İstanbul Atatürk Havalimanında 23 İniş - 17L/R Kalkış Pist Konfigürasyonu uygulandığı zaman dilimlerinde eş zamanlı bağımsız pist operasyonlarının yapılabilmesini teminen, Hakim Görüş asgari 5 Km ve Bulut Tavanı asgari 2000 feet olması kaydı ile, Balked Landing Pas Geçme Usulü Uygulaması kullanılabilecektir. / When 23 landing-17L/R take off runway configurations are executed in İstanbul Atatürk Airport, in order to execute simultaneous independent RWY operations, only if prevailing visibility is minimum 5 Km and Ceiling is minimum 2000 feet, Balked Landing Missed Approach Procedure will be executed. 2. Eş zamanlı bağımsız pist operasyonlarının yapılabilmesi için, 23 pistine iniş amacıyla sadece AD-2 LTBA ILS/DME B RWY 23 ya da AD-2 LTBA ILS/DME B RWY 23 GP Inop (Loc Only) usulleri kullanılacak olup, 17L/R pistlerinden kalkış yapacak hava araçları tarafından Türkiye AIP’sinde bu pistler için ilan edilmiş tüm SID usulleri uygulanabilecektir. / In order simultaneous independent RWY operations to be executed, only AD-2 LTBA ILS/DME B RWY 23 or AD-2 LTBA ILS/DME B RWY 23 Gp Inop (Loc Only) procedures will be used for landing to RWY 23. Aircraft using the RWY 17L/R for take-off may execute all related SID procedures published in Turkish AIP. 3. 17 L/R pistleri için Türkiye AIP’sinde ilan edilmiş standart aletle kalkış usulleri ile; “AD-2 LTBA ILS/DME B RWY 23 “ usulünün koruma sahaları (en geç Mapt Noktasından pas geçilmesi durumunda), ICAO Doküman 8168 kriterlerine uygun olarak ve birbirleri ile çakışmayacak şekilde tasarlanmıştır. Bu sebeple, 23 pistine iniş için “AD-2 LTBA ILS/DME B RWY 23” usulünü uygulayacak hava araçları ile 17 L/R pistlerinden kalkarak Türkiye AIP’sinde bu pistler için ilan edilmiş standart aletle kalkış usullerini uygulamakta olan hava araçlarının birbirlerinden ayrılmış olduğu kabul edilecek ve eş zamanlı bağımsız pist operasyonları yaptırılabilecektir. / Protection areas of standard instrument departure procedures for RWY 17L/R and ILS/DME B RWY 23 procedure published in Turkish AIP are in accordance with the criteria specified in ICAO Doc 8168 and do not overlap (if missed approach procedure will be executed not later than MAPt point). Therefore, aircraft executing ILS/DME B RWY 23 procedure to land on RWY 23 and aircraft executing any of the standard instrument departure procedures published in Turkish AIP to take off from RWY 17L/R will be accepted as procedurally separated from each other and simultaneous independent approaches / departures will officially be allowed. 4. “AD-2 LTBA ILS/DME B RWY 23” usulü uygulanırken; / While “AD-2 LTBA ILS/DME B RWY 23” procedure is executed; a) MAPt Noktasına kadar pas geçilmesi durumunda Pas Geçme Usulü; / Missed Approach Procedure in the case of missed approach before MAPt; “Turn left climbing to 3000 feet intercept IST R-090, contact Yesilkoy APP. If unable to contact with Yesilkoy APP untill passing IST R-090/12 DME, then turn left on heading 054 intercept IST R-078 to proceed GAYEM, at 26 DME climb to 4000 feet and HOLD over GAYEM ” b) İnişe karar verilerek usulde yayınlanmış minimanın (DA/DH) altına alçalınması ve MAPt Noktası kat edilerek piste yaklaşmaya devam edilmesi sonrasında, herhangi bir nedenle pas geçilmesinin gerekmesi durumunda, Balked Landing Pas Geçme Usulü;/ After having taken the decision to land and gone beyond the MAPt point, if there will be a requirement to go round for any reason, Balked Landing Missed Approach Procedure shall be; “As early as practicable turn left and intercept IST-R 090 with max bank to avoid penetration of RWY 17L/R Departure Path and Climb to 3000feet, contact Yesilkoy APP. If unable to contact with Yesilkoy APP untill passing IST R-090/12 DME, then turn left on heading 054 intercept IST R-078 to proceed GAYEM, at 26 DME climb to 4000 feet and HOLD over GAYEM” Balked Landing Pas Geçme Usulü uygulanırken Yeşilkoy Yaklaşma ile temas edilerek 2000 feet irtifa kat edilinceye kadar manialar ve diğer trafikler ile