TOURISM ACTION PLAN Exploring the Future of Tourism in Northern Anatolian Region T.R. North Anatolian Development Agency 19-21 October 2011 www.kuzka.org.tr Foreword by the Chairman of the Executive Board The provinces Kastamonu, Çankırı and Sinop, which are the site of action of the North Anatolian Development Agency, offers a wide variety in terms of natural wealth. Although that potential is not utilized enough at present as tourism opportunities, tourism is widely accepted as one of the dynamics of development, which is promising for the future. Tourism’s contribution to the regional development in terms of economic, social and cultural is steadily increasing in our country as well as in the world. With the understanding of ‘sustainable development’; protection of the historical, cultural and naturel values gains as much importance as the income generated by touristic activities. This new understanding is increasing the demands for ‘alternative tourism’ which does not include the destructive impacts of mass tourism on social and physical environment. However, there are severe difficulties in extending the types of alternative tourism in a region or a country. Despite the smooth integration of the sustainable tourism types to the plans, the unawareness of the tourism actors and concentration of private sector enterprises on mass tourism create serious problems in implementation. In order to overcome these dilemmas, application of the innovative governance models is extremely important besides the traditional grant supports. From this point forth, our Agency carried out the workshop, ‘Exploring the Future of Tourism in Northern Anatolian Region’ in collaboration with the TACSO (Technical Assistance for Civil Society Organizations) Turkey Office by using the Future Search Method within the framework of sustainable development and participation principles. The targets of the workshop has been i determined as to develop an action plan for the future of tourism in the TR82 Region and to enable different stakeholders in the region to find a common ground for collaboration. An action plan on which all of the participants agree is created, and the durations of each action and the stakeholders to lead them have been determined at the end of the workshop. I firmly believe that, the outcomes of that workshop from which all of the participants left in a satisfied and pleasant way, are going to create a more powerful sense of possessiveness, awake the rich tourism potential in our region and make the best of our Region’s place in 2023 Tourism Strategy of Turkey. Vahdettin ÖZCAN Chairman of the Executive Board Governor of Çankırı ii Foreword by the Secretary General When the constant increase in the importance of tourism for Turkey and the World and the share of tourism receipts in our country’s economy are considered, it can be observed that it has vital importance for the developing regions to utilize from the existing tourism potential in the best possible way and to integrate that objective to the new regional sustainable development understanding. Rapidly developing tourism in today’s global world brings the necessity to follow the rising sectoral trends closely and to benefit from the rich variety of touristic activities that are owned by the region and drawing too much attention in an effective and productive way. Improvement of the tourism sector which we believe that it has considerable contribution to regional development and its being supported in accordance with the requirements of today’s world are among the priorities of the TR82 Region. TR82 Region, including the provinces of Kastamonu, Çankırı and Sinop is extremely rich in terms of the tourism variety it owns. The region also has a big tourism potential that needs to be revealed through prioritization. TR82 Region offers a big scale of touristic activities namely ecotourism, sea-coastal tourism, winter tourism, sports tourism, religious tourism, cultural tourism, thermal tourism and historical relic tourism. Thus, the tourism wealth and the big potential of the region have been taken into consideration by the Ministry of Culture and Tourism and the region takes place in the Tourism Strategy of Turkey 2023, which has extreme significance. We also noticed during the preparation phase of the Regional Plan prepared by our Agency and covering iii the period between 2011-2013 that tourism is also among the priorities of the people of this region for development. By determining the vision of the Region as ‘North Anatolia; Constantly Producing, Together Rısıng, Making Difference with Its Natural Texture’ in our Regional Plan prepared in a participatory way, an emphasis has been made on the fact that the Region’s potential which was aimed to be revealed lies in its natural texture. Our Agency has started its activities in order to achieve the goal of ‘To Increase the Weight of Tourism within the Region’s Economy’, which is also determined as a result of the joint efforts conducted with the people of the region. As the first step of those activities, our Agency has organized the workshop, ‘Exploring the Future of Tourism in Northern Anatolian Region’ in collaboration with TACSO (Technical Assistance for Civil Society Organizations) Turkey Office. The objectives of the workshop were to take the first step towards the similar activities as such by creating a common ground of work for the tourism stakeholders and to develop an action plan for the improvement of tourism in the TR82 Region. The Future Search method, which was applied to the field of tourism for the first time in Turkey by our Agency’s