş devletin ona sağladığı imkanları kullanıp özeleştiri yapabilmeli. Ezgi: Ben buna katılmıyorum. Tabii kurallar var ama Türkiye’de menfaatler üstüne kurulu bir düzen var ve hiç de halkın düşünüldüğünü düşünmüyorum. Emir: İnsanın tabuları olmalı. Doğrularından asla vazgeçmemeli. Vatandaştan bağımsız bir siyaset, siyasetten bağımsız bir vatandaş olamaz bu sebeple devlet hep en iyisini düşünür zihniyetini taşıyan “devlet baba” zihniyeti silinmeli. Devlete karşı ayaklanmak bir suçtur ama bir haktır da. Gençler hangi oranda toplumu değiştirebilecek güce sahip? Ezgi: Eğer gerçekten ortak düşünülen bir şey varsa, benimsenmiş ortak bir karar büyük bir topluluk kurulursa büyük bir eylem yapılabilir, başarılabileceğine inanıyorum ama ortak bir karar olmalı. Hatice: Görüşler, hedefler aslında kulaktan kulağa bir iletişim ve mobilize olma şekliyle yayılabilir veya doğru gelmezse de alternatif çözüm yolları bulunur, örgütlenilir. Öykü: Eğer ortada herkesin benimseyebileceği bir düşünce varsa insanlar örgütlenebilir. Bilge: Bence bir arkadaş çevresiyle bir şey olabilir, ben öyle düşünmüyorum. Çünkü arkadaş çevremden birisi benim değerlerimden uzak bir şey söylüyorsa ben onu paylaşmam etkilenmem de bu sebeple arkadaş çevresinden gençlerin bir şey yapabileceğine inanmıyorum. Ege: Sesi çok çıkanı haklı görüyorlar. Ezgi: Söylesek bile bastırılacaktır. Olanaklarımız olduğunu düşünmüyorum Emir: Gürültünün bulunduğu ortamda ses duyulmaz. Herkesin birbirini dinleyip düşüncelerini paylaşabileceği bir platform yaratmak gerekiyor. Ege: Böyle bir ortam yaratmak için de çaba harcamıyoruz. O ortam mı yaratılacak yoksa ÖSS mi kazanılacak özellikle lisede? Ancak üniversitede belki. Hatice: Biraz da suskunluk bu yüzden oluyor öyle bir sistem var ki bunlar mı uğraşacağım bana mı kaldı bu? Gelecek kaygısı var onlarla mı uğraşacağım diyorum ikisini birlikte yapamazmışız gibi geliyor bu sebeple örgütlenme içine gidilmiyor. Ezgi: İstediğimiz zamanımız yok bir şeyleri değiştirmek için bir şeyler yapmak istesen düzenli yapmak zorundasın ve zamanımız yok. Cumartesi günleri almanca dersi, hafta içi okul, 10 saat almanca diğer derslerimiz de var sonra sınav haftası, istediğimiz zamanı bulamıyoruz. Hatice: Haftada bir saat bile bir araya gelip bir şeyler konuşmanın o toplum için faydası var. Sana doğru gelir ya da yanlış gelir karşındakinin fikrini öğrenirsin: niye bu bana yanlış geliyor şu ortamda mesela birine yanlış geliyorsa başka 76 birine anlatır o başka bir şey der böylece bu okulun içinde görüşler yayılabilir ve kendi düşüncelerimizi sorgulayabiliriz. Bilge: Gençler bir arada toplanmaz sebebi de siyasi düşünceler bizim ülkemizde demokrasi yok birisi A partisini tutuyor öteki ise kesinlikle senin fikirlerine dinlemez. Konu hep siyasete geliyor hep kendi aramızda çok net olmasa da önyargılar sebebi ile çok fazla örgütlenme söz konusu olmuyor. Gruplaşma her yerde var. Şu şöyle şunla düşüncemizi paylaşmayalım, hepsi siyasi düşünce sebebi ile böyle düşündükleri için hiç bir araya gelemiyorlar. Ezgi: Katılıyorum bir yerden sonra en yakın arkadaşım bile ortama sokmak için düşüncelerini empoze etmeye başlıyor yani bu ortamlarda birbirinin düşüncesini değiştirme çabasına yol açıyor. Hatice: Mesela sınıf başkanına ben oy vermediysem onla konuşmam o da beni çevresine sokmaz ben de onun çevresinde bulunmam. Ömer: Şu anda toplumun büyük bir bölümü genç olduğuna göre birçok şey tabii ki yapabiliriz. Kendinizi ifade edebileceğiniz alanlar ve araçlar neler? Bilge: Okul içindeki münazara çalışmalarında kendimi çok iyi ifade edebildiğimi ve benim çok yararıma olduğunu düşünüyorum. Okulum bana bunları sağlıyor deyip çok memnun olabiliyorum. Merakla alakalı o konuyu en iyi savunmak istiyorum en ince ayrıntıya kadar bilmek benim için çok önemli kendimi en iyi ifade ettiğim alan o. Öykü: Benim için tiyatro. Hepimiz kendi isteğimizle giriyoruz. Sahneyi seviyorum, oynamayı seviyorum, kendimizi geliştirmek için yaptığı en önemli katkı bence okulun tiyatro. Düşüncelerimiz ne kadar farklı olursa olsun orda beraber bir şeyler çıkarmaya çalışıyoruz. Okul dışında mesela voleyboldu, bıraktım kolumu kırdım zorunlu olarak bıraktım. Ömer: Dans ederek kendimi ifade ettiğime inanıyorum. Can: Tırmanmada, işte bende okul dışında yarışmalarda antrenmanlarla kendimi ifade ettiğime inanıyorum. Resim yapıyorum okul dışında bir de. Hatice: Ben yazarak ifade ediyorum. Okulda dergi çıkarmak istedik her sene yapılmak isteniyor ama olmuyor. Bu tür etkinlikleri yapabilecek bir kulüp açabilseydik. Ege: Gitar çalıyorum. Bir grubumuz var Emirle beraber, onlarla çalarken mutluyum. Ezgi: Okulda kulüp yok. Tiyatro var bir tek. Edebiyat kulübü de yok. Daha iyi bir gençlik hayatınız olsaydı nasıl olurdu, neler yapardınız? Hatice: Derslerin daha az olduğu daha çok sosyal olabileceğimiz Ezgi: Daha deneyim kazanabileceğimiz bir eğitim sistemi. Yaşayarak öğrenmek, mesela sosyal etkinliklerle. Ömer: Benim imkanlarım olsa okumazdım mesela bütün dünyayı gezmek istiyorum ve param olsaydı okumazdım şimdi kariyer yapsam zaten 30 yaşıma geleceğim sonrasını da bilmiyorum. Can: Daha iyi bir gençlik benim için yaptığım bazı şeyleri yapmamak olabilirdi mesela ilgi alanım olamayan derslerde 77 zaman kaybetmemek. Daha önceden ilgi alanlarının belirlenmesi olabilir. Ezgi: Daha az ders olsaydı ama daha verimli öğrenebilsek daha iyi olurdu. Bilge: Bir insanın istedikleri bir de yapabilecekleri vardır. Bence öğrenciler için derssiz hayat daha iyi bir hayat olurdu. Ne kadar işimize yarayacak bir şey olsa da kullanmayacağım