AYIN KONUSU AVRUPA’DA ELEKTRONİK ÜRETİM Değişen Bir Hikaye ELECTRONIC PRODUCTION IN EUROPE A Changing Story Peter BRENT Consultant Editor peter@mathiesonbrent.com E lektronik cihazların üretimi, 1980’lerin başında, üretimin dış kaynaklı olarak gerçekleştirilmeye başlamasıyla birlikte oldukça büyük değişimler tecrübe etmişti. Bu noktaya kadar, elektronik üretimin çoğunluğu firmaların kendi bünyelerinde meydana gelmekteydi ve bu OEM (Orijinal Ekipman Üreticileri)’nin kendi fabrikalarında, genellikle kendi ülkelerinde veya asıl işin olduğu ülkelerde olmaktaydı. Günümüzde özellikle tüketici elektroniği, bilgisayarlar ve iletişim ve mobil (3C sektörleri) gibi üretimlerin çoğu, dış kaynaklı olarak, çoğunlukla daha düşük maliyetli ülkelerde, üreticiler veya Elektronik Üretim Servisleri (EMS) firmaları ile anlaşmalı olarak dış kaynaklı olarak gerçekleştirilmektedir. Son 20 yılda hepimiz yaygın olarak dış kaynak kullanımı gördük. Dünyanın üretimdeki etkin gücü olarak Çin’in yükselişi boyut ve ölçek olarak dikkat çekici oldu. Fakat dünya değişiyor; önceden bazı düşük maliyetli olan ülkelerin saatlik ücretlerinin hızla arttığı, petrol fiyatını; deniz, hava ve karayolu taşıma maliyetlerini şişirdiği yeni gerçekliğe adapte olunmaktadır. T he production of electronic devices has experienced major change since the outsourcing of manufacturing began seriously in the early 1980’s. Up to this point, much of the manufacture of electronics had taken place in-house; that is within the Original Equipment Manufacturers (OEM’s) own factories, and usually in their own country or those of principal business. Now much of the manufacture especially of consumer electronics, computers and communications and mobile (The 3C sectors) is outsourced to contract manufacturers, or Electronic Manufacturing Services (EMS) companies, often in low cost countries. Over the last 20 years we have seen extensive outsourcing and the rise of China, as the world’s manufacturing powerhouse, has been remarkable in its size and scale. The world however is changing; adapting to a new reality where hourly rates of pay in some previous low cost countries are increasing rapidly, and where the cost of oil has inflated ocean, air and road transport costs. Now, there is a re-appraisal of outsourcing where OEM’s are not only weighing the decision to make in-house or to outsource, but deciding where the products could most profitably be made to obtain the best compromise of costs for labour, material and transportation to end-use markets. European Production in a Global Context Before we examine these questions, let’s look at the global and European markets for electronic devices and where they are produced. Daha iyi tıbbi bakım sayesinde insanlar daha uzun yaşamaktadır ve kronik hastalıkların izlenmesi, gelişmiş teşhis ve ilerlemiş durumlara müdahele için tıbbi elektronikte gelişen bir pazar vardır. Ancak ulusal hükümetlere ve şahıslara, yalnızca sağlıkla ilgili olanlar için değil, aynı zamanda emeklilik ödemeleri için de ödenecek tutar artmaktadır. Çoğu gelişmiş ülkede hem erkek hem de kadın için emeklilik yaşı artmıştır ve bu kendi içinde istendiği ölçüde işe yardımcı olmamış veya daha uzun çalışma isteği yaratmamıştır. Bazı ihmal sürecinden sonra çoğu hükümet, daha sıkı sınır kontrolleri yapmakta ve personeli, kargoları ve taşıyıcı araçları tarayan teknolojiler kullanmaktadır. AkILLI sayaç sistemlerinin tanıtımı, enerji tüketimi üzerindeki 8 Temmuz-Ağustos 2013 July-August 2013 The Political Context Much of Western Europe and the CEE have stable democratic governments and a converging legislative framework that was inherited from many Western European democracies and increasingly driven by membership of the European Union. More recently there have been major political issues in the Middle East, Africa and Asia which affect how we in Europe assess business risk and determine where manufacturing should be best placed. The recent stresses through the recession of 2008/9 and subsequent low economic growth in much of Europe also changes political perspective both in terms of international trade, but also domestic policy. Whilst the economic situation is forcing defence budgets to be reviewed and cut, there is a shift in defence expenditure away from capital projects, such as ships and aircraft, to personal communications, radar, sonar and the use of electronics in unmanned aircraft and other equipment. The Economic Context The whole world has been subject to considerable market forces as a result of the 2008/9 recession brought on by the ‘credit crunch’ and major banking problems. In Europe this has manifested itself in the problems experienced in Ireland, Portugal Spain and in Italy and now as we write this, the issues in Cyprus and perhaps others to come. Whilst many Western countries struggle with debt and structural financial imbalances, the cost of fuel, whether oil, gas or other means, continues to remain high causing increased transportation costs and raising the landed cost of outsourced products. As the Eurozone foresees a ‘flat’ economic performance for the next year and more, European manufacturers are looking elsewhere to the emerging countries and BRIC economies for export led growth. The global financial crisis has largely affected the Western economies but those in China, India and Brazil, plus other emerging economies have also been affected, if not in recession then still with lower growth. Whilst some areas of consumer spending have been hit, the drive for industrial automation, information and control has benefitted electronics adoption in the process industries, automotive and building control to name