initiative, has been used as the method of the workshop. Seven different actions were planned at the end of the workshop held by the active participation of 77 tourism stakeholders coming from the Region’s and different provinces. We strongly believe that the actions that were created in line with the objectives of the workshop in the best way possible and their contribution to the tourism’s development to the Region are going to be significant. In order to meet these objectives, our Agency aims not only to act as a coordinator for the iv implementation of the action plan but also as a responsible of the action it takes part as a stakeholder. Sustainability is the premise of the development understanding of which our Agency is the implementer in the Region. One of the preconditions for the internalization of that understanding is to provide the sustainability of our activities. To signify at that point; organizing that workshop and creating an action plan are just the beginning of our planned activities for the aim of ameliorating the tourism in the Region. We are well aware of the fact that there is a long and challenging way in front of us to reach that aim. However, the applicable and goal oriented actions planned at the end of that successful workshop and the commitment of our Agency to those objectives have increased our strong faith in the aim of developing tourism in the Region. We plan to organize one more meeting with the participation of more tourism stakeholders within 2012 in order to share ideas and experiences during the process of putting the actions planned into practice. INTRODUCTION Tourism’s significance is gradually increasing in terms of economic, social and cultural development in Turkey as well as in the whole World. As the paradigm shifts towards the sustainable development, protection of historical, cultural and natural values, which are all the subjects of tourism, have also become as important as the economic income that the touristic activities create. Moreover, with that new understanding; demands in the field of alternative tourism including the ecotourism, adventure tourism, cultural & historical heritage, sports, traditional cuisine, which do not include the harmful characteristics of mass tourism in the social and physical environment, are steadily increasing. TR82 Region, which is a destination incorporating all of the tourism kinds, has ideal conditions for alternative tourism when its geographical structure, climate characteristics and historical & cultural heritage are taken into consideration; however, alternative tourism potential of the region cannot be utilized enough. In Conceptual Action Plan, covering 2007-2013, that The Ministry of Culture and Tourism has prepared, Çankırı and Kastamonu are assessed as ‘‘winter tourism development locus’’ while Sinop is assessed in the category of ‘‘settlement to be developed with yacht marina’’. Moreover, TR82 is one of the Development Zones Focused On Ecological Tourism. The touristic activities that are taking place in the Region TR82 reveal that the tourism potential owned is not being utilized enough. The number of tourists coming to the region, especially the foreign tourists, is extremely low compared to Turkey. This means that, tourism in the region is mostly based on domestic tourism, and the main reason why the number of foreign tourists is quite low is the transportation problem the Region has. 1 1.1 Tourism in the TR82 Region TR82 Region is considerably rich in terms of tourism diversity. Winter tourism, ecotourism, sea and coastal tourism, religious tourism and historical artifact tourism are among the main varieties. TR82 is also extremely rich having natural parks, long coastal lines, forests, rivers and canyons, waterfalls, lakes and ponds, natural reserve areas, castles, rock tombs, old residences and houses as examples of traditional architecture, historical guest houses, Turkish baths and mosques. Kunter, 2007. 9 1.2 The Main Problems of Tourism in the TR82 Region During the preparation process of the Regional Plan of TR82 NUTS II Region, the main tourism problems of the region is determined by around 300 people through the problem surveys conducted in the workshops held in Kastamonu, Sinop and Çankırı provinces (See Table-2). When the fact that the tourism incomes have significant impact on the regions’ economies is considered, it can be observed that; despite the richness of the 12 TR82 Region in terms of tourism diversity, tourism’s contribution to the Region’s economy remains quite low. In order to ameliorate and promote tourism in the Region TR82, a roadmap needs to be drawn with the active and voluntary participation of the all stakeholders. The most significant condition to achieve that objective is the application of a systematic plan; and an applicable tourism action plan needs to be created with the highest representation and a participatory understanding. Based on this point; the Workshop, ‘Exploring the Future of Tourism in North Anatolian Region’ has been organized in order to talk about the past, present and future of tourism which is also regarded as the prior field in development by the people of the Region and to find permanent solutions to the tourism problems of the Region. The purposes of the Workshop were determined as; to create an action plan for the future of tourism in the North Anatolian Region and to provide a platform which represents a common ground to the different stakeholders of the Region for cooperation. In line with these objectives, the Workshop was designed according to the Future Search (FS) method. This method was applied to the area of tourism for the first time in Turkey by our Agency. FS method is a big group planning meeting focusing on business and it is based on the analyses of the past, present and the future scenarios and that method is used to bring 60-80 people together for 16 hours spreading to 3 days. The Workshop that spreads to three days took place in Daday district of Kastamonu on 19-21 October 2011. 