bir şeyse boş yere hayatıma sokmak istemiyorum. Mesela fizik yapamıyorum şimdi veteriner olmak için bu dersi 3 sene çekmek zorundayım. Ama yapacağım meslek konusunda da çok fikrim yok. Bir üniversitenin bir bölüme gireyim bakayım nasıl dersler işleniyor. Bu şekilde iyi hayat olamaz meslek ile dersler arasında uçurumlar var. Ezgi: Bence bizi yönlendirecek, danışmanlık yapacak birileri de olmalı çünkü gençlik okuldan ibaret, hepimiz okuldayız. Ö.M.D ; Babam eğitimci benim ve her tartışmamız mevcut sistemin tek tip birey yetiştirdiği konusunda anlaşamamamız. Mesela o meslek liselerinin verdiği eğitimle ilgili ekonomisi kötü olan ülkelerin kendi ihtiyaçlarını karşılamaya ve ken- 79 dini garanti altına almaya çalıştığını savunuyor ve buna hak veriyor oysa ben gençlerin gelecekle ilgili hayallerine kota koyduğunu düşünüyorum. SORULAR; Resmi olmayan kurumların işlevleri nasıldır? Hatice: Ben öyle bir ögütte çalıştığım için diyebileceğim gençlerin gönüllü olarak… Okul eğitiminde öğrenci belli bir kalıp içinde düşünüyor oysa informalde yaşayarak öğrenme yöntemiyle kendi kendine öğreniyor. Türkiyede böyle bir yöntemin uygulanmasına izin veren bir temel olmadığı için zorlanılıyor. Semra : Öğrenciyi ön plana alan, farklılıkları göz önünde bulunduran bir sisteme geçildi.Okul dışı eğitimin öğrenciye çok şey kattığını düşünüyorum: çok yönlü düşünme, kendini zenginleştirme gibi. Nazlı: İki alanda da birebir tecrübe yaşayan biri olarak söyleyebileceğim öğrenciler için formal eğitim demek not kaygısı demek bu yüzden teori ile pratik arasında uçurum olabiliyor. Formal eğitimin, eğitim sisteminde yapacağı reformlara inanmıyorum çünkü 20 yıllık hocalar hala 10 yıl önce kullandıkları materyalleri kullanıyorlar hem de gurur verici birşeymiş gibi. Oysa kamptaki deneyimlerine göre: 6 yaşımdan beri kamplardayım ve yurtdışında insanlarla iletişimimden, özgüvenime kadar birçok şeyi buna borçluyum. Şu an çalıştığım kampta ise katılımcı profilini daha çok maddi imkanları yüksek çocuklar oluşturuyorlar.Hiç yataklarını toplamamış, şımarık bir kampçı profilimiz var. İlk defa bu kampta birey olarak var olabiliyorlar. Odada koçları ile birlikte kalıyorlar. Koçlarının yaş ortalamasının genç olmasını tercih ediyoruz. Okul dışında ne kadar kendilerini özgür ifade edebildiklerini görüyorum. Mesela Kadıköy Anadolu Lisesi’nde yaptığımla kampta yaptığım arasındaki verim çok farklı oluyor. Romeo ve Julliet’i yaparken Kadıköy Anadolu Lisesi’nde hangi kelimeleri sınavda sorabilceğimi soruyorlarsa, kampta Romeo’nun Julliet’i ne kadar sevdiği konuşuluyor, düşünülüyor. Belma: Kendi tecrübelerimden gördüğüm kadarıyla; müfredatın yetmediği yerden tamamlamaya çalıyoruz. Ama bu değişim çok yavaş ve çok geç. Okullarda çevre kolu var, Milli Eğitim Bakanlığı çok güzel bir başlangıç noktası vermiş ama bütün öğretmenler vakfı arıyorlar. Birçoğu ne yapacağını ve ne istediğini bilmiyor. Ne milli eğitim donanımlı ne de yeterli sivil toplum var. Biz yetişemiyoruz. İnsanlar arkası boş bir şekilde yönlendirilmişler. Mesela doğa ve eroz- 82 yon kampımız var. Kampta karıncaların yuvalarının neden kuzeye baktığını anlatırlarken, kendi öğrenme süreçlerimi düşünürken ne üniversitede ne okulda daha çok sosyal ortamlarda ve sivil toplum kuruluşlarında kendime dair bir şeyler keşfettiğimi farkettim ve bu bilgi konusunda da böyle. Nazlı: Kalıbı alıyorlar Avrupadan her öğrencinin portfolyosu olacak içinde kendi çalışmalarının bulunduğu ancak öğretmen yine aynı şeyi yaptırıyor ama adı portfolyo oluyor. Okul dışı eğitimin ve yaygın eğitimin zayıf ve güçlü olduğu noktalar nelerdir? Nuray :Çeşitlilik getiriyor Semra :Birlikte çalışma imkanı sağlıyor. Nazlı: Zayıf noktası var :Herkese ulaşmama gibi. Belirli bir gelir seviyesinin üstüne hitap ediyor ve gönüllü sayısı problemi çekebiliyor.Formel eğitim gibi geniş bir kitleye ulaşabilmesi çok zor Gülşen: Ben sürdürebilirlik konusunda bir sıkıntı yaşanabileceğini düşünüyorum. Hakkı : Heryerde yeterince kuruluşta olmayabiliyor mesela Edirnedeki kuruluş sayısı ve yaygınlığı ile İstanbuldaiklerinki aynı değil. Semra: Çok küçük yaşlardan başlanılması gerekiyor.Çünkü bu konuda eğitimli çocuk daha rahat kendini geliştiriyor. Anaokulundan itibaren olabilir. AÇEV’in 7 çok geç kampanyası gibi. Aslında gelir düzeyi düşük ailelerin çocuklarıyla yüksek olanların çocukları arasında da çok fark yok. İki kesimde çocuğunun gelişimi ve ihtiyaçlarına dair çok da duyarlı değil. Nuray: Bunu uygulayan kurumların zayıf noktaları mı bu eğitim sistemlerinin zayıf noktaları mı? Uygulamada milyonlarca zayıflık olabilir. İdeolojik olabilir, konu seçiminde, denetlenemesinin zor olması ve bazen yanlış yönlendirme de sözkonusu olabiliyor. Hedef kitlenin isteklerini nasıl anlayabiliriz? Hatice: Sorumluluk vererek hatta işin tamamını vererek, o parçanın onlara ait olduğunu hissetirebilirsek, ikinci evre geldiğinde kendisi eklemeler yapıyor ve daha iyi oluyor. Süreci başından sonuna hakim oldukları zaman revizyon yapmak daha kolay oluyor. Bu senin görevin dediğimiz zaman sorumluluk almaları kolaylaşıyor. Yani ihtiyaçlarını sorarak ve görev vererek isteklerini anlayabiliriz. Hakkı: Onların fikilerine göre hareket ederekk ama aynı ya da benzer fikre sahip olanları gruplara ayırarak. Belma: Gençlerin zayıflıklarının en belirgin sebebi kendilerini çok dahil, çok ait hissediyorlar ama öte yandan da uzun süreli sorumluluk gerektiren bir durumdan da çabuk sıkılabiliyorlar. Yani çok sıkı bir rehberlikle onları motive etmek gerek. Semra: Konrolü önderin bırakmaması gerekiyor. Gözünün önünde iyi bir rehber varsa güzel bir projede kendini ortaya koyabiliyorlar. 