ayırma sağlanması sorumluluğu 23 pistinden pas geçen hava aracının pilotunda olacaktır. / While Balked Landing Missed Approach Procedure is executed contact Yeşilköy Approach; terrain clearance up to 2000 feet and avoidance of other traffic in the vicinity shall be under the responsibility of Pilot in Command of the ACFT that passed the RWY 23. c) 23 pistine iniş planlayan pilotların 17 L/R pistlerinden kalkış yapan trafikleri ve hava/yer haberleşme kanallarını dikkatle takip etmeleri gerekmektedir. / Pilots planning to land RWY 23 shall follow the traffic departing from RWY 17L/R and air/ground radio communications carefully. 5. “AD-2 LTBA ILS/DME B RWY 23” usulünü uygulaması yönünde talimat alan pilotlar, balked landing pas geçme usulünü uygulayamayacak ise bu bilgiyi en geç son yaklaşma safhasına dönüşten önce Yeşilköy Yaklaşma’da görevli Hava Trafik Kontrolörüne, ayrıca ilk temasta İstanbul Kule Kontrolörüne “Unable Balked Landing” freyzi ile bildirecektir. Bu durumda hava trafik kontrolörü trafiği uygun bir noktaya yönlendirerek ATC açısından uygun görülecek süre boyunca beklemeye alabilecektir. / If the pilots cleared to execute AD-2 LTBA ILS/DME B RWY 23 or AD-2 LTBA ILS/DME B RWY 23 Gp Inop (Loc Only) procedure, cannot perform balked landing missed approach procedure, they shall give report to the air traffic controller in Yeşilköy Approach, at the latest, before starting to turn on to the final approach.and İstanbul TWR at first contact, by phrase “Unable Balked Landing”. In this case, the air traffic controller may direct the traffic to a point for holding for an appropriate period of time for ATC. Balked Landing Pas Geçme Usulünü uygulayamayacağını rapor eden trafiklere, 23 pistine iniş için Türkiye AIP’sinde bu pist için ilan edilmiş AD-2 LTBA ILS/DME B RWY 23 ve AD-2 LTBA ILS/DME B RWY 23 GP Inop (Loc Only) dışındaki herhangi bir Aletle Alçalma Usulünü uygulaması talimatı verilecektir. Bu durumda 17 L/R pistlerinden eş zamanlı bağımsız kalkış yaptırılmayacaktır. / Traffic reporting that they are unable to execute Balked Landing Missed Approach Procedure, will be cleared to execute any of the Instrument Approach Procedures that are available in Turkish AIP except AD-2 LTBA ILS/DME B RWY 23 and AD-2 LTBA ILS/DME B RWY 23 Gp Inop (Loc Only), for landing to RWY 23. In this case, simultaneous independent take-offs from RWY 17 L/R shall not be permitted. 6. İstanbul Atatürk Havalimanında 23 İniş - 17L/R Kalkış Pist Konfigürasyonu kullanıldığı zaman dilimlerinde eş zamanlı bağımsız pist operasyonlarının yapıldığı ATIS’ten “Simultaneous Independent RWY Operations in Progress Expect ILS/DME B RWY 23 approach. Pilots unable to execute Balked Landing Missed Approach Procedure shall inform Yeşilköy APP as soon as possible but not later than turning to the Final APP Segment" ifadesi ile duyurulacaktır. / When 23 landing-17L/R take off runway configurations are executed in İstanbul Atatürk Airport, execution of simultaneous independent RWY operations shall be announced from ATIS as “Simultaneous Independent RWY Operations in Progress Expect ILS/DME B RWY 23 approach. Pilots unable to execute Balked Landing Missed Approach Procedure shall inform Yeşilköy APP as soon as possible but not later than turning to the Final APP Segment". 7. Balked landing pas geçme usulü yalnızca simülatör eğitiminden geçmiş pilotlar tarafından uygulanacaktır.Balked landing pas geçme usulünün uygulanması için ekip kompozisyonunda yer alan pilotlardan en az birinin bu özel prosedüre ilişkin olarak simulatör eğitimi görmüş olması ve eğitim gören pilotun PF (Pilot Flying) olarak uçması gerekmektedir. / Balked landing missed approach procedure shall only be executed by pilots who have completed simulator training. For the execution of balked landing missed approach procedure at least one of the pilots in team shall have completed simulator training on this specific procedure and the flying pilot (PF) shall always be the pilot having had this training.