60 people –except the facilitators, TACSO Team and KUZKA management team- from different institutions, provinces 13 and districts have attended the Workshop (Annex B for the list of participants and their participation degrees). 14 2. WORKSHOP PROCESS: 2.1. Preparation Phase For the respects of the workshop process, the outputs of the ‘Future Search methodology, preparation meetings’ held between KUZKA and TACSO national office have been considered. There were two major issues coming to the fore about the preparation of the workshop. First part of the preparation focused on the issues of the venue and logistics. As it is stated in the methodology, the room should be in a certain size in order to get efficiency from the workshop as much as possible and in order to enable a certain setting throughout the workshop. Therefore KUZKA and the regional office determined the alternative workshop venues by taking the requirements into consideration for the best adoption of the method. The alternative venues are made a point of being outside the city in order to keep participants focused to the meeting and engaged with the FS topic. The second important issue was about the selection and invitation of stakeholders and respective participants. Our Agency, the national office and the facilitators collaborated in preparing the list of stakeholders. In this process, our Agency determined the participants who would be able and willing to fully participate in the workshop and can guarantee that, and these determinations were shared with the national office and the facilitators. Later on, the participants list was finalized by taking the representation and participation size requirements of the workshop method. TACSO, on the other hand, was responsible for the identification coordination of the facilitators, hand-outs, and preparing stationary specific to FS workshops. Two meetings were held among the TACSO regional office and the facilitators prior to the workshop to share tasks and to discuss the flow of the 15 workshop. In these meetings the methodology, the participants and the process of the workshop were discussed in detail. After these meetings, as a preparation to the workshop; the participants were classified as working groups according to their professional fields and the activity area of the institutions they represent. The handbook for participants prepared in line with the FS method template was translated into Turkish by facilitators and the seating design, posters and logistical details of the training venue was checked and prepared the day before the training. 2.2. Implementation of the Workshop The workshop has been completed in 2,5 days. On the first day; the opinions about the past, present and future of the Region were stated. On the second day; the participants determined the tendencies in tourism, listed the activities that hey desire to do in tourism field and presented the future scenarios they fictionalized. Finally on the third day; the activities determined were turned out to be a tourism action plan. 2.2.1. October 19th, 2011 – First Day The first day of the workshop began with the arrival of participants before lunch. The workshop began with the first session after lunch. After Assoc. Prof. Dr. Hüseyin ŞEN, KUZKA Secretary General, and Neslihan ÖKTEM, TACSO Resident Advisor, made their opening and welcoming speech, the facilitators shortly explained the principles, purpose and agenda of the meeting. Later on, participants introduced themselves to the others and an informal meeting activity took place in order to contribute to group building. The first part of the agenda is focused on the common past experiences. Therefore the participants were asked to fill in three timelines; their personal history, global events and history of the tourism in the region from 1980 to 16 present. The participants were divided by colours into eight working groups and by numbers into six mixed groups. For this session mixed groups were asked to analyse the timelines and reported back to the larger group. Two groups were assigned to analyse the tourism in the region, and two groups to analyse the relationships among the three timelines. One of the remaining groups was assigned to analyze the global events and the last group to analyze the personal histories. After they reported back, whole group discussed the reactions and observations and the group agreed that the timelines pointed mostly the negative events. Moreover, they emphasized the positive correlation between the increase of tourism in the region and the increase of income and means of communication. They also underlined that most of the activities related to tourism began after 1990s but could not be sustained. After the break the group gathered to develop a mind-map to analyse the trends in tourism. A quite rich and wide-ranging mind-map was created and the day ended by the voting of those trends to be analyzed the following day by participants. 