83 Nazlı: Informal eğitimi verenlerin bütün araştırmalardan haberdar olması gerekiyor çünkü gençlerin ilgi alanları devamlı değişiyor. Ordan alınan modelleri burada şekillendirirken deneyimlerimiz çok önemli mesela öğleden sonra İngilizce ya da futbola gidiyorlar. Koçlar ne yaparsa yapsın kızlar futbola katılmıyordu. Ama biz kızlarla oğlanları ayırdığımızda aslında bu aktiviteye katılmaya başladıklarını fark ettik çünkü kız çocugu futbol oynamak istemediğinden değil erkeklerle oynamak istemediğinden katılmıyordu. Gözlemle, deneyerek tecrübe ederek yanlışlarımızı düzeltiyoruz. Mesela 15-17 için, “Too cool for everything” grubu için, genç liderleri tercih ediyoruz hayranlık uyanınca aktiviteyede katılıyor. Okul dışı eğitim ve yaygın eğitimin, yerel ve uluslar arası gençlik yönergelerinde etkisi nelerdir? Belma: Geçtiğimiz yıl gençler enerji üzerine bir kongre düzenlediler ve ben enerji bakanının etkilendiğini hissettim. O dakika enerji bakanının bizim farkında olmadığımız birşeyler oluyor durumunu hissetiğini tahmin ediyorum. O politikaları oluşturanların gençlerle daha fazla paylaşımda bulunmaları ve etkileşim içinde olmaları gerekiyor.Gençlerin gayretleri çok ama aynı ilgiyi göremedikleri kanaatindeyim. Farkında olma aşamasındalar ama dikkate alma aşamasında değiller. Semra: Bazen de bu politikaları oluşturanlara bunlarla ilgilenmek yorucu geliyor. Hatice: Bu politikaların çok somutlaşması taraftarı değilim. Çünkü politikalar ancak böyle değişebiliyor. Kapalı öğrenme sistemlerinden çıkan gençler yeni şeyler öğrendikçe ailelerini, aileleri de çevreyi etkiliyor böyle gidiyor. Nuray: Bu söylenene kesinlikle katılıyorum gençlerin ailelerini birebir etkilemeleri dışında üniversite olan şehirler bile bu etkileşimin bir örneği mesela Belma : Mesela TEMA’nın amacı o politikaları yönlendirecek bir iktidarı bile etkileyecek kamuoyunu oluşturmak. Okul dışı eğitim ve yaygın eğitim ve örgün eğitimin ilişkileri ve değerleri nelerdir? Belma: Başarılı eğitimciler üstüne bir konferans yaparken orda bu konudan faydalanabilecek yetkililerden kimse yok yani o yetkililerden yeterli ilgiyi görmüyoruz. Oysa bu onlar içinde çok büyük bir fırsat. Milli eğitimle işbirliği ile bir vakıf kuruluyor ama içerikte çok yalnız kalıyor diğer taraf. Yani destekliyormuş gibi duruyor ama yaptığı eğitimin aktivitenin çıktısını almıyor ya da kullanmıyor. Nazlı: Görütüde aynı değerleri destekliyorlar. Milli Eğitim de aydın insan yetiştirmek istiyormuş gibi duruyor ama güdülecek insan istiyor aslında, aydın insan eğitimine yönelik çalışmayı içten bir şekilde desteklemiyor. Bu sebeple formal eğitim onların hedefini destekliyor. Hakkı: Hükümetin görüşlerine yakınsan destek alıyorsun eğer değilsen destek alamıyorsun. Nuray: Bu formal ve informal eğitim ilişkileri kötü ama bu çelişki doğal ve süreç içinde dengeleniyor. Neticede bir şekilde denge bulunuyor Hatice: Mecbur kalınan bir noktaya gelindiğini görüyorum. Kendi alanlarında ve değerlerinde çatışmalarının önemli 84 olduğunu düşünüyorum. Bu çelişki gerekiyor toplumlara. Toplumlar bu şekilde kendini adım atmak zorunda hissediyor. Bu çelişkilerin eğitici olduğunu düşünüyorum. Hükümet dışı kurumların okul dışı eğitimin gelişmesi için neler yapması gerekiyor? Belma: Çoğu zaman eleştirildiği bir taraftır TEMA’nın fazla uysal oluşu ama TEMA’nın amacı da zaten hükümetlerle birlikte çözüm oluşturmak. Bence kazandığı saygınlığın sebebi de bu. Bizim hep vurguladığımız şey şudur : Biz tarafsızız yanlış varsa uyarırız doğru varsa takdir ederiz. Ama her zaman başarıya ulaşmıyor mesela bir kanun için bir milyon imza topladık hükümet yine de yasayı çıkardı biz de muhalefete mahkeme açma hakkını götürdük ama hükümet bize karşıt bir duruma geçmedi. Nuray: Karşılıklı önyargıların çözülmesi gerekiyor. Bir eksikliği tamamlamak adına orda olduğumuzun belirtilmesi gerekiyor. Hatice: Uluslarası platformlar ile baskı uyguluyoruz bazen özellikle ulusal düzeyde yetersiz kalacağı hissedildiği sürece, bu baskılar işe yarayabiliyor çünkü bu değişimleri biz götürmesek zaten uluslarası platformlar tarafından dayatılacak. 85 Focus Group Youngsters 14-18 Participants: Ezgi Sever (15), Ege Tekkökoğlu (16), Hatice Gültekin (15), Öykü Kürdemir (15), Ömer Emre Taşçı (14), Emir Buğra Çelik (16), Taha Kerim Solmaz (16), Ege Tekkökoğlu (15), Can Kuru (15), Bilge Erdemli (16). Before general introduction they mentioned about their school life, their hobbies and what they do instead of their school life. Most of them do sports if they have the opputunity, they have basketball, voleyball and rugby team. But it was obvious that they have some difficulties about identifying their idenitities outside of the school. They would prefered a system which will provide them living experinces and improve their social abilities.They can not see their future cleary and they dont feel confident enough about their future life. Questions: What do you understand about active citizenship? Ege: Try to do something actively for our country Emir: To pay taxes for development and vote in elections Bilge: To benefit from the opportunities that state offers and also to use these opportunities, and to inform the state in case of insufficiency. Ezgi: To struggle for our existing rights and also for the rights which are not existing, but necessary. Ömer: To get the things done when the state make them to do so. For example, to encourage and make people a useful action done for creating awareness is an active citizenship. Öykü: To use our rights not because for our interests but because we think that it’s right. How do you feel to belong to the society? Ezgi: To do something useful for the society that we belong. For example doing the military service does not have to be obligatory, to do even a simple duty voluntary. Kerim: Being a member of a society, to help our country and our state, being a part of the game. Ezgi:To do something about our freedom and rights, not for the bourgeoisie but for the community. 