a few. The Sociological Context One of the most fundamental changes over the last few decades has been that of increased life expectancy and this has occurred across both developed and emerging nations. People are living longer due to better medical care and there is a growing business in medical electronics for monitoring of chronic illness and improved diagnosis and intervention of acute conditions. However the cost to national governments and to individuals is rising and not only for the provision of healthcare but also in pension payments. In many developed countries the retirement age for both men and women has risen and this in itself has not helped employment as many need, or want to work longer. The creation of the European Union (EU) has also encouraged immigration between member states and also the attraction for some non-members to seek illegal immigration. After a period of some laxity many governments are introducing more stringent border controls and using technology to scan personnel, cargoes and carrying vessels. In other areas sociological impacts are being felt. The number of individual homes is increasing as family units increase either with the wish to set up home and move from their parents or as a result of divorce among married couples. The Technological Context The current younger generation operate in a different way to their parents or grandparents. Our homes are becoming increasingly managed through heating, lighting and new media controls. The introduction of SMART meter systems is revolutionising our knowledge and control over energy consumption and this in turn, with concerns over climate change, makes the introduction of new energy generation systems such as wind, solar and hydro electric/wave/tidal power generation attractive. In the future the ability to integrate different power generation media into the main grid and into individual homes and businesses is an important new opportunity for electronic control and rectification systems. The Legal and Environmental Context We have just touched upon the subject of climate change and there will be increasing emphasis by governments, and the need to measure and control many aspects of the environment, not just energy. For countries like Turkey the proposition for solar power and wind power is attractive and there is the necessity to respect and control the use of the environment, be that water quality, chemical wastage or air pollution. Electronic control systems will play their part. Legislative controls such as the lowering of carbon emissions from vehicles and further controls on noise will fire the need for industrial devices to measure and report. Over the course of years, significant production across many sectors has been outsourced to EMS who have in turn moved production from higher labour cost countries to those where salaries are lower, but where skills and competences are available. Total European electronic production in the EMS sector reached €26 billion in 2011 and is set to rise slowly over the next few years. Although the outsourcing of electronics to EMS will continue and increase, the pressure on lower costs will result in low actual growth in the short term. Most EMS revenues in the CEE are comprised mainly of production for the 3C sectors are situated in Czech Republic, Hungary and Poland (Fig. 10) and controlled by the ‘Big 5’ EMS companies namely Hon Hai, Jabil, Flextronics, Sanmina and Celestica. There is a growing trend for regionalisation, the manufacture of goods and consumption within a region, which is being driven by increasing energy and labour costs, reduction in ‘time-to-market, and the availability of skilled workforce with the necessary competences. From a European perspective this makes the countries in Central and Eastern Europe attractive since most of the available European markets are within 6 days road travel to the westernmost ports of mainland Europe. Whilst there has been concern for the long shipment period from ports in China to reach Europe, the new FELB train is able to complete the distance in almost half the time and for only double the cost of ocean freight. The use by some maritime companies to use ‘slow-steaming’ to save fuel and reduce emissions also increases the time finished goods spend in transit. From Fig 12 & 13 we can see that the relative labour costs in CEE and other lower cost economies are increasing quickly and although there may be many years before Poland for example, reaches wage parity with Germany, the gap is narrowing. Consequently the differential in labour costs and total costs of shipment between where electronics is made and where it is consumed is being closely monitored. For very large OEM’s and EMS companies there will continue to be a struggle on where to manufacture electronic equipment. These companies, even with the increasing use of robots for manufacture, that would begin to negate labour costs elements, will still be juggling economies of scale, shipping distances/time/cost and overall ‘Time to Market’. We forecast that the current economic climate will continue to be difficult for the next 1-2 years and OEM’s will be increasing their outsourcing of electronic manufacture but the cost reduction programme on their suppliers will intensify. The migration of electronic equipment manufacture from Western Europe to plants in the CEE and North Africa will increase as both OEM’s and EMS seek reductions in the total cost of supply. This transfer of manufacture to low labour cost regions in Europe will increasingly be relevant for goods in the Control & Instrumentation, Medical and Industrial market sectors.