2.2.2. October 20th, 2011 – The Second Day The second day began with the analysis of the mind map in order to develop priority areas. The group agreed on seven priority areas, depending on the voting of the previous day. These priorities were: Increasing interest in cultural tourism Increasing interest in sea and coastal tourism Increasing interest in health tourism Increasing public/government interest in improving tourism Increasing interest in tourism types related with nature 17 Increasing interest in eco-tourism Increasing demand towards convention tourism in the region The participants then met in groups in order to express what they are doing now and what they plan to do in the future. Most working groups reported that there is lack of collaboration within the region and among institutions as well as lack of promotion of the region. One important similarity standing out in most groups was the fact that the relative untouched status of nature in the region provided an opportunity. The session was followed by a group work of participants on ‚prouds and sorries‛. The groups reported on what they are proud of and sorry for, regarding ‚tourism in Northern Anatolian region‛. The participants stated that it was interesting and informative to hear all the work and efforts of various stakeholders in the region. They stated that they did not know much about what had happened in other cities or by other stakeholders so it was encouraging to hear all those actions that groups were proud of and see the commitment lying beneath them. Regarding the sorries, the participants realized that a big portion of them were actions/efforts/initiatives that started well but did not continue; hence they realized that one of the most important problems was the issue of sustainability. The participants stated that it was once more obvious that the promotion and regional collaboration efforts are necessary. The following session focused on the future. The facilitators assigned the mixed groups to prepare a future scenario on Tourism in the North Anatolian Region in 2021. The groups presented their scenarios in the afternoon session after lunch. Most of the scenarios focused on the transportation, collaboration 18 on the protection of the nature, a regional approach to the development tourism and use of resources and skills for regional collaboration. The mixed groups that based the future scenarios on prepared a list of what they want to do for tourism. Later on, they presented and asked the activities wanted to be done to the whole group. Only the items that everybody agreed on were added to the ‘common ground’ list. In case that there is even one single person in the room who does not agree with any of the items on the list, that item was separated on the list of ‘not agreeds’. There were only two topics that were not agreed by the group. One of the groups proposed a tourism police. A few participants disagreed with this idea. Later on another group proposed to prevent the enterprises which are harmful to the environment and not to let polluting technologies (nuclear, hydroelectric, thermal< etc. power plants) to be used in energy production. Two people disagreed and thus it was also put aside with the other ‘not agreeds’ list. However, the debate took longer than expected and the group started to discuss the issue of hydroelectric, thermal and nuclear power plants, which are an important ecological issue in the region. Therefore after the closure of the session, some of the group members stayed in order to further discuss the consequences of these power plants on tourism in the North Anatolian region. 2.2.3. October 21st, 2011 – The Third Day The third day began with less controversial issues from the day before. For each ‘common ground’ list, One participant volunteered and mixed working groups were formed based on participants’ preferences. The groups were assigned to develop a statement out of the common grounds agreed by all participants. They then presented their propositions. The propositions were as follows: 19 There is a need to develop a culture of joint action based on trust and to establish joint platforms including all stakeholders regarding tourism in the region. (Collaboration-cooperation) With the aim to maintain sustainability in tourism, policies should be developed to protect urban, cultural and natural resources and awareness should be built in all stakeholders. (Protection of resources) There is a need for plans and projects which are based on objective studies, consider social and environmental factors and are supported through research and development. (Plans and projects) Priority should be given to formal and non-formal tourism education; personnel working in that sector should be provided with in-service training and certification should be sought for the new recruits. (Education) The shortcomings of the infrastructure should be eliminated; tunnels, divided highways, airport, railroads and ports that would connect the region to other regions with higher population should be made ready for service; the transportation network between the tourism centres in the region should be improved and expanded with the aim to activate the tourism potential in the region. (Transportation) It is of utmost importance and urgency that the branding of regionspecific cultural and natural assets is fulfilled and promoted with the most effective and current marketing methods; introduced in national, international and regional fairs, and in printed and visual media in a collaborative and organised work of all public and civil society actors. (Promotion) 20 The region should become one of those in which the bed capacity of enterprises offering hospitality services in international standards is increased and their food and beverage units are completed, in addition to sea-sand-sun trilogy within the