86 According to you what is the role model of active citizenship? Ege: People should participate in a non-governmental organization which is appropriate for his/her point of view, act in accordance with this organization’s perspective and predictions. Bilge: To be coherent, every individual have some rights and wrongs. If one of the decisions of the state is not okay for citizen, s/he can use the opportunities of the state and criticize it. Ezgi: I don’t agree with that. Of course there should be some rules but in Turkey there is a system in that everybody seeks his/her own interest, and I don’t think there is anybody who support a common interest of the whole society. Emir: People should have taboos. They shouldn’t give up the things that they think as right. It’s impossible to think politics without considering its relation with the citizenship, that’s why we should revise the idea that state thinks always the best. To revolt against state is a crime but it’s also a right. In which percentage the youngsters have the power to change the society? Ezgi: If you have something in common if you really think, a decision has been adopted in a large established community, a great action can be done, I believe it can be achieved, but should be a joint decision. Hatice: Opinions, targets, actually a word can be spread by contact form and be mobilized, if its not seem as a correct solution we can find alternatives, we can organize. Öykü: If there is a common idea which can be adopt by everyone, people can be organized Bilge: I think it might be something with friend’s mobilization. Because one of my circle of friends for me to share I would say from a distant effect of young people from around. Ege: They think that the one who have the laud voice is also the right one. Ezgi: I know we will be suppressed. We don’t have enough opportunities. Emir: You will not hear the voice when it’s really noisy. A platform should be created where everyone listen to each other and share ideas. Ege: We don’t do any efforts to create such an environment. Especially in high school, are we going to study for university or try to create this environment? However, maybe at the university it can be possible Ezgi: We do not have the time to change anything we want to do something we have to do regularly and have no time. German lessons on Saturdays, weekday school, 10 hours of German courses there other week after the exam, you can not find the time Hatice: We can talk about something together that has benefits for the society 87 event one hour in a week. We can share our ideas and we can discuss for example why its not right for me or why its wrong for you by this way we can spread our ideas and at the same time we would have chance to critize ourselves. Bilge: Young people do not gather together because of the political ideas. Democracy does not exist in our country. If one is supporting a political party, he/she won’t listen others’ ideas. It always comes to politics, and event. The prejudices are not clear, we can not mobilized because of these prejudices. Ezgi: I agree, even my best friend is beginning to impose her thoughts and try to change others’ thoughts. Hatice: For example, our class president; I don’t speak with him if I don’t vote for him and he does not want me around if I don’t vote for him. Ömer: Of course we can do many things if we consider the fact that a large section of population is composed of youngsters. What are the space and tools to express yourself? Bilge: I could express myself very well in school discussion group and I think it’s very useful. That is one of the opportunity that school offers me and I can say that I am glad. I want to defense my ideas in best way and that’s way I wanted to learn all details about the subject. That’s the best area where I express myself. Öykü: For me its theater club. We do it voluntary. I love scene, I like acting. I guess it’s the most important contribution of the school for improve ourselves. How different our ideas, we try to do something together. Out off school, I was playing volleyball but I broke my left arm and I gave up. Omer: I believe that I can express myself with dance Can: I believe that I express myself in my climbing trainings and competitions outside of the school. Also I like drawing. Hatice: I am writing to express myself. We wanted to publish a magazine, but we couldn’t, its something that people try every year. It would be nice if we could have opened a club for this kind of activities. Ege: I play guitar. We have a band, I am happy with them when I am playing. Ezgi: There is no club in school only there is one for theater. What would you do if you had the power for better youngsters’ life? 88 Hatice: It would be better if we had less lectures so we could be more social. Ezgi:. It would be better with a different educational system that we experienced more for example with life learning or social activities. Omer: If I had the opportunity