Regulation of veterinary medicines in the European Union In the European Union (EU), a company that wishes to bring a veterinary medicine to the market may submit a single application to the EMEA for a ‘marketing authorisation’ (licence) that is valid simultaneously in all EU Member States, plus Iceland, Liechtenstein and Norway. (EK 1) 2 Assessment of veterinary medicines The EU requires by law that foodstuffs (such as meat, milk or eggs) obtained from animals treated with veterinary medicines must NOT contain any residue that might represent a hazard to the health of the consumer. Assessment of veterinary medicines Before a veterinary medicinal product intended for food-producing animals can be authorised in the EU, the safety of its pharmacologically active substances and their residues must first be evaluated and included in Annex I, II or III of Council Regulation (EEC) No 2377/90. The assessment for the safety of residues is carried out by the Committee for Medicinal Products for Veterinary Use (CVMP). Kalıntıların güvenlik değerlendirmesi Veteriner Tıp Ürünleri Komitesi’nce yürütülür. 3 Council Regulation (EEC) No 2377/90 Annex I: Substances for which final MRLs have been established. EK I: MRL belirlenmiş maddeler. Annex II: Substances that do not need an MRL to protect the consumer safety. EK II: Tüketici sağlığı açısından MRL gereksinimi olmayan maddeler. Annex III: Substances with provisional MRLs – set for a defined period not exceeding 5 years. EK III: Geçici MRL belirlenmiş maddeler - 5 yılı aşmayan süreler için belirlenir. Annex IV: Substances that cannot have an MRL because residues of such substances are a risk to the safety of the consumer at whatever level. Six requests from SANCO on mycotoxins in animal feed ::Aflatoxin B1- February 2004 Deoxynivalenol – June 2004 Zearalenone – July 2004 Ochratoxin A – Sept 2004 Ergot alkaloids – April 2005 Fumonosins B1 and B2 – June 2005 10 Term of reference for consideration of aflatoxin B1 in animal feed Exposure levels of aflatoxin B1- above which transfer to milk leads to unacceptable levels of aflatoxin M1 Correlation between aflatoxin B1 and aflatoxin M1 addressing issue of intensive livestock production and high yielding dairy animals Identification of feed materials which are a source of aflatoxin B1 Bornova Vet.Kont.Arst.Enst. EFSA Opinion on aflatoxin B1 in animal feed Modelling -high performance animals using different carryover rates (2-6%) giving worst case M1 levels in milk Worst-case indicated that it is theoretically possible (but unlikely) to exceed 0.05 ng/mL M1 contamination of milk whilst not exceeding feedstuffs limits for aflatoxin B1 11 Conclusions Veterinary drugs are authorised for use by submission of dossiers containing all relevant information. Approval is based on efficacy and ensuring no harmful affects on human health of residues. Veteriner ilaçlarının kullanımına, ilgili tüm bilgilerin dosyalar halinde sunulması ile izin verilir. Conclusions Mycotoxins are contaminants and are tolerated rather than approved. Exposure and toxicological effects are assessed and management action taken where appropriate.