potential of international tourism marketing. (Hospitality facilities) It is necessary to develop and implement all sorts of support mechanisms to encourage investors, and to maintain the flow of national and international tourists to the region. (Support schemes/Incentives) The last session focused on the action planning. Same mixed groups developed action plans based on the propositions that they developed previously. There was only one participant for the proposition regarding hospitality facilities; and unfortunately the owner of the proposition was not able to present his action plan. Other groups presented both short term and long term action plans including measures of success, other stakeholders to cooperate and an estimated due date. The regional approach was internalized very quickly and we have started to use the word ‚Northern Anatolia‛ quite easily. I was impressed. The statements under ‚Not Agreed‛ flipchart are still offending me. But other than that, it was a fruitful and effective workshop. Very successful workshop. I have met very nice and committed people in these 3 days. Hence, I believe that the tourism will boom up. The first day, I was trying to understand the ‚Have Fun‛ point under the Principles of Success flipchart. Now I know, I had so much fun as I was in a holiday. You were awesome. We thank KUZKA, Selen and Yiğit. It was very good. KUZKA proved that it is the best among all 26 agencies. Thanks for all who put labor into it. It was great but would be even better if we could have gotten certificate of participation. A successful and disciplined workshop. The 2.5 days made me very happy, thanks to KUZKA and TACSO. It is giving me hope for the future to see the active participation of everyone into the workshop. I am sure the results will be good. Let us be supportive rather than shackle each other. The future scenario plays were so good, I propose to start by establishing a regional theatre group. It is important to stay in touch, to also meet in smaller groups in the future. I have made very good friends. It was a very good start. 38 This was a premier, the process starting from today is also very important; it should not stay on paper. When I have first seen the invitation, I felt happy but I also had some question marks. In previous similar meetings, we left without concrete results. But within these 2.5 days, with the active participation of everyone and a successful facilitation we have come to successful results. It was very interactive; we have heard everyone’s voice and ideas in different platforms. I have put on weight. There is no tourism without nature and environment. Thanks to all who contributed in it and hope to see all of you again. It was an inadequate meeting: I have come here with various notes in my notebook to share about Sinop and was only able to share a few. This region is very rich and contains all sorts of tourism potential in it. But we were not able to talk about different types of tourism potentials that Sinop has. I hope the outputs will be good. There will be no thermic centrals. We need to own and work towards the action plans. I apologize from our friends from Sinop, we did not have any concealed thoughts. It was so great that we came to raise awareness on the region as a whole and not only one city. Strength comes from uniting. I have made myself invited, and I am so happy that I did. I learned and enjoyed a lot. Different, exciting and fruitful – thanks to all involved. 3 days were very loaded; we also had fun. I was very happy to see that the friends in groups convened during these 3 days have attributed importance to the press. The press with ethics has a big role to play. I propose to make a in-service training for the press. I’m very grateful to all of you, great that you exist and that you are committed. If we had a shortcoming, may be we excused. TR-82 now has a place in me. We wish the same for Ankara. The theatrical skills were great. 39 It was great to see the regional spirit, and to see the participants coming from three different cities to own the region as a whole. CONCLUSION The workshop has been completed with an action plan, which was prepared by the active participation and dedication of voluntary contribution of all the stakeholders. The action plan has been built upon the thematic areas rather than focusing on the sub-categories of tourism. Each one of these action plans are going to be implemented under the coordination of our Agency and the outcomes are going to be shared with all of the stakeholders related. The specific objectives of the workshop were: To develop an action plan for the future of tourism in the Northern Anatolia Region To enable different stakeholders from the region to find common ground on which to collaborate The workshop ended with an action plan including various stakeholders’ responsibilities. However facilitators believe that it is equally important that KUZKA plays a coordinating role in the process of realisation of the action plan so that other stakeholders can proceed with their own responsibilities. On the other hand, the facilitators are confident that almost 60 participants from various institutions and different cities could find a common ground to collaborate around the issue of tourism in the Northern Anatolian Region. The facilitators believe that the workshop contributed to creating a group sense among participants and paved the way for further collaboration. It should also be noted that the involvement of KUZKA, and especially the Secretary General, increased the level of participation and attendance of other stakeholders.