I wouldn’t study at the school because I want to travel all around the world so if I had money, I wouldn’t have to study for example now I have to study or work until 30 for doing what I would like to do. Can: Not to spend time for the thing that I am not interested, such as lectures, would be a better young life. For example center of interests could be determined Ezgi: It would be nice if we would have less lecture but we learned efficiently. Bilge: There are something’s that men can want and men can do. In my opinion life without lectures would be better for youngsters. Even it’s beneficial I don’t want to learn something that I am not going to use in my future. For example I cant do physic but I have to take this lecture for 3 years because I want to be vet. On the other hand I didn’t make my mind about my future. I want to see what I am going to learn before entering the university. We couldn’t have better life like this when there is a huge difference between school education and professional life. Ezgi: I think we need a guide or someone who will give advice or consultancy because being young means being at school. We spend all our time at school. I wish it wouldn’t be like that. S.B :When we say public authorities in Turkey what comes to mind is a laziness, these institutions inefficiency not only postponed realization off peoples demands but its demotivates people, sometimes the efficiency of the work can be lost. Ö.M.D;In my department, engineering, the fist requirement for the motivation had not to be/ 89 shouldn’t have been the money. Human raising is also engineering, it’s really sad that the only motivation is the money. S.D :I have several examples about laziness like erasmus…its role isn’t anything other than dulling our aspirations. A.S : What you said has nothing to do with the roles of the official authorities, its about the weakness of existing authorities, it happens in every university. Our demands are simple but after one point even we are estranged from our initial purposes. Because there is no competition between public instructions and private institutions it comes back to students as inefficiency. In fact there is role confusion. Ö.S : Ideal official institution builds state and civil institutions’ relation. His role in the society can not pass beyond the burocracy that’s why I have the same opinion about clumsiness. S.B: We always talked about state institutions when we are thinking official institutions but all the official institutions are not like that. Private institutions have opportunity to make more profit when their performance is advanced that’s why they are working more fast. Ö .M D : There are huge differences between the institutions which are administrated by private sector and state. Private sector is more open to the innovation. I event consider my going to private school as an opportunity. B. T : Official institutions and non profit organizations have diversified ways for providing motivation. Unfortunately state institutions which are willing to serve public can not keep up with institutions which are working for the same objective. E. E: These roles should be more corroborative than the civil society. For example through Istanbul Modern meeting we learned our friends ideas about cinema club. That’s means we access easily to information, we have to use this advantage more actively. E. D: Two sides (private sector and state) have to work together. Ö.M.D : No if everyone do his work properly we don’t have to talk about this necessity. S.B : Official institutions have the ability to legalize the facts that’s why even though there is a standard in education its not that hard to doing our work. When there is no breakdown in burocracy existing system is enough for us. A.G : Official institutions make our work easier sometimes we don’t have to deal with permission we gain time but it can be faster than that. What are the powerful points of official institutions? S B ; Sometimes they abuse their power. Their power coming from being institutions in charge E. D ;They give us the power of access to information 90 B. S ;Along with their economical power they sometimes support cultural exchange. A.G ;Individuals becomes legal personalities which give them opportunity to express themselves.. What are the weak points of official institutions? Ö.M.D ; My father is a teacher and our every discussion is about our education system which raise same type individuals. For example he thinks that these Business High Schools help the countries in question to provide for their needs and guarantee themselves and finds this right but i think these high schools limits the dreams of the young people about future. S. D ;I totally agree, me, my sister, my little sister all off us make the same sentences even though there is age difference between us. S. B ; A country can not raise same type of individuals, all off us receive the same education but we create our differences. E. E ;.People are left without hobbies. Our social side is not supported by state. Ö S ; Official institutions can fix this problem and explain everything easily to the people to whom they give service. Circulation of information is a weak side of theirs. T.Ö Because of ideology differences the official institutions are inefficient. Every change of ideology obstructs people and official institutions from interacting. G. E ; There is no one step forward, only today. They can not go beyond their interests. Public cant keeps up with the changing system. Its sustainability is weak A .G ; The organization of official institutions should not be neglected and they should work in a carefully planned fashion .They should be open to innovation. How formal institutions respond to young needs? S.B ; There are several courses in Kadıköy. For example its hard to be involved in diversified areas in our education but we find the opportunities in these courses. M. İ ; Its true that we couldn’t have these opportunities if we would have the state. Under their guard we have Youth Assembly, young people have right to express themselves. E. E ; State scholarships are sometimes enough sometimes not. They should balance this. A.S ;In case of Erasmus we speak of it as an efficient program for young peoples development so state make it easy for us to reach some kind of programs like that. S. B Its so sad that its so late. The youngster is a victim of politics so there is a reaction because of that. 91 What could be changed / improved in the formal institutions in order to respond to young needs? Ö.M.D ; In Turkey the rate of young population is high but we don’t have ministry of youth S.D ; Official institutions are afraid of young people but instead of being afraid I think they shoul listen so the country can fastly develop. Ö.S ; There is hierarchy and discrimination Who is responsible of youth policies? M.İ ; In production young people are responsible and in practice its state B.T ; Its states area of responsibility even though young generation changes politics should stay the same. Ö.S ;Society is responsible also family S. B ;.There is no responsible in Turkey Hülya Denizalp: Why don’t you feel yourself responsible? M.İ ;We don’t have the ability to decide for ourselves. We have to explain it to our parents to school. We have to share it with state and we should see the different ideas in young generation as richness and should consider them reasonably. What do you think about difference between non formal and informal education methods? E.D ; School education is basic and after that its up to us. E.E ; I think the education outside the school is more efficient. Like there is no obligation we can improve our interest about the subjects that we interested in. B.T ;There is a memorization system in our education I think its disadvantageous. We can forget these information’s. In living learning its not possible to forget an experience that we learn by changing our thinking structure. S.B ;I do one of them voluntary and the other because of the obligation. G. E ;I can test what i learn in living education, its important. A.S ;There is no tolerance for the mistakes that’s why its more efficient. Ö.S There is difference of time for example in language courses. 92 What should the local and national youth policies do to develop the non formal education? SB; We try to enter the system by making our instructions in university. We should pay attention to the instructions and try to express ourselves. AG; Young people should aware of their rights and should take active role with NGO’s for gained this awareness. AS; For example, I have learned here that we have the youth council, the core institutions such as this must expand. Ö. MD; we’re very strong students, but we are not aware of our power. To be able to take a step forward the society all we need a community, such as youth councils. We should share these institutions with everyone. Teacher; Hatice Caner - Mor Film Kooperatifi; Ismail Hakki Acar- Edirne Doga Sporlari Dernegi; Semra Erengul- Sinif Ogretmeni; Nuray Caliskan- Zirve Doga Sporlari Kulubu; Hulya Denizalp- GENCTUR How is the role of non formal institutions? Hatice: In school education students don’t think outside the box, but in informal education they learn by themselves while living. It’s difficult in Turkey because there is no groundwork that would allow application of such a method. Semra: The new system favors the students and considers the differences. I believe extracurricular education helps the student a lot, e.g. about self-improvement and thinking in different ways. Nazli: Having experience in both areas I can say that formal education is more about grades for students so there can be a gap between the theory and the practice. I don’t believe that formal education will achieve a big change in the education system as long as 20 year long teachers use the materials they were using 10 years ago and are proud of this. However, according to my experiences in camps, I’ve been to camps since I was 6 years old, and I owe 93 my self confidence and my communication abroad to these camps. The camp I work in right now though consists more of children with better life standards. Our camper profile is more children that never made their own beds and spoiled. Belma: From my own experience I can say that we’re trying to fill in where the formal education lacks. But this change is very slow and difficult. The schools have an environment club, the ministry of education made a great start but the teachers are still calling our foundation. Most of them don’t know what to do or what they want. The education ministry is not experienced enough and there are not enough NGOs. We can’t answer to every request. For example we have a nature and erosion camp. When we were explaining why the ant holes face north I realized I learned more about myself and gained more knowledge in social environments rather than in formal education. Nazli: They copy the portfolios from Europe instead of reshaping it to every students needs. What are the strength points of non formal and informal education? What are the weakness points of non formal and informal education? Nuray: It brings variety. Semra: It provides an opportunity to work together. Nazli: There is a weakness: Inability to reach everyone. It is geared towards people with higher income and it can have a volunteer quantity problem. It’s really hard to reach a wide population like formal education. Gulsen: I think there might be a difficulty in sustainability. Hakki: There might not be enough institutions everywhere. For example the number of institutions in Edirne is very low compared to Istanbul. Semra: It has to be started from the early ages. Because if the children are educated in this subject they’re better at self improvement. It can be from kindergarten. Like the “7 is too late” project of ACEV. Actually there is not much difference between the low-income and highincome families, neither of them are very sensitive about the child’s development and needs. Nuray: The weakness of the institutions that apply this or the weakness of the education systems? There can be a million weaknesses in application. It can be ideological, choosing a subject, it’s hard to audit or sometimes wrong orientation. How we can understand target group needs? Hatice: By giving responsibilities. It will be easier to understand what they want when we ask their needs and give them responsibilities. Hakki: By moving according tp heir ideas but to separate the ones who have the same of 94 different ideas into groups. Belma: The most obvious reason for the youth’s weakness is that they get bored of responsibilities very quickly. So they need to be motivated with great leadership. Semra: The leader should not lose the control. If there’s good guidance the good projects become better. Nazli: The ones who give informal education have to be aware of all the researches because the interest areas of the youth are constantly changing. For example they go to English or football in the afternoon. The girls were not participating in football no matter what the coaches did. But when we separated the girls from the boys, they started participating because they actually didn’t want to play with the boys. We correct our mistakes with our observations and experiences. For example, 15-17 ages, the “Too cool for everything” group we prefer young leaders because if they admire the leader they participate in the activities more. What is the impact of non formal and informal education in local and national youth policies? Belma: Last year the youth prepared an energy conference and I felt that the minister of energy was impressed. I think he felt that there’s something happening around us. The youngsters are really putting an effort on it but I don’t believe they get the attention they deserve. Semra: Sometimes the people who develop these policies find it really tiring to deal with these. Hatice: I think the policies can only change like this. The youth who leave the closed learning system will affect their families and they change the environment and so on… Nuray: I definitely agree with this. In addition to youth affecting their families, cities with universities is even an example if this interaction. Belma: For example TEMA’s goal is to develop a public who will be able to affect the power that would direct those policies. Relations and values of non formal, informal and formal education. Belma: When there’s a conference about successful educators there is nobody that would be helpful in this subject, we don’t get enough attention. Although this is a big opportunity for them too. They create a foundation in cooperation with the Education ministry but it’s not effective. Nazli: They support the same values in appearance. It looks like Education Ministry wants to 95 build enlightened individual but in reality they just want people they can lead. They don’t support the education for an intellectual. Therefore, the formal education serves their purpose. Hakki: If you agree with the governments ideas then you’re supported otherwise you’re not. Nuray: The balance between the formal and the informal education is bad but it’s natural and it’ll work out in time. Hatice: I see that it’s at a point of being a necessity. I think it’s important to have clashes in their own areas and values. This conflict is necessary for societies. They are forced take a step this way. I believe these conflicts are educational. What should the non institutional organizations do to develop non formal education? Belma: Usually TEMA is criticized about being too easy-going but TEMA’s goal is to find solutions with the government. I think this is the reason why it’s so respected too. We always stress that we are impartial, if there’s a mistake we warn, if there’s a success we appreciate. Nuray: The prejudice has to go away. It needs be made clear that we’re there to fill a gap. Hatice: We pressure using international platforms especially when it’s felt like it will be inadequate on a national level. These pressures may be useful because if we don’t bring these changes, the international platforms will enforce them. 96 Focus Groups: Mexico_Vive México Focus Group: Youngsters What do you understand about active citizenship? Most of the interviewed people said that being an active citizen means to act within the life community, being involved in all maters related to civil rights and obligations as a citizen and doing all you can do to contribute to improve your own community. Some others have expressed that being an active citizen means being involved in what is going on in your community; being actives within the community and not neglecting all what happens around you. How do you feel to belong to the society? Some of the interviewed have expressed that they often don’t feel as being an important part of their communities, but some others expressed that they feel good knowing that they belong to a society. According with you what is the role model of an active citizen? Most of the interviewed people agreed that the role model to follow is to participate in all the activities leading to a better development into the community that imply a real benefit to the community like environmental campaigns, cultural activities and all that can contribute to the public benefit. In which percentage the youngsters have the power to change the society? Almost all of them had expressed that in a 50%, some others that in a 20%, depending on the youngsters’ interest to make things change and depending on the spaces and opportunities available to do that. What are your spaces and tools to express yourself? Almost all the interviewed people agreed that there are no many spaces but the new technologies and programs like this contribute to create opportunities to express all the youngsters 97 have to say. They expressed that the most they use are the internet chats as well as the artistic expression and they give as a simple the realization of this interview as a mean to express them. What would you do if you had the power to improve the youngsters’ life? The interviewed people said that they would give more opportunities for the young people as well as all the facilities so they can be well prepared and avoid that they migrate to the United States; they would create more youth programs so the young people could participate in sports, cultural and social activities, avoiding alcohol and drugs abuse and addictions; but most important, a true social development and welfare focused in their full development. Focus Group: Society How is the role of formal institutions? The interviewed answered that the formal education institutions are charged of providing the knowledge which is necessary for a true education, through which skills and competences can be developed for the professional and working life. Formal institutions must update and improve its processes and methods, in the other hand, the formal institutions have the main role in providing education, but they are not truly linked to the real life. What are the strength points of formal institutions? The main strengths of the formal education are the contents and programs, which in general terms are well designed, but also the autonomy and independence of several of these institutions. In the other hand, one of the interviewed has pointed that a major strength is the fact of having a universal access to education since it is for everybody. What are the weakness points of formal institutions? The major weakness is that even if the programs and contents are really good, they provide 98 just theoretician knowledge, but in the practice they are not very useful as they can’t be used because there is a lack of possibilities in the real life to develop it. Another weakness is that very often there is a lack of commitment between the actors working within the formal education institutions with its own work, with the national education projects and plans; but also the fact that the budget and programs are not well administrated. How formal institutions respond to young needs? According with all the interviewed the formal education institutions are not responding or they respond partially, to the young people needs, since there is a gap between the way the young people understand their own needs and the way formal education institutions understand them. What could be changed/improved in the formal institutions in order to respond to young needs? The interviewed have pointed that the institutions should be more inclusive and the people managing these institutions should be more prepared to manage and rule these institutions. Institutions should have the infrastructure needed and practices and internship programs should be conceived regarding the professional experience and the youth’s working life. Education should be conceived regarding the real life and not only the theory. Who is responsible of youth policies? According to the participants, all the actors working within the youth development should be responsible of these policies, from the government, the legislators, the parents and the community, but most important the young people. They should be more involved in matters that concern them directly. What do you think about difference between non formal and informal education methods? According to the participants the difference is that non formal education complements and supports the formal education, but formal education has its own methods and is well organised. Non formal education, in the other hand, is composed mostly of experiences and it 99 doesn’t look for a goal in itself and it doesn’t have a well defined method or organization. What should the local and national youth policies do to develop the non formal education? All the interviewed pointed that it should be taken in consideration all kinds of education, as all of them complement each other, so they